boost range is perma with just one recharge io, maybe move the slot into psi tornado for another recharge io or force feedback proc?

A vote for shield. high performance on SOs only, easy to understand and slot, good dps from most attack sets. Maybe not as sturdy as Invuln, but plenty rugged.

another stab. with a gold knife. perma-hasten, perma melt armor, and heat exhaustion has 5s overlap. does this stack? could this make a target -100%dmg for 5s out of 40? perma flashfire and cages have everything less than a boss locked down, it's pretty squishy but RotP comes up in 88s... and does 600+ dmg. my corpse would be my 2nd biggest atttack. the biggest? your corpse. also sports a pretty good ST attack chain, though the absence of vengeance is a shame. you'd have to be stupid rich or really love your fire/therm to do this one...

that Glad Armor IO is going to be pretty pricey, unless you run a ton of tips. if def is a main goal, scorp shield provides def to s/l/e
messed with your build a bit. lost some recharge, changed epic and dropped siphon power for venge (this may not suit you). 45% s/l/e def.
also a lot less expensive.

i think 200% is the chance to cast the 'pet', but the actual accuracy of said pet is 100%. check your combat logs to verify, but i think that's how it works.

moved the set out of boxing and picked up the extra range via snipe set and botz. not a huge improvement, but you'll get some extra mobility.
also, you could move your celerity into sprint and slot a winter's gift into SS. Not sure of which travel power you use for travelling, but any would hold the WG slow resist.
i changed the slotting in fire breath to include the proc, the low accuracy should be fine given all the +acc set bonuses. RoF is slotted a bit differently, as are stamina and weave. inferno was one slotted- not sure if you use that. i'd either find a way to slot it or drop it. i dropped it for frozen armor in the following build.

I liked ice better, for the slows and the ST hold, arrows very long cast time for the crashless nuke was a bit of a turn off. not great for aoe, though.

slotted your attacks as attacks, built for typed defense, added 4 pts kb protection (you'll still fall down, but at least every nemesis wand won't send you flying), dropped assault for tactics because accuracy is a little low without soul drain and because I don't like being confused/afraid when tanking (longbow, praetorian clocks). lots of psi dmg will be rough, too.

i'm guessing that the sigificantly higher aoe of electric melee is to blame here.

the other problem you'd run into with that is toggle crashes when you nuke dropping your defenses.
rad/mm may not be quite as damagey as fire, but does lots of aoe and would make a viable alternative to fire. has a bit more mitigation and the ability to stack some stun. also can slot dmg or -res proc in several of the powers. -
not capped, but not far from it. on most teams these days you'd be capped. gave up some goodies to get there, though. anyway, food for thought.

I fiddled a bit, just to mess around
. The posted build is fine, another option for the 6th slot in your ranged attacks is the devastation quad. I like the idea of the hold proc in there. I'd slot the purple set in the rain rather than the nuke, you'll be firing that power more often.
The following build drops aim for ID (gives teammates almost +30% smashing and energy resists, and some mez protection) and caps energy defense. S/L is .1% shy, you could get that and a bit more by dropping the aegis in ID for a 4th reactive armor. I got rid of the purple set. I lost significant recharge from your build, but hasten is just perma with a t4 spiritual alpha.

I messed with the 2nd build a little, which is much better than the 1st imho. A little less global recharge, but better recharge in the auras and still enough for perma-hasten with a t4 spiritual. I dropped the expensive purple sets, but added a couple of expensive hami-o's. I swapped the cone for power push, to limit the aggro I draw, for extra mitigation, and occasional pbu hilarity. I added combat jumping because I like the extra combat mobility, especially with SS. The stealth pool seemed like it was just muling LOTGs, since you'll have full stealth with SS and sprint. I moved the proc so only one toggle needs to be running for full stealth, and picked up tp ally. Most of my deaths on an empath come as a result of a brave, but poorly thought out 'suicide rez'. TP ally lets me tp the corpse, er teammate, out of the fray. Mostly just personal preference stuff, with the benefit of reduced build cost. You could pick up a bit of ranged defense at the cost of global recharge by 6 slotting t-strikes in your ST blasts, I like it the way it is

Just a quick thought- since you plan on upgrading to enzymes, DDR is likely a goal. Grant Cover is a source for DDR, but i'm not sure what i'd drop out of your build to take it. Maybe Vengeance, since you're already soft-capped?

I'd want more def debuff resistance. This is usually achieved with hami-o's in a double stacked active defense.
As to your goals, I couldn't do it without losing slots from either taunt or aidself, but consider 6-slotting true grit with Numi's for extra ranged def. -
Thanks Madadh. I like the change to Aegis. I'm still mulling the t-strikes over. I'm not concerned with how it exemps, and it's probably going in my 3rd build. I'm planning to use the spiritual alpha, which explains the lack of recharge slotting in FS, etc. I mostly use it to team, and lean on the kin more heavily than the ice. The slowdown is also nice mitigation when something ugly is after me. I can easily swap builds for low level content.
