If I have 10% Melee defence and 10% smashing defence do I get 20% chance to evade a melee smash attack? Is that how it works?

I got SS/Fire no problems soloing anything except Arachnos on x3
jump in do 1 aoe + burn and around 2/3 of the guys are dead -

If I recall, one of the April's fools jokes was the removal of Sound FX from City of to be replaced with Visual Sound FX, as in, the Batman esque "Bam, pow, etc" and there was a screenshot of Energy Blast going 'Freem!'
I'm a little nebulous on the details but I think it became some sort of meme on the boards that has currently fallen out of use, or just not present in the places I frequent. -

Quite a long time ago, I started a new character and found a sewer team, which happened to be an RP team. We were all having fun, and it was all good stuff. But this one guy on the team (who was very much new to the game, BTW) was RPing a transferred cop from the NYPD. He was supposed to be a new detective for the PPD. He stated several times that he had "never seen anyone with super powers before." This is just as ludicrous as any time a citizen states that "they've never met a hero before." Yeah right, lady. But his whole concept revolved around his character's strong opinion that heroes shouldn't be "wandering the streets like a criminal, using violence against people at their whim, without any sort of license." Which as we all know, is not true. Heroes (at least in Paragon!) are very much licensed, and even paid for what they do.
Anyway. The team didn't berate the newbie... but we did subtly try to convince him that his character was both a bigot to superpowered people (which to be fair, he did rather seem like it), and somewhat blind to the world. I mean, in a city like New York, there has to be SOME powered individuals, and there's nothing that says someone that can fly wouldn't decide just to be a lawyer or grocery store owner or head chef at a fancy French restaurant. How could he NOT see a bright blue mutant walking down the street, or some alien hero beating off thugs in any given alley?
Have any of you ever found people like this, and if so, how did you manage to RP with someone who was not only convinced there were NO powered people ANYWHERE but Paragon, but also refused to act otherwise? Personally, it aggravated me, but I had fun basically making the guy re-conceive his character traits from a street-smart detective unused to heroes and biased against them, to a racist, somewhat stupid cop who hated even the concept of a superhero. -
Oh i didn't know tankers having higher defence modifiers and get higher heals.

I tried resending it a couple of times and still didn't work(though I could claim it on the character I sent it from originally). I logged off and played another char for a while and tried it again a few hours later and it suddenly worked. ???

wut? hp caps? If you're down to the point where your extra hp is actually going to come in handy, you're pretty much on your way down anyway(eg. you failed).
Unless there's like 10% of extra damage mitigation I'm missing somewhere tankers are basuically brutes with a weaker soloing game.
Extra hp is just a noob buffer so your new lv 50 tanks can survive sometimes where your new lv50 brute wont. When both are at the top end it dont matter.
the only exception I think is pvp because of the psychologoical advtange that comes with a tanker (eg you're harder to take down.) -
I'm sending enchancements to myself and for some reason I can't claim it. No matter how many time I spam claim, I can't get it from the email. This happen to aynone else?

Kinetic Melee is just perfect for this concept and the -damage is quite potent-- particularly on Burst. -

I know its the best farming set, but aside from fire farms, how does fire armor perform in end game compared to other sets? It seems to have a huge psi hole just like Inv, and I get ***** by Arachnos all day on it

Let's compare 10% crit to Fury.
Scrappers have 1.125 melee scale and Brutes have 0.75. Fury adds 2% damage per point, 10% Crit adds a flat 10% to damage. Assume both have 95% Damage slotted in their powers. How much Fury does a Brute need to equal Scrapper damage?
1.1 * 1.125 * (1 + 0.95) = 0.75 * (1 + 0.95 + 0.02 * Fury)
(1.1 * 1.125 * 1.95) / 0.75 = 1.95 + 0.02 * Fury
0.02 * Fury = ((1.1 * 1.125 * 1.95) / 0.75) - 1.95
Fury = 50 * (((1.1 * 1.125 * 1.95) / 0.75) - 1.95)
Fury = 63.375%
So, a Brute needs 63% Fury to equal a Scrapper's damage output if they are using otherwise a completely identical build. In teams Scrappers often do better damage because they benefit a lot more from damage buffs and they don't need a steamrolling team to keep Fury up. -
