    Teaming is still fun at times, and often necessary for debuffs.

    I know, such a simple thing.. But it makes me happy since I must monitor so I don't attack while I have a negative 10,000 dmg bonus.

    I have discovered Procs do not suffer from Rage Crash, and can be used to do some damage during the downtime. It's nice to finish someone would got to a life sliver just as you crashed.

    I wound up ET, and while it was animating, Citadel pulled out ET and killed me. Apparently he has the old animation. Damn. Made me remember why I never finished his build.

    Also Paragon Protectors and Valkerie have old versions of Moment of Glory. Cheeses me off everytime they use it--Not gonna hit for 3 minutes.

  7. Most of the Target AoE set loack good recharge. Javelin Volley and Ragnarok break the mold, but CrAZy expensive.

    You'd think that after 5 years in the game, I'd know this stuff. I admit it, I don't. IO's are SRSBZNS, and I've never really gotten a really firm grip on them. I get the gist of how they work, set bonuses and the like. I have a few 50s under my belt, had a tank done completely in IOs, and was unimpressed by his performance. (For some mysterious reason, I found that a lvl 35 SS/WP tank using singles outperformed the IO'd lvl 50 SS/INV tank. Still can't figure it out.)

    So, I'm giving the IOs another shot. I have a toon selected, and my goal is to take him back through Oroborous and get all his badges for defeats, taskforces and the like. But one thing confuses me.

    Let's say I slot him with level 40 (or even 35) IOs.

    What happens to those IOs when I flash back to a level 15 or 24 mission?

    I'm completely confused regarding this.

    Could one of you folks that knows this stuff like the back of your hand throw me a bone? I'd really appreciate it.

    Not a stupid question at all. Just complicated answers

    Generic IO's become stronger than SO's at around lvl 40. (SO's Max at 38.3% if slotted +3 to your level, lvl 40 IO's are 38.6%) IO sets are greater than the some of their parts. Multi-enhancing set IO's grant a greater bonus than usual. They divide their bonus (i.e an Acc/Dam splits by 2, an Acc/Dam/End by 3), each division increases the split values by x25%:
    A Lvl 40 Acc/Dam gives 24.1/24.1, instead of an even split of 19.3/19.3 (1.25 times the base)
    A lvl 40 Acc/Dam/End gives 19.3/19.3/19.3 instead of 12.8/12.8/12.8 base (1.5 the base)

    Much like any enhancements, the amount of enhancement you receive will scale down when you exemp. I think the amount drop to what an IO of that lvl would grant(38.6 at 40 will be 19.2 at 15) Even SO's start losing then shine below 25-30 and drop to DO levels.
    Set bonuses disappear if you drop to a lvl that you couldn't slot the IO's (lvl 50 IO set bonuses will disappear if you exemp below lvl 47).

    As for WP/ vs Inv/, Willpower is a very potent powerset, and tends to perform better than Inv is many ways (like actually having Psi resist and defense!)

    I noticed this and /bugged immediately. I use Detonation for my blasty types for the Range, the AoE set bonus and that's it. I've already dumped the set on more than one toon, figuring it'd be wekks before they fixed it (if ever).
  11. Not at all. It's either "Unknown" or "Down".

    Also Maintenance is usually in the mornings. They must have run into something particularly problematic to do midday maintenance.

    I have not recently, but I did long ago with the CoV ferry system. It's definitely a bug.

    Still says Up. As far as I know, when they are 'up' but locked out to all but Devs, then it's Unknown. Even then, I can't even get past the login server.

    Looks like they've screwed the pooch with this new patch

    I find the Bow reappears very quickly. My Arch/MM mostly attacks with the Bow.
    He doesn't have Psychic Scream(a great power but, yes, redraw), and Subdue rarely used.
    I 6-slotted World of Confusion with the Coercive Persuasion, and works fairly well for Melee mitigation(3 secs of Confuse is still 3 seconds they aren't attacking you). Drain Psyche and Psychic Shockwave I use mostly for what mobs stay in melee.
    I combine Concentration & Aim (In that order to mitigate the redraw) for a nasty, nasty Rain of Arrows.

    Shout actually hurts the -res stacking and therefore your DPS, because of the high animation time.

    Not in my experience. Shout has the longest duration of -res. I've also tried an attack chain without it, and it takes much long to defeat things. In a team I just toggle between targets and hit them with each with something (even Shout and Screech). Enemies drop fast.
  20. The enhancement value will scale down to what the IO's would grant at that lvl (i.e. a level 50 IO would grant that of an lvl 15 IO when exemp'd to 15th) It doesn't matter what level that enhancement is to begin with.
    What does matter when exemping is what set bonuses you can use at that lvl. A full set of lvl 50's will only grants set bonuses as low as lvl 47 (the lowest level one could slot a lvl 50). A set of lvl 30's grants as low as level 27.

    A mix is complicated. Let's say you have a full set of Crushing Impact. 2 of them are lvl 30, 2 are 40 and 2 50:

    At level 47 up you gain all 5 set bonuses.

    At level 37 and up only 3 of them would 'count' toward the set b onuses, and you'd lose the 2.5% Psi resist and +5% recharge.

    At level 27 and up only 1 would 'count' and you would only get the 2.2% immobilize reduction.

    I personally try to slot lvl 37 IO's so I kept set bonuses at lvl 34+ (good for the higher level arcs and I hit the ED cap fairly well)

  23. I figured out a neat rick for Elec Melee. Charged Brawl, Havoc Punch and Jacob's Ladder have a sleep component. They take Sleep set IO's. Doesn't sound like a big deal, but you can slot Call of the Sandman Heal Procs. My Elec/Elec Brute has it slotted in CB HP and JL. Doesn't seem like much, but it does help me heal up in combat.
