Shout... skip or take?!
I use it with my Sonic Brute. It's a good way to one shot an annoying minion or One-Two a lieutenant.
Too many alts to list.

Tell me where you got one of those. Now.
While it's not great for DPS, I would never make a Sonic Blast character without it.
In those situations where single-target DPS is really all that matters, you may want to ignore it, but otherwise? That's a very big hit in your arsenal.

I'd recommend starting by taking shout. If you ever get to the point where you don't use it... then drop it. Usually it takes a bit of global recharge to make Scream, Shriek and Howl viable as a trio.
Good sonics don't use Shout
good sonics don't listen to your advice

I always take Shout, it's High damage. I slot it with 2 range (one IO and one dam/range HO) and 4 parts Devastation.
Sonics does best when one uses every last -res attack. The -res from different attacks will stack.
The plastic tips at the end of shoelaces are called aglets. Their true purpose is sinister.

It has lower DPA than Shriek

Shout actually hurts the -res stacking and therefore your DPS, because of the high animation time.

Don't you mostly solo Monsters and AVs though? Shout is the tier 3 blast and most people on teams and pvp just care about DPA, DPS is longtime battles, and most decent teams don't spend that long on a mob.
Just sayin'

At least in PvE. PvP hasn't mattered since i13 so I won't comment on that

PvP matters to me...
Many Sonic blast toons have periods of time when they don't have Shriek, Scream nor Howl recharged. These times are great for Shout. For single target attack chains one only needs to look for holes between Shriek and Scream.
Some irrational players might think that if you have holes between these you are "bad". Everyone has to start somewhere. As a lowbie you are very likely to have such holes. These holes are well filled by Shout. If later in life you are using Shout less or not using it at all then drop it.
You should definitely get Shout® to wipe out your toughest stains fast, no matter what you've spilled, or where.

DPA doesn't take into account the extra -20% res from another sonic attack (in this case Shout)

Not in my experience. Shout has the longest duration of -res. I've also tried an attack chain without it, and it takes much long to defeat things. In a team I just toggle between targets and hit them with each with something (even Shout and Screech). Enemies drop fast.

As much as I hate to back Silver he has extensive experience with sonic, and I've also heard the same from other experienced sonics...granted these are people with high end builds so if you don't have the high dollar build then shout can't hurt you. If anything you could take something with more utility if DPS isn't something your striving for. If you want straight DPS then build for +Rech and leave shout out of the equation.
YMMV
Think I'm going to go the route of smurphy's advice and take it, but respec out of it later on. I'm planning for 80-90% recharge in this sonic/dark build, so it will likely get in the way later on.
Thanks for the different ideas, guys; seems there's varying schools of thought

Hi Mel, what an unpleasant surprise.
Yeah, and the rest of us don't, of course.

And me too.
Silver has just been pissed about the pvp changes for a long time now. You just have to ignore his whines and let him go cry to himself in a corner. Eventually, maybe he'll get over it...maybe, but in the end, even if he doesn't...who cares anyways?
Well if someone isn't pissy today *rolleyes*

Thats just a little meldash on your shoe
Been going back and forth on whether to take this on my new corruptor... really nice damage, and it makes me drool over the damage possible after applying -75%ish res ...but eegad, such a long activation time.
Ya'll use this attack in your chain?
