(Likely) Stupid Question Re IOs and Flashbacks

Could one of you folks that knows this stuff like the back of your hand throw me a bone? I'd really appreciate it.

Not a stupid question at all. Just complicated answers
Generic IO's become stronger than SO's at around lvl 40. (SO's Max at 38.3% if slotted +3 to your level, lvl 40 IO's are 38.6%) IO sets are greater than the some of their parts. Multi-enhancing set IO's grant a greater bonus than usual. They divide their bonus (i.e an Acc/Dam splits by 2, an Acc/Dam/End by 3), each division increases the split values by x25%:
A Lvl 40 Acc/Dam gives 24.1/24.1, instead of an even split of 19.3/19.3 (1.25 times the base)
A lvl 40 Acc/Dam/End gives 19.3/19.3/19.3 instead of 12.8/12.8/12.8 base (1.5 the base)
Much like any enhancements, the amount of enhancement you receive will scale down when you exemp. I think the amount drop to what an IO of that lvl would grant(38.6 at 40 will be 19.2 at 15) Even SO's start losing then shine below 25-30 and drop to DO levels.
Set bonuses disappear if you drop to a lvl that you couldn't slot the IO's (lvl 50 IO set bonuses will disappear if you exemp below lvl 47).
As for WP/ vs Inv/, Willpower is a very potent powerset, and tends to perform better than Inv is many ways (like actually having Psi resist and defense!)
