If the 1 hp/end thing stays in and expands to all the PvP zones, I will take a character and sit him in the hospitals, while I get the 5 hour badges, and just heal and buff everyone to get them into the battle quicker.

...that's just unreasonable - because you're new to the game, you now don't get any of the special rewards, because you levelled past something during the shortest portion of the game.

And.. he doesn't. I don't keep up with comics (yeah, yeah, shush) - but I don't recall any of my comic geek friends mentioning The Empire Of Superman.
Batman is similar.
And, last I knew, only a bare few of my heroic contacts had anything to do with the government, on most of my characters. I think.. one former FBI agent, one former NSA agent, one former counter-terrorist..
*shrugs* The game -can't- go into detail with every mob's assorted crimes. It's a failing of the technology. It'd be amusing if we had a UI readout of exactly what every bad guy did, but the first and foremost thing is "Assaulting an officer". The game -has- to take care of details that are irrelevant behind the scenes, because otherwise, we'd be taken away from the game for too often. "I have to go to City Hall to pick up -another- warrant?"
Oh, and throwing away the comic as counterevidence, by saying that the stuff that happens in there can't happen in the game.. that's just.. no. Think for a moment. Look at previous paragraph.
I also think a major fallacy in this entire thing is looking at the Rogue Isles as free. "The strong ruling" is not freedom, it's a different form of tyranny. He With The Biggest Gun Is King.

In my experience, the countdown timer -does not- start until you actually enter the zone.
The bug here is that the countdown timer is not starting at 20:00 - it started at 20:00 once, then it's been 15:00 on the two others I've done so far.
What I've noticed is that the zone you get corresponds to the level range you're at. 5-10 is Atlas Park. 11-15 is King's Row. Don't know beyond that. -

After failing a Mayhem Mission miserably, I can confirm that they will hand you a contact, on success or failure.
SWAT shouldn't be loitering around -in- the cell area. We need time to set up and gather before getting screwed in the butt by SWAT. And, please, for the love of all that's holy, dial back the door explosion damage. Severely. I swear, it one-shotted my Drones. -

bah. I like my plan better. Yes, lots of pink. But pink is, unfortunately, the color of psi in the Cities.
1. Mind Over Body - Your mind braces your body against physical attacks, along with steeling you against psionic assaults. Moderate resistance to Smashing and Lethal damage, small resistance to Psychic damage. (Toggle. Animation: Weapon sheathed, one hand touches forehead as very small glow pops up - pink/grey.)
2. Psychic Insulation - Your mastery of the twin arts of pyrokinesis and cryokinesis allows you to create a field that dulls cold and fire attacks, along with increasing your resistance to mental attacks. Moderate +res fire/cold, small +res psychic. (Toggle. Animation: Fire Shield, except with Red/pink/blue psychic flames.)
3. Focused Metabolism - You strongly enhance the metabolism of your body, healing yourself - your metabolism remains enhanced for a time afterward, leaving you with resistance to slow effects and toxic damage. 25% self-heal, moderate +res (Toxic, Slow). (Click. Animation: Reconstruction with a pink glow.)
4. Telekinetic Explosion - You force your opponents away from you, with a single kinetic explosion. This power does minor damage, but knocks all enemies off their feet and away from you. Even if the enemy is not knocked down, the force of the explosion will push them away. Strong knockdown, strong repel, very minor damage. (Click. Animation: Nova, with a pink explosion that goes about 5 feet.)
5. Psychic Absorption - You create a psychic aura around yourself that can absorb Energies of all forms - this grants you some protection against Energy attacks, along with strengthening your mind against Psionic attacks. Moderate +res Energy and Negative Energy, small +res Psionic. (Toggle. Solid pink oval around body.)
6. Implacable Will - You focus your mind to resist Fears, Confusion, controlling effects, and Psionic damage. Moderate +res (Psychic, Confuse, Hold, Disorient, Sleep, Fear). (Click. Animation - hands at sides, similar to Death Shroud, while a soft pink circle closes in on the head.)
7. Unfocus - You can work to make your enemies unfocused, reducing their damage potential, while increasing your accuracy. +acc for all enemies in range, -dam to all enemies in range. (Toggle. Animation: Circles similar to Mass Hypnosis rotate around head of source every tick it refreshes.)
8. Drain Psyche - See Dominator Psychic Assault.
9. Psychic Juggernaut - You shun your flesh, becoming a being of pure psychic energy. This form grants you a significant boost to your damage resistances and controlling effects, along with your psychic damage. This comes with a price - the condition of your body rapidly deteriorates while transformed into pure energy, and you are unable to be healed while this power is in effect, though you may choose to end the effect at any time. Very long recharge. Self DoT (Special - from full HP, should kill the wearer within 3 minutes, is completely unresistable), Cannot Be Healed, Resistance (KB, Hold, Sleep, Fear, Confuse, Disorient, Immobilize, All Damage), Defense (All), +dam (Psionic). (Toggle. Animation: Similar to Quantum Flight, except, of course, pink. And without flying.) -
It uses less endurance because it ticks less often - not because it's like repel.

It's not glaringly apparent, until you see a mob pushed back for one second. Running up to you. Then pushed back for one second.
the reduced end cost is nice, though. -
Sadly, old buddy, that's.. something I'm agreeing with you wholeheartedly on. Stamina pretty much breaks every rule known to man with not only the "native > pool" rule, but the "Not everyone should have this" rule.
Perma-Hasten got the axe, thank God - hopefully something'll be done about Stamina. -
I ask that you point me to a post where a dev has stated that the level differential does not apply in the arena.
Until then, I'm going to believe that the arena is under the same percentages for level differential as the PvE game - just that everyone is granted +25% defense. No matter what, even 5 on 1, you will be destroyed by a +8 opponent - especially one piloted by a human. -
The fact that you were -8 to him means that you were past the purple patch effectiveness threshold. You'd lost the match before it even started. =/

That spines/regen would have destroyed your level 40 self anyway. 8 levels does that, as the Arena does not auto-exemp unless someone's out of a weight class - and it does not auto-sidekick at all.
