I'd go for either Illu/Cold/Ice (as I did with mine), Illu/Cold/Mace or Illu/Cold/Stone. Being S/L soft capped on top of having pets and amazing debuffs is just great, you really have to experience it to know what I mean.
You don't need the endurance tools from any of the ancillaries (Heat Loss takes care of that) or mez protection (Defense and pets take care of most of that and you can get perma mez protection from incarnate powers). What you want are Defense, a good single target attack, more debuff or a useful AoE.
That's just my view on the subject, I know many people like Fire Mastery, and I'm not saying that doing it differently is doing it wrong. -
The best duos I've played have been corruptor/defender/controller + scrapper/brute/tanker.
Just be sure to pick up attacking sets with at least decent AoE and for the buffer/debuffer a set that has strong res/def buffs or damage/tohit debuffs. -
Survivability will be better as a Brute, damage better as a Scrapper. Built right, the survivability difference (when solo) between the two will be minimal, though.

I disagree. My Illu/Cold build has the ally shields slotted in the exact same way while things like Maneuvers and Weave have maxed out Def slotting. The slotting choices are all part of the plan for the character which I think here is to be able to do pretty much anything solo while being helpful to a team/league when needed. At least that's what my Illu/Cold is all about. So yeah, things that help me get priority over stuff that helps teammates. Selfish? Maybe, but people still want my Illu/Cold in teams for some reason.

There are a few things about the build I'd change.
First of all, I'd shift the focus from Res to Def. Controllers have such low HP and damage recovery (Illu/Cold ones anyway), that they want to avoid being hit rather than being consistently hit for low damage. With PA out there won't be many attacks directed at you, so it's better to make those few attacks miss, IMO.
Then to your power picks and slotting:- Infrigidate: I wouldn't bother slotting it much. On my Illu/Cold I have a single Lyso HO in there because I pretty much never use it. I get all the slow I need out of Sleet, Ice Storm and Heat Loss.
- I'd also change your ancillary to Ice Mastery because you didn't pick Indomitable Will, which I think is the only reason to pick Psy Mastery in the first place. Ice Blast and Ice Storm boost your damage considerably and Ice Armor helps you get to the S/L soft cap.
- Sleet doesn't really need accuracy slotting. Sure, it's nice to have the procs fire on the initial tick, but you'll have their Defense Debuffed so that it'll hit on the second round. Having Sleet's effect perma (Rech < 30s if it isn't bugged anymore) makes accuracy slotting only profitable for the very first cast.
- Combat Jumping: I'd swap this for Maneuvers. More Defense for you and your team. Endurance should never be a problem with perma HL.
- Benumb: It really wants accuracy. It's also a good idea to make it recharge in ~27 seconds to have the effect perma. This is pretty much your most powerful tool against hard targets (heavy -DMG and -regen, with -special) so you want it up all the time meaning it has to be perma and it has to hit.
I don't know how you're planning to play your Illu/Cold, but I have never felt the need for Aid Self. Then again, I went for S/L/Ranged soft cap along with perma PA, so the few hits that get directed at me (something along the lines of 0-3 every 60 seconds) usually miss so that my low regen is able to take care of that. If my regen can't handle it, there are always Respites which I need very rarely so I don't feel like devoting two power choices for that. -
I pick IOs on a per character basis. Most of them get a medium-to-high budget build (mostly rare IOs, some uncommons but no purples), and only a few very recharge reliant builds get the Ultimate bonuses.

As others said, ramp up the challenge.
Have you done these with your Illu/Cold?- Solo a level 54 AV
- Solo multiple AVs at once
- Solo multiple GMs at once
- Solo a MoXTF
- Solo a TF at +4/x8
There are many things you can do for challenge, that's just a short version. For the record, I've done all of those on my Illu/Cold except for a solo MoTF due to lack of playing time (curse you, military!). -

I think it's just best to see it as a question of priorities. If you plan on soloing at x8 with less focus on AV soloing, I'd go for the 35-40% Def I mentioned with focus on damage output (+Rech) and damage recovery (+Regen, heals). Multiple weaker enemies can be significantly more damaging than a single AV, and they let your Invincibility provide more Defense, so you can shift focus towards damage recovery and damage instead. -
I'd get Hasten in there instead of Assault so that you'd have perma DP. That combined with perma Rebirth will have you HP capped at all times with good regen. On top of that, you'd have Aid Self for spot healing when needed. Hasten would also help with damage dealing (more than Assault anyway). Endurance wise I don't think much would change, one less toggle to worry about and Conserve Power available more often.
I'm still not sure about tactics. If you're not planning to slot it further, you'd get pretty much the same benefit out of a Kismet +ToHit (6% ToHit vs 7%) at no additional endurance cost. Of course, it's something that won't benefit your team, but I don't believe anyone expecting much in the name of buffs when they invite a Scrapper. -

Check my sig for a guide to Kat/Inv Scrappers. The build would be pretty much the same for a BS/Inv due to BS being a mirror of Katana.

While leveling up, I'd say either a Scrapper or a Brute. Pretty much any primary/secondary combination will work, although I'd probably go with a primary that has AoE potential combined with either WP or Invuln.

Here's something close to what I'd go for if I had a Fire/Inv. The build has the same incarnate powers as you do, although I'd go for Reactive Interface instead for even more damage.

I'm quite sure only crowd control effect durations are affected by level difference while their mag is not, with debuffs it should be the other way around.

Nope, you have a Dual Pistols Corruptor.
Except that it isn't a Scrapper, it is a Corruptor, so those that have been wanting to play a pistol scrapper still can't play one.
It's a Corruptor, not a Scrapper.
The flaws are still there. -
Debuff duration doesn't change with enemy level AFAIK, only the potency. Can't say I remember how long the debuff is, been a while since I last played, sorry.

I have 100% slow resistance on my ice tank, sounds plausible for stalkers to get that too.

Here's what I'd go for if I had an SS/Regen Brute. It is expensive, but because I already had this build ready I thought I'd post it to give you ideas.
It has capped HP (with Dull Pain active), perma DP as well as nearly double stacking Rage, decent Def/Res stats as well as Darkest Night and KD from Foot Stomp to help you stay alive passively.
Personally, if I were on a limited budget I'd set my IO priorities as follows:
1) Perma DP (95% in DP through enhancements, Hasten and 55% global through set bonuses and/or incarnate buffs). Perma Rage with some overlapping comes as a by-product.
2) Decent S/L Defense, that being 20%+. Quite easy with CJ/Weave/Maneuvers and the Steadfast unique.
