FotG, Chance for -Res? Duration?
Debuff duration doesn't change with enemy level AFAIK, only the potency. Can't say I remember how long the debuff is, been a while since I last played, sorry.

Most enemy status procs seem to last 8 seconds; Grav Anchor chance for hold, Devastation chance for hold, Lockdown +2 mag, Contagious Confusion and so forth so I'd assume the same for duration. That would be modified by the relative enemy level thanks to the Purple Patch.

I'm quite sure only crowd control effect durations are affected by level difference while their mag is not, with debuffs it should be the other way around.

The "Furry of the Gladiator" proc is a 20% chance for 20% resistance for 10.25 seconds. Because of the mechanic used to prevent it from stacking, it's unaffected by level difference: it's a 20% resistance debuff for 10.25 seconds no matter what.

20% chance for 10.25 seconds. AFAIK it doesnt vary because it grants the target a temporary power that works the same way regardless of level.
How long does this proc last for when applied? And is the duration shorter against higher level opponents?
