As a rule of thumb, villains get sensible, well-written stories that play out within a single zone that matches their level range.
If you buy the Side Switching system you'll start getting Tip missions from enemies which are fun little one offs that let you be as heroic or evil as you want. Its well worth the price.

At best, they should update Skyway with the damage done in the Admiral Sutter TF and turn it into a Hazard Zone with a new zone arc.
Otherwise, its just taking space, just like half of the CoH zones. -
Well, here's some starter tips for when you download the game:
1.) Start with a Scrapper or Brute, they're the easiest to play and will help you get into the swing of things.
2.) Use Help Chat if you're lost or don't know what you're doing.
3.) Do the Tutorial Missions from either Doctor Graves or Twinshot once you hit level 5.
4.) Do not do the Death From Below trial until after you've gone through the low level contacts at least once. People will farm that trial to quickly get to the higher levels but on your first character, you'll want to experience everything.
5.) Avoid the Hollows. If the game wants you to talk to David Wincott, don't.
6.) Do the various low level contacts, if you're a hero, try to avoid the older content as alot of it didn't age well.
7.) If you're a Hero, at level 10 do the Positron TF in Steel Canyon.
8.) If you see anyone who's name is in Yellow, they're self designated as Helpers so they should help you out if you have any questions. -
So its basically Dredd besieging a tower? Sounds like an old school video game plot.

5th Column: Reinforcements from Axis America!
Malta: Snipers, Trappers, Beam Riflers, Robotics MMs.
Freaks: More sonic freaks, the aforementioned pyro-freak.
Circle of Thorns: Demon summoners, Necromancers, Time Mages.
Crey: Beam Riflers, Titan Weapon carrying Power Tanks, Psionic Paragon Protectors.
That's just to start. -
Last (and only) time I did Dr. Q, 2 team members, both of our buffers, bailed about 8 missions in. It took just over 8 hours to finish. That's with stealthing where ever possible.

From what I understand, it was going to be the CoH equivalent to crafting, only more cumbersome and with fewer benefits than the invention system.

apparently there's alot of issues with geometry not lining up quite right when creating a completely new tileset, plus spawn points, glowie points, and so forth all have to be created from scratch as well.
Meanwhile, if you do it right, nobody will even realize that the map their on is a retexture, especially if its only going to be a one off map. -

Dunno if this has been mentioned yet, but the botton half of the Bordello doesn't match the top half. I've got the exact same colors set for both but the bottom half comes out much darker every time

If you're running blueside, then the leveling path you'd probably want to take doesn't really care about origins.
Do the new Atlas Park contacts->Death from Below Trial till level 10 (should only take 1 run if you aren't already there)->New Positron TF Part 1->Faultline->the 2 new Steel Canyon arcs (start with Laura Lockhart then do Graham Easton) plus the Midnight Club arc->Positron Part 2->At level 20 do the new Talos Island arcs (start with Field Agent Keith Nance)->Penelope Yin TF->First Ward-> Admiral Stutter TF->Night Ward->Rikti War Zone
This will hit all of the newer content with all of the interesting story mechanics and gameplay events aside from the Praetorian stuff, which you should also play through at least once.
At this point content starts to petter out till the Incarnate stuff, so one thing you can do is tip missions and switch sides over to redside for the superior 40-50 content then switch back to blue once you hit 50. This will also have the side benefit of opening all of the Patron Power Pools for your use.
Be sure to also do the Signature Story Arc for each level range as well.
