I know there is probably a slight difference between stalkers and scraps, but i can try to explain it. Basically DR(Diminishing Returns) is a global debuff in pvp, a general rule of thumb is everything is at about 40% of normal power, as you will notice your regen is very low compared to normal. Then there is HD(PvP Heal Decay). Basically if you use a heal, you will need to wait 8 seconds b4 using the next otherwise you will get discounted on how well it heals.
Methods of coping? Close to none. Best way i have found is to slot for recharge and regen set bonuses. Doctored Wounds are a good set to use to help in this category. IMO pvp 2.0 changes hit regen harder than any other set, not whining or saying they gimped /regen i know it is still a good set. Just stating how i badly i believe it was nerfed.
Edit: Also, WB and feel free to ask any other questions and I will be more than happy to answer,or attempt to answer them, and I'm sure others even more knowledgable than me about /Regen will come along. -
If your a scrapp-a-holic i would say, IMHO, wait till i16 and go for an elec/elec tank! not necessarily elec armor but electric melee is great AoE and you will feel very scrapperish.

How you build will depend on wether your building for pvp or pve. If your are building for pvp, you can do the same that I did with my BSword/Regen and build for 1. Recharge and 2. Regen 3. Max HP then any other bonuses that look interesting.
If you are building for pve, I would suggest building for damage boosts, recharge, +HP, and a mix between some resistance and defense bonuses.

I'd be happy if they allowed us to do the animation that shield users have, its really not that bad of an animation and its something new to add to the list of animations and it already exists in game.

I think Shield defense is cool because it does stuff that other sets don't have, even if it's only 1 thing. You can have your melee guys huddle up with you and everyone there will get a buff (something not in other armor sets). It also has a powerful teleport attack too.

I would love playing a bubble Tank. The only thing this set would need is some passives. It would be damn near impossible and unbearable to play at the state it is now without a kin with you at all times. As if we need another tank set always saying "SB plze!"
It would be a good set, but as I said it would need some passives. I would even switch PFF and make it T8 and use [Force of Nature] for the T9. PFF would need to have a major threat lvl reduction though or someway to keep people from hitting taunt and turning on PFF for it to be balanced in a tank set.
Otherwise, looks to be a fun set to play! -
I agree with this 100% but i would even say that Integration should recieve some regen resitance and recharge resistance, and remove the resitance from resilience as not a lot of people take it. Maybe also add some recov resistance to MoG while its active.
Here's to hoping that /Regen's debuff problems get looked into -

If there is ever a Dark Manipulation set made, if Dark Blast gets proliferated that is, I would love to see a power like Chill of the Night included! I always hated that the devs kept this power exclusive to NPCs and Dark Servant. Obviously the -to hit would need to be brought down a little but it would be a very useful power IMO

This confused me for some reason, did you mean this is kinda like a softcap and that there is no need for a higher base than this?
I ask, cuz I IOd my scrapper for high regen and high recharge and mids says i have 753% regen outside of IH and I'm trying to make sure I didnt do something wrong.

That makes me wonder, regarding the new update. I used Kraniks guide to add things such as electrick melee/armor to scrappers and tanks. Will I need to delete those b4 the update so i dont have 2 electric melees to select from?

I would suggest and immediate respec and throw it in Health from the fitness pool or in True Grit. That will keep the effects of the proc permanent.
Note: do the same with the miracle proc and the regenerative tissue proc if you decide to get it -
I love this idea, although some powers would have to go. I was thinking mainly of reconstruction as this could become a little over powered in PvP. I'm all for my regen scrap having 2 reconstructions but i think it could make others a lil angry.

Not sure I totally understand your post, but I will attempt to elighten you on what I think you are talking about.
I assume you are talking about the recent patches that nerfed the AE, and that the nerfs have caused your sg members to not log in as frequently. These "nerfs" were needed as the AE was being blatently exploited, through Hami farms and other methods.
You also mention the "nerfing" of "Skills". I'm not sure what you mean by "Skills" but the only nerfs i can think of were to some Doms, namely psionic assault, wich were always going to happen and anyone who made a /psy dom knew they were coming at some point.
Also, yes we are 5 into this game, but new features are being added all the time. Nobody, not even the devs, will get it perfect the first try, that is why sometimes they have to fix things in order to make them balanced and not be OP.
Lastly, if the people in you sg are leaving for these Fixes that the devs have made to make the game more balanced and fun, then this game probably wasnt for them anyways.

It's because he has the 60 month veteran reward granting him "City Traveler" wich allows you to pick up a travel power at lvl 6 instead of lvl 14 and no need to get the prerequisite pwrs.

I have found an easy way around this bug, as it used to happen to me all the time on my old desktop. Simply continue the tutorial till you get coyote as your contact. Once you get the mission, enter it and they box will be gone!
Or, I guess you could do the /dialog_yes thingy, but wheres the fun in that -
Ok, I made a new elec/Nin stalker and I plan on PvPing with it. So the question is, how much defense above 45% would I need to achieve the softcap after DR kicks in?
I know there are no exact numbers on how exactly DR affects everything but if anyone could give me a round number of how much over 45% i would have to go, I would be very thankful. -
I'm a /regen scrapper here. Definately on board for no Heal Decay, but is it DR or Heal Decay that chops my regen in half? Either way as long as my heals arent gonna be affected I wont complain

I really think it could have a lot of potential obviously it will need some adjusting because its just a "prototype" if you will. I to love the concept and I really like the exotic debuff in Kinetic Strife. -

I really liked the idea of having some form of exotic debuff such as the -endurance discount. I can also agree Overload might be a lil high i was just going by what the current power did as i couldn't think of a good T9.
Also i can see why some people think that Energy Aura could be a Kinetic Armor set, but even though it has a power called "Kinetic Shield" the whole set has nothign to do with Kinetics and barely even physics for that matter.
My Idea for this set was for it to be a more "Science" oriented set for science origin chars. I know it is pretty much the same as Energy Aura, but this is what i would think a Kinetic Armor set would look like. Because Energy Aura really has nothign to do with "Kinetics."
But, either way it was just an idea I had and i thought i should run with it! Maybe there is hope for Plant Armor
