One of the reasons I joined the BBC in the first place is that, like many Base lovers, I was frustrated. However despite my frustration I was reminded of several things:
1) The Devs DO listen. They may not respond, they may not be ABLE to respond but they DO listen.
2) It was once said (no, I can't quote chapter and verse) that one of the frustrating things for the Devs regarding Bases is that "Players weren't using them as intended." My first question was "Well HOW did you intend for us to use them then?" Unfortunately other issues rose to the top and the whole matter went down the priority list. We're trying to bring it to the top or at least put it back on the radar.
3) Many features in the game remained broken or at least underperforming for YEARS but were eventually fixed or improved. A short list includes the train/ferry system, Defiance for Blasters, Vigilance for Defenders and the tweaking of numerous Powers. The supporters of each of these felt like the redheaded stepchildren for a long time until they were finally justified. The BBC thinks that if we can put the topic of Bases back on the table we'll get our day in the sun as well. We've been told that this will work.
4) You always miss all the shots you don't try for. Yes, it's cliche' but it still holds true. We in the Base Community can whine and cry about being ignored all we want and doing so will guarantee that nothing gets done. Or we can try a different tack to get noticed.
People close to the Devs have informed me that the best way to get their attention is to wrap the idea in a brick and put it through the window, figuratively speaking. We need to DO something that shows support for Bases that actually takes some coordination and effort. Making lists won't do it. Our current contest is the first step to test the waters on the Base Community's ability to come together. The second step (after we've tapped everyone on the shoulder to remind them we're here) is to actually DO something that will make the Devs see us. MAKE them see that there are enough of us that our viewpoints matter. Most importantly, let them know that there's money to be made from us since they are, first and foremost, a business.
I don't want another list. We have those. I don't want a stream of ragequits over Bases. We lose support that way, not gain it. I don't want people whining about how we're still being ignored. Whiners GET ignored BECAUSE they're whining.
I want a revolution. I want a sea of Base Community members to gather together in one place, at one time, and collectively raise their voices to the heavens. I want to raise a noise so great that the God/Devs themselves will look down and wonder what the ruckus is. I want us to suck it up, forget all the past sulking and whining and indignation and try one last time to get the respect we feel we deserve. If we get it then we can say "Yeah, we did it!" If not, we can quietly take our bats and gloves and go home. But at least we'll know that we've tried. Not sort of tried...but poured out our hearts and souls and left it all out on the field. I don't want Bases and SGs to sink forever due to apathy and neglect. If they're to die I want them to go out in a blaze of glory.

The Base Community needs to show the Devs that we're willing to work for Base improvements...not just make lists of wants and demands. The BBC is planning a series of events to raise Base awareness but we NEED people to put forth the effort...not just gripe. -

I felt the same way after i13. Since then, the crickets have been the only ones in the choir. I was done accepting their repeated promises to "look at" bases quite some time ago. Now, I require definitive proof, i.e. genuine action. No more posts on the boards, no more requests for lists, no more excuses about who is or is not responsible for getting things done. Show me. Give me ONE fix for a broken base item, ONE new decoration, ONE more functional object... ONE more feature of ANY kind that directly affects the way ANYone builds their base. That's all I'm asking. That's all I've been asking for some time.
Trust me, I've been on "cruise control" for some time now. I have honestly become comfortable... or perhaps numb... with the belief that they will NEVER again touch SG bases.
I'm also desperately hoping they eventually prove me wrong.

For a Mutant-based set, something like "Abominations," perhaps? I'm thinking lumbering, misshapen creatures. Perhaps the minions behave like the Ghouls in Praetoria and the final pet something with a similar body-style to Wretch? Your personal attacks could use some of the ranged Thorn Assault/Spines powers, etc.

I'm absolutely okay with getting just a few IOs like those endurance procs, but relying solely on set bonuses for survival is not my cup of tea. I'll see what happens when I respec following the advice given here and post a build afterwards.
Except for a few specific IOs (like the ones mentioned by others) I get to level 27 and then slot lvl 30 common IOs in almost everything. I hate having to change out SOs every few levels so I craft the common IOs, slot them and then begin collecting the stuff I want by level 50 on the Market.
Unless they drop for you a lot of the stuff you want might not even be available until lvl 50 anyway. That being said, another point regarding Brutes is with regards to Fury and slotting. I personally prefer to slot for Acc, End Redux and Recharge before slotting for damage. Dark Armor is such an End hog you might want to consider the same idea. 1-2 Acc, 1-2 End Redux and a Recharge (some Claws attacks are fast enough to skip the Recharge) might serve you better than the more traditional 1 Acc, 1 End Redux, 1 Recharge 3 Damage setup.

First time my Stone Brute with piles of Fury got in the Stone Fist/Stone Mallet/Heavy Mallet trio. I love the sound and animation FX of that set and when all three hit, in that order, it feels more like a seismic event than an attack chain.
First time I ever saw an AOE fired off with Power Boost. I think it was a Sonic Blaster doing Wail. Stunned like everything...even the bosses.
First time my Electric/Shield Brute skipped across two spawns with Lightning Bolt and then Shield Charge. The rest of the team followed up and finished them off but there was this pause when everyone was thinking "Wow...so THAT's why so many people like that combo!"
The one and only time I ever saw Trapdoor defeated in under a minute. Was on a team of folks running the arc and most of us had Traps. So on a lark we trapped the doorway with everything we had and then sniped Trapdoor. The blast almost froze my screen, knocked him into the magma and cooked him. Epic...
First time my Fire Blaster was in an ITF talking to the Oracle and we got jumped by the ambush. I was running pretty high on Defiance, hit a big red, popped Aim/BU and then Inferno. Spawn go away...team happy. -
I agree with some of what the OP said. Personally I HATE getting a cave door and winding up in a 3-story office building.
Some of the unique maps can ONLY be found in TFs or the AE. Why spend all that art time making some really cool maps only to limit their use. Yes, if you overuse them the wow factor goes away, but I don't see a problem with getting a little more play time out of them.
One thing I've seen in recent years is entering an instance from a new door. IMHO many of the old maps would look fresher if we started the mission at a different point on the map. This should be easier to program than drawing up whole instances.
A way to randomize enemy spawn points a little wouldn't hurt either. Having the mobs spawn at the same point on the same maps all the time is one of the things that makes old missions feel old. -
I can understand them not wanting people to farm some of the enemies. But seriously, with the AE I think that bird has flown.
Set the summoned targets to give half or a quarter of the XP that they would if they were encountered as a seperate mob. then the farmers won't bother and those of us who play it straight get something for the effort.
As for Carnies and others that summon a set number of enemies (with Phantasm or whatever) simply make them worth more base XP (if they havn't already) to reflect the tougher opponent. -

It runs contrary to making alts which for many are the reason they stay in the game.
Some ATs and power sets level easier than others. So you level up with an easy one then switch your 50 to a set that falters in the 30s? I'd rather have the sets fixed.
As Bill said you'd have piles of IOs that you might not be able to use. That's a tremendous waste of resources.
As much as the Devs have changed their mind on things over the years I'm pretty sure this one will stay no. -
I thought we had one of these but my search-fu is apparently weak so here goes:
We have Time manipulation coming soon and Two-Handed Weapons in the pipeline. I'm big on theme rather than actual game effect so thematically speaking what new Powersets would YOU like to see?
1) Water Manipulation. yeah yeah...too tough on the graphics blah blah. Stow that...I don't believe it. If the Devs wanted it badly enough they'd figure it out. Likely with lots of KB powers and perhaps a steam cloud sort of thing?
2) Probability/Luck Manipulation. I can see this as to-hit buffs for the team, to-hit debuffs on the enemy, Defense buffs for the team and some sort of bad luck direct attack.
3) Size Change/Shape Shift. Yeah...another one I keep hearing is too hard. But I'm not talking about going from 4 legs to 2 here. Make the biggest form based on the Shivans and the smallest on the smallest you can get out of the Costume Creator.
4) Thrown Weapons. Obviously a Blaster set, this Powerset enables the character to throw things like knives and manhole covers at an enemy.
Any other fave suggestions? -

I've seen this before but rarely now that some Tank builds do good DPS and don't have to be babysat by support toons. As others have said, other ATs stack better. Multiple Holds and other mezzes stack, and everyone likes more damage.
One thing I try to do is keep an eye on the squishies on the Team. If the Blaster starts taking damage I click on him and Taunt his target. That gives him some breathing room and is easier for me than trying to Taunt everyone. Especially when the battle starts ranging around the map. -

Reading the MM Forum will back me on much of this but: Ninjas die fast with any secondary but FF. Their Def is not good and the buffs don't help much. FF can make them much more survivable but I personally prefer the theme of Daemons and Thermal.
Personally I've never gotten Ninjas past lvl 22. Too painful to talk about... -

The Dev's took time out of their day on a saturday to bring in a couple dozen players and get our feedback. And when I say took some time, I mean a whole saturday. Fed us, gave us breaks and most of us were there for most of the day.
It wasn't just a couple either. People from marketing, design , production, and the community relations team were there, getting feedback on a lot of the stuff coming in CoH:Freedom. They took notes, they listened to what we said, they responded to feedback they spent a day picking our brains. Not just old hands either, they had a nice cross section of players, older, newer etc. A few times when one of us said we had concerns about an option or a proposed idea, they immediately started throwing other options or variations of the idea at us to see if something else would be better.
They took it very seriously, and I wasn't thrilled about the idea of F2P to start, but I left thinking that they had a great handle on it, and that these people are dedicated to this game, they love it, they are passionate about it and they very much want to keep their fans. Conversations I had with a number of them told me that, not because they said it, but because everything they said pointed to it.
Yes, there will be some people that will always be unhappy. But honestly I think if people keep an open mind to what's coming they will see this could be a great thing for the game and a lot of cool stuff could be coming our way.
This is how I think games should be designed and upgraded. Ask the players what they think. If something is out of reach for now...say so. Most of us are big kids...we can take it. If something we want is already in the pipeline...tell us so but don't elaborate. No sense spoiling Christmas after all. When the players ask for something that is just too hard to implement or desired by too small of a community...tell us that too. Like I said...we can take it.
Reading this makes me happy. I like the idea of buying Rewards ala cart. I've complained for a while now that some of the Rewards, especially early ones (like Anime costume pieces) were of no use to me. If I can buy what I want and skip the rest then yay.
Still hoping for some Base luv but everything that I've read makes me more positive than ever we'll get it. -

As someone who frequently lists himself as a 'helper' I strongly suggest that you start Moderating the Help channel then. As it stands it's about 90% random chatter and junk and about 10% people asking for help. If the new players are going to get any help from the Help channel then the folks who use it for random chatter now should have to take themselves to another channel.

Some of the high prices IMHO are due to people looking to cash in and they can, because a lot of players simply don't have the patience to earn or achieve the results through play and just want all the cool toys immediately. I can't say I blame them because that's what circumstances are and what they have been allowed to stay as. If I had a kinetic combat or reactive armour recipe I didn't want or need, and it was going for 150 million at cheapest, then, yeah I'd put it in for 150 million myself otherwise, I'm cheating myself out.
Change can be a terrifying thing. But its often needed. I can understand some recipes being very expensive like purples because they are as rare as rocking horse pooh and getting them through alternative means is very hard and thus the market is the best viable route. But as for attaining recipes like Kinetic combats, or obliteration which are traditionally very expensive, these are so easy to get through merits, PROVIDED players are willing to invest the time in playing the game I acheived a full set of Obliteration Recipes without paying for any, it took a bit of effort, about a week and a half in total, but I got them all, and didn't have to part with an insane amount of inf to do it. Architect Entertainment random ticket cashing in, Alignment merits, reward merits. All won't cost you a single inf.
I'm not saying give them away, we know inf is needed for crafting enhancements, and other things, but once you hit level 50, and have your character all done where you want him/her in the enhancment department, IMHO its time for a little bit of philanthropy. My level 50 tanker, I've put recipes in for sale he's picked up for money comparable to what an NPC vendor would give me. A tiny bit more obviously.
I don't expect purples to go for peanuts and given the difficulty in attaining them etc, I'd say their price range as it stands now is about right. But 150 million for kinetic combat? When a single alignment merit will buy it? Crazy. All you gotta do is wait 2 days.
I think the market would benefit from some change. I like to think I do my part to pass on goods back to the community without lining my coffers to the hilts.
The SINGLE biggest factor in pricing on the Market is the buyer's level of patience. Yes, Manipulators can influence things quite a bit and all of the other factors cited up-thread apply as well. However the MAIN reason anything costs what it costs is that the buyer is willing to pay the asked price.
Posit: What if everyone in the Market stopped buying Purple recipes for the asked price and instead put in bids for around 100 million? The sellers would check, see that their recipes haven't sold for days and probably lower the prices a bit. Rinse-repeat until they decide to either sell them for what the Market offers or take them off entirely and use them themselves.
Now there is a lower limit to this of course. Nobody is going to sell a purple recipe for 50 Inf unless they're being philanthropic...or a bad typist. However by and large it's the buyers who set the prices...not the sellers.
This is why co-operatives of buyers and sellers wield such power in the real world. If all the fish markets get together and set the minimum price of fish then the consumers will HAVE to pay at least that much. For a necessity like gasoline the consumer is pretty much powerless. But for luxury items like diamonds, if all the buyers got together and said 'We're not paying more than such and such for diamonds' then the prices would fall pretty quickly.
However there is simply no way to convince all of the buyers to band together to hold the line on their purchases.
Personally I agree with the idea of a little generosity from the upper-level characters. I've had lowbies receive gifts of a million Inf while standing around in AP looking for a sewer run. But I also agree with informing new players and those unfamiliar with the Market how things work and helping them earn their own fortunes.

Very nice! If it's decided that an entry is too good to pass up we'll figure out the avatar somehow. We want to encourage creativity, not stifle it with the avatar size limitations.

In this case, it helps to know exactly HOW this "logo" is intended to be used, because that informs decisions about presentation, and scale. Kinda hard to use a glorious 1920x1200 screenshot as a 100x100 pixel avatar, and not lose something in the process.
Basically ... what are the "boundaries" on this "logo" you're looking for?

The BBC would like to use the winning entry as the official BBC Avatar. We also plan another event (to be announced after the contest) as a show of support for the Base Community. This is why we specified basic Base Components, we want the winning entry to be something that anyone can duplicate in their own base as a show of BBC support.
Also, to let the cat out of the bag a bit, we will be announcing yet another event soon to be scheduled after the contest to show support for Base Builders everywhere. This event will be LIVE (as opposed to a Forum Event) and will likely take place in late July so stay tuned for more announcements.

The City of Heroes Base Building Committee would like to announce their first formal event!
Contestants should design a logo using Base Decorations and Components, take a screenshot and then post it in their reply to this thread.
The items used should be available from the basic Base Editor as opposed to exotic items that must be unlocked or purchased.
Each player shall be limited to three entries.
Entrees will be accepted from today until July 24th. Final judging will be completed by July 31st.
First Place: 500 million Inf and the continued use of the winning logo for the Base Building Committee.
Second Place: 250 million Inf.
Third Place: 100 million Inf.
Fourth Place: 50 million Inf.
Please show your support for Bases and the Base Building Committee by entering!

Part of this is our (the community's) fault. A typical release could go something like this:
This is the rough plan for our next development year! (Long list of stuff) We want to hear what YOU have to say about it! (Hundreds of threads are created overnight grumbling about every detail of the plan) The developers read the grumbling and, in an effort to appease the grumbling masses, change the plan. (New plan creates hundreds of NEW threads with people grumbling about other things). Ad infinitum naseum.
Any time they release tidbits about upcoming material far enough in advance (like a year) to use it for Marketing they get slammed by malcontents who would rather see THEIR fave thing at the top of the list.
IMHO the devs should release a poll for all the players. Make it multiple-choice and leave it on the Load Page for three months. Collect the data and analyze it. Find out what the players REALLY want as opposed to reading the Forums and getting what the verbal 10% of the community crabs about. THEN start making their plans for the next design year. -

Of course, that would require Supergroups to function as Co-op Locations, so you could invite anyone from anywhere to your League (not Team, League) from your SG Base. You could then use the Mission Computer (Base Item) to sign up for an Incarnate Trial, and it would open the typical LFG window to do so. People would have the option of using the Raid Teleporter to get to the Incarnate Trial, instead of just waiting around for the counter to complete.
Seriously ... the entire "Functionality" needed to form up and launch Incarnate Leagues is sitting inside the Supergroup Bases (which are gathering dust after all these years of neglect).
By no means am I saying that SG Bases ought to REPLACE the Incarnate system we've got now ... just merely that the Incarnate system we've got could be EASILY EXPANDED to make very good use of SG Bases, and their built in resources.
This post is full of WIN. Seriously...how many times will we have to stand in one of the 3-4 instances of the RWZ asking someone to leave so our last 1-2 leagemates can enter for a Trial? This is a great idea and a good way to tie the SG system back into the core game. It can't be THAT hard to program league permission to enter a SG Base (where there are portals in every zone instead of the RWZ which has limited entry points) just like Teams have permission now.
A grand idea for sure.
