Blizzard is in firm need of a buff. It's gimp. Up the KD chance to 20% per .2 seconds. Admittedly, this is barely enough to make the power passable, but Ice Blasters are used to being the underdog.

Um, my level 35 Ice/Ice routinely stomps +1's and +2's into the dirt with Blizzard. The ability to use Aim and BU with many Rain type powers has greatly increased their efficacy.

This is for the info on how to unlock a 5th Costume slot with Salvage you earn from Trick or Treating. The contacts will not be giving you any missions.

I'm going off the fact that it was stated in the Training Room Feedback Thread that High levels wouldn't be able to camp doors in Atlas Park for example.

There aren't any missions. The event takes place in every zone but your character needs to be in a zone appropriate to your level to be able to Trick or Treat.

Halloween's shadow (read: the event duration) will stretch from October 18 until November 1st.

An official email will be sent out the day the event begins, and should include the specific time the event will conclude on the 1st.
