One the best aspects of playing City of, is that you'll have ample opportunity to try any mix of powers (or Archetypes) that you want so over time, don't worry there.
As for your current selections, /rad is a solo and team friendly secondary so if it fits your theme then you should be fine there.
Fire/ is going to give you the best raw damage of the choices you listed. I like Dark/ myself, but it has less dmg than others due to its debuff component. Assault Rifle/ looks cool, but I've never been jazzed about it in play.
My 0.02 inf: I'd suggest fire/rad, given your post. -

If I were starting on them now... I'd probably run up a pile of tix in AE, trade that in for common salvage and then go dump stacks at 'sell now' prices. -

I neglected to send a bug report in last night for this, but I just noticed a thread over on the EU side that (if my limited French skill is still worth anything) appears that it may possibly be a related issue.
I thought I'd share and see if anyone else noticed anything odd last evening with bases.
In my case, I attempted to enter the base portal and got a 'map failed to load' message and dumped back to Talos Island. I tried again twice more, without succes. I told my team mate who happened to be in the base at the time. On the 4th try I zoned in, but it took a long time to load.
Then, while we were standing there managing an inf. transfer a character zoned in at the entrance. They were very confused, as they claimed to have clicked on a mission entrance but instead appeared in our base - and they weren't in our SG. They were very confused, "Where am I?" It was amusing, and odd. -
So, in short,
the program is complicated, things get missed, they try to fix them, they may miss something else, patience is a virtue (though at a guess, Virtue is not always patient), they'll get to it but something else will need fixing after that,...

some random, and basic thoughts:
My Dark/Cold remains one of my favorite characters. nice balance of solo and team benefiting powers - in a buff and debuff balanced mix.
I have toyed with the idea of making a Dark/Pain on occasion, Pain Dom provides additional healing for yourself, and a mix of team oriented buffs.
Everyone always appreciates a /kin, though I've never leveled one. -

As for you over all build plan, it looks pretty good to me. And hopefully is comfortable for your concept.

One and two both remove aim, I'm not sure about that.

Another option would be Celerity +Stealth (also starts at level 15), to put into perhaps [Sprint]. Activate that power and get harder to see for a bit, perhaps more situationally useful and less endurance intensive.

Anything further in terms of theme or concept to help provide advice? It is clearly not the same as my namesake ice/ice/cold, but that's what is so cool about CoH. Anyway, understanding the variance in pushing in the teleport route in build 1 versus stealth in builds 2-3 would help.
That rambling aside, I'd toss Build 3 right out - far too late to pick up [Blizzard], IMO. So out of the stealth choices, I'd lean towards Build 4.
I lean towards picking up stealth via an IO rather than use up a power pick for it, and as such have never gone the invis/phase route in my selections.
That all said, and I'd look at Build 1 as my consensus recommendation from these selections.
As an addendum, skipping [Frozen Armor] as part of your limited mitigation hurts my sensibilities, though given the choices I don't have good advice on how to cram it in. (hmmm, you could get it in Build 2 - [Frozen Aura] is totally skippable if you have [Flash Freeze]. -

paper do have them and atlas park mayhem mission but you need a low level toon for them
The story arc listed is excellent, even without the new difficulty sessions that mission was guaranteed a minimum number of skull bosses (also the clockwork that spawn the gears), with the new settings it should be much faster. Its a nice little mission set, the mission before provides embalmed cadavers. -

Speech that is re-focused and re-directed to subject matter in support of mankind's benefit and the proper recognition of the positive aspects of a free and peaceful culture is not restricting. I would argue - nay, I would proudly proclaim - that it is liberating and permitting of a range of discourse unfettered by the limiting aspects of fear and degradation rampant within a society that allows unfiltered filth to cloud the minds of unprotected citizens. -
Regarding the OP, I see where you are coming from, but would tend to argue against it based on the idea that then it would feel like something more futuristic and different the vibe that Paragon City currently strives to achieve. You could argue it may be a nicer fit for the highly advanced and technologically savvy Praetoria... however, we really don't need the sky there cluttered with anit-Cole propoganda and subversive messages...

My scrappers may "aggressively arrest", but they never kill. This hardly rises to the level of forcing me down any path.
