Four Ice/Ice/Ice Builds: Halp!
Anything further in terms of theme or concept to help provide advice? It is clearly not the same as my namesake ice/ice/cold, but that's what is so cool about CoH. Anyway, understanding the variance in pushing in the teleport route in build 1 versus stealth in builds 2-3 would help.
That rambling aside, I'd toss Build 3 right out - far too late to pick up [Blizzard], IMO. So out of the stealth choices, I'd lean towards Build 4.
I lean towards picking up stealth via an IO rather than use up a power pick for it, and as such have never gone the invis/phase route in my selections.
That all said, and I'd look at Build 1 as my consensus recommendation from these selections.
As an addendum, skipping [Frozen Armor] as part of your limited mitigation hurts my sensibilities, though given the choices I don't have good advice on how to cram it in. (hmmm, you could get it in Build 2 - [Frozen Aura] is totally skippable if you have [Flash Freeze].

One and two both remove aim, I'm not sure about that. And the reason I didn't include the Ice Armor was mostly based on what it looks like. It wouldn't fit my concept...which I hate to admit is a tiny blue fairy woman (who has to wait until 20 to get her wings).
Changes to 3 would be to put Blizzard at 32 and possibly drop Phase Shift altogether. I've never seen anyone take it, though it seems like a good complement to Hibernate.

Another option would be Celerity +Stealth (also starts at level 15), to put into perhaps [Sprint]. Activate that power and get harder to see for a bit, perhaps more situationally useful and less endurance intensive.

I am not sure I'd call that a guide so much, as a set of suggestions. But, I'm flattered all the same. Nice to know its still considered somewhat useful. Chyll's first build is still in place as outlined in what you read. I did implement a second build, though, that is IOd and balanced against my more extensive experience since then. (still not particularly traditional, but his +regen is very nice )
I looked up Freebird and it says "Grants Stealth for 120 seconds when used in an instant effect power. If used in a toggle, stealth will last 120 seconds after the toggle is turned off. Range of stealth is 300 feet in PvP, 30 feet in PvE." at the Paragon Wiki.
Does this mean that as long at the flight toggle is on, I am stealthed, and then for 120 after the toggle is turned off. But if I get w/i 30 feet of an enemy I will be seen? I think I'm spoiled by SS+Stealth where I actually run into mobs.

As for you over all build plan, it looks pretty good to me. And hopefully is comfortable for your concept.
(And I admit that I like the regen out of Freebird, also.)
Few points:
1) I believe any blaster that HAS both Build Up and Aim available, and doesn't take them both, is a broken build. (AR and Dev are an entirely different flamewar.) Earlier you get them, the happier you'll be. (+100% damage when you've got 95% slotted is a lot different from +100% damage when you have 16% slotted.)
2) Chilling Embrace is not IMO useful for a Blaster. It works only while you're in melee range (of, say, Freak Tanks or Rikti swords), and mitigates very little damage. I don't like to stay in melee range unless I have two or three really big hitting melee attacks, and then I'll be on my way once I've dropped them off.
3) Shiver, on the other hand, is wonderful. Puts enemies most of the way to the Rech floor, by itself on the first application. The only problem I have is that it's sometimes TOO big- it's nearly a half circle, huge radius, and sometime it aggros people you can barely see.
4) Speaking of the Recharge floor (-75% recharge)- one major question should be what you want to choose to put them there. You have a lot of options- Shiver, Ice Storm, Frost Breath- and you don't need to take ALL of them. (Ice Patch is another defense technique, which you may not turn out to need.)
Hope I'm not discouraging... Ice/Ice is fun. The only "complaint" I have is that there are so many good tools, I don't have enough TIME to use them all.

2. When I get around the late 30s, I tend to take any old turd. This ties with the sword and ice cube gloves. But there's only so much stuff from pools I want to take late in the game.
3. I am SOOOOO looking forward to Shiver.
4. I suspected this but all the build threads I read were adding nearly all the powers. That's why my original thought was to get both flight and concealment, and possibly teleport. Sometimes I wish for a powerset that has lots of turds so I can get more pool stuff. Though I'd need the non-turds to be excellent.

This is blaster gospel.
I also am in the camp that says HASTEN is mandatory on blasters- especially Ice/ blasters who want Blizzard up as much as possible (best nuke in the game).
Ice blasters walk a fine line between control/utility and blasting damage, so tread carefully as to which utility powers you choose/have time to use, while you are doing your primary job- blasting the hell out of hard targets with your heavy single target damage.
And my other piece of wisdom regarding /ice manip. is that frozen aura sucks donkey balls. So unless you enjoy having and using powers that suck donkey balls, you should avoid frozen aura.
Ice/ice blasters are very fun both solo and on teams, but you might want to look into having two builds on this character- because a solo build and a team build tend to look quite different with this power combo.
This is a build I'd like. I've never taken Chilling Embrace, but it's a melee-centric power. If you're going to use it, you should probably get Ice Sword earlier than level 50 and slot it for real damage.
On a couple of characters I've got Stealth and the Celerity +Stealth IO slotted in Sprint or one of the Vet sprint powers. With this combination you can freely walk among mobs and go unnoticed. If you put one on fly it will indeed last for two minutes after you detoggle Fly. You might consider dropping Chilling Embrace for Stealth.
People often try to get proc IOs at a low level so that they work even when you're exemped.

I've got an ice blaster concept I'm trying to make. She has to be able to fly and I'd prefer that stealth be in the mix somewhere.
I've added the ASAP or partial ASAP powers into the build on or about the first chance they area available, but, even with me leaving out useful powers, I still feel I'm pushing things back too far.
Rather than post four mids here, I did a screencap of a spreadsheet I've been staring at trying to figure what's good and what's bad about each one.
Any thanks is appreciated as I have never done an ice anything.
I figure none is truly wrong if I slot it right, but I'm looking for advice.
