In my opinion when a contact just says out loud "come back at lvl something or the other" it breaks the immersion a bit.
So it would be better if she said "Come back when you are stronger. And then when you talk to her before level 45 she says something like "I said when you are stronger. Wasn't that clear to you?" and in "( )" say the level needed before you can start the next part.
But thats just me.
Other than that semi /signed because it is at a much better level.(not fully signed for what I wrote above. What? Immersion can be important and contacts currently ingame that states a specific level just like that bothers me) -

Using an Assassination attack and missing will no longer suppress Hide (though lesser stealth and invisibility powers will still suppress) if the attack misses. If the attack hits, Hide suppresses normally.
Hide Suppression for Stalkers reduced from 10 seconds to 8 seconds.
Assassination attacks now cause a demoralizing effect on PVE targets that survive the attack. Demoralized targets To Hit value is reduced, and the target may be frozen in terror.

Why would the duration of PBU make a difference? As Jackel says PBU will not boost your shields, as they are Resistance based. PBU won't affect your Shields +Res nor your attacks -Res I'm afraid.

True. The tanker should be the first target for that. Especially in a AV fight... Not that the AV will last long with sonics debuffs. -

My favorite when I was PvPing(yes...) was to make the Stalkers belive I could not see them and then throw a fireball right up their... Nose when they got close. -

Yes its a surivable combo. Can be heavy on the end however(unless you learn to manage your shields).

CoF... Eh... Some like while others don't. Me? Fear is very situational. And I prefer Oppressive Gloom over Cloak of Fear. OG stops most minions while CoF just slows down the attacks a bit(especially since your damage auras will remove the fear). Then again CoF can affect lieutenants while OG only affects minions.
Take both if you can. -
When I was tanking in a rather hard mish and survived.
Wave after wave of Rikti came for me and the rest of the team just died while I was in the all mighty riktipile.
Being able to survive that must have been my best experience ever.(and kinda wanting some sets to be nerfed...)
My best minor experence is every time Two Ton Tina uses footstomp. People in other zones feel it. -
