Yes u must take laser beam eyes. Castle's idea to balance ranged vs melee was to make melee toons ranged.
In fact any scrapper bar spines struggles to keep up with tanker/brutes/stalkers ranged output.
I have seen expensive brute builds that dueled my blaster. Killed me purely from range. Just stood there taking the punishment and pouring out respectable ranged damage. -

Charnell's build is pretty solid on a low budget.
Couple of things i would change would be: No extra KB protection IO's as they're not worth the Inf now diminishing returns eats KB protection.
Also, i'd enhance the travel powers a little more so your running as close to cap as possible.
Last little thing is i prefer the performance shifter set in stamina and QR. The +10 (possibly 20) end really makes a difference.

But I think with those kb prot's that build wont get knocked on its [censored] by Knock out blow. Pretty important imo as super strength brutes are...mmmm how to say it? Ubiquitous? Taking into account that you will be getting hit with KoB a LOT, having enough kb prot to stay upright=more dps.
But i did only make that build as a pointer in the right direction. I'm sure someone could make a mind blowing uber expensive build :P -
Well I am not uber with builds but i can give you some opinions.
-Build up needs slotting (Maybe a full set of Gaussian for nice def bonus)
-Fire Sword Circle isnt going to be that great for pvp. Only time it will be useable is in static toe to toe fights. Scorch or Super Jump would be a better pick imo.
-Get miracle unique in there
-Weave is useful but im not sure if the pick and slots would serve you better elsewhere
-KB prot
-KB prot
-MOAR KB prot
-both stamina and quick recovery are nice 4 slotted and 4 efficacy adaptors in
-Laser Beam Eyes can be nice for pvp

It all seems a bit silly. From what I understood of elusivity it would have worked great for defence. It took into account high acc/to hit and seemed scaleable.
But it seems Castle had already decided to improve defence by using DR to cap to hit. I would have preferred seeing the DR scaled back on to hit rather than nerfing elusivity.
And again with the heavy handed nerfing. I complained about Forts but I also complained about Super Strength. But seeing Forts/Widows get nerfed out of the picture while super strength remains the prime melee set is frustrating.
And again on Forts/Widows I felt they were unbalanced because they had great damage output AND decent defenses. For me I would have been happier to see only one of those areas tweaked. I would be happy to see Forts with the same damage output but slightly weaker defence. -
VEATs getting nerfed pretty hard in i14. Elusivity nerf and damage nerf.
Again I say its not a great idea to build a toon for pvp this close to i14 which does have some substantial changes. -

Yeh gotta say scrappers are on their way out pvp wise. I played my regen scrapper a long time. I love him being my first toon ever, my first 50 and my entry to pvp toon.
But it just aint happening. Golden Cut survives but he is far from high performance in zones. No disrespect to golden but scrappers just dont cut it.
I just dont see where scrappers will fit into i14 pvp. With no recourse to an escape power I think they will have less survivability than blasters. Spines is the exception but in our new and improved pvp enviroment I think tankers have ranged options equal or close to spines with the bonus of far better defense or in the case of ice armour; hugely superior defensive options.
But all this is conjecture. i14 is very close to going live. Either choose to work on a toon you know is a safe option for i14 (blaster) or wait a couple of weeks and see how i14 pans out in zones. -
I stopped playing my regen scrapper. Not even bothered with my spines/fire for pvp.
Depends if you want it for duels or open pvp. Bear in mind for fiteklubs you will be up against SS brutes such as your own. And my BS/Regen scrapper has little or no chance against SS brutes.
Heal suppression still hurts a regen imo. Spines big advantage of ranged attacks on a melee toon is far from a novelty nowadays.
And in open pvp in zones imo scrappers will be at a distinct disadvantage to stalkers. You will have no escape whatsoever from stalker spikes while they will have hibernate to resort to.
MoG with tons of +rech in build might increase your chances somewhat. But MoG is far from godlike in pvp. A Fort will just shred you regardless of MoG.
And if you do slot it caltrops is an absolute must for hibernating stalkers.
But ultimately I would wait and see how i14 narrows the playing field even further before spending your inf. That is if you are that bothered about playing FOTM vs Fun. But in my opinion since i13 the gap between optimal FOTM sets/ATs and Non FOTM sets/ATs is wider than ever.
And i notice you do play a SS brute so I suspect even heavily slotted you will find the spines/regen inferior both in scoring kills and survivability. -

I think this probably covers my feelings on i13 PvP changes lots of good ideas just badly implemented.
Had they implemented the current changes but with smaller values i recon they would have got on much better.

Yes a lot of the changes were well intentioned. They needed to work hard with experienced pvp'ers in closed beta to make sure the changes worked. Instead it seems Castle took a hardline approach to the experienced pvp'ers and there was a complete communication breakdown.
Unfortunately in my opinion at the time the outcry from the PvP'ers was justified. And now that outcry is vindicated by our current pvp implementation.
Arcanvilles elusivity was an excellent idea to balance defence in pvp. I still believe it would have worked perfectly. But it was intended to work with pre revamp pvp. DR capping to hit does not work with it. -

No.Elusivity on PFF,SR's,widows,ice tanks and shields is utterly broken and game breaking.
Removal or fixing of elusivity as well as reversal of travel supression would make things bearable and maybe open up more builds to participate in zonal PvP under current status quo.Not that great but still better than now where legions of Tanks and widows have invaded with binds that say "there are 3 rules about the fight club" etc.

I miss teaming. I remember one night in SC on my TA/Ice fender with an emp and a blaster. Was a massacre and there were a lot more villains than us too. People had roles.

Hehe yeh using ice. Stupidly my blaster had PFF in the build previous. I think ICE keeps that insane playstyle up where part of your damage mitigation is purely taking out enemies.
I find it quite exciting when my heal is gone, phase suppression has kicked in and I am on 50% health. And just count on killing the enemy before he kills me :P -

Er when was the last time anyone saw me on my ice tanker?
Archery/Devices blaster and I DONT use PFF. I dont like using fotm stuff. I tried it with my ice tanker admittedly but that made me realise I prefer variety and EM is so far behind SS nowadays its laughable.
My blaster is specced for i13. I fly/hover and ground my targets then depend on my high acc/to hit. No TP foe/tripmines.
And without boasting I do ok and I dont think there is anyone else out there using a build like mine? And no bubbleh of lameness. -

Not sure on accuracy but To Hit seems to cap at +30%.
My archery blaster has base to hit of 90.73% to hit and build up only takes that to 103.18% while in pve the figures are 96.86%/153.83%.
While my base accuracy is unchanged in pvp/pve.
Hence super strength being so stupidly overpowered. Grab a few to hit bonuses and you are basically permanently at the to hit cap.
My understanding of acc/to hit isnt brilliant though. Maybe someone else can explain it more 'accurately' :P -

I went in RV last night and there were a lot of ppl. There was one MM and hordes of widows/forts/sharkers.
Non OP FOTM builds just seem to be cannon fodder imo. -

I'm not finding that. Honestly I am finding it more and more demoralizing day by day. Seeing that tiny amount of cookie cutter builds every day is just depressing.
Anyone agree that villains seem to be 85% widows/forts now? Followed by the ubiquitous sharkers (the AT formerly known as stalkers). Just spamming you with those damned sharks.
I think I am close to just calling it a day on pvp. There are great people still playing but I refuse to roll an overpowered flavour of the month just to compete.
Seems like if this trend continues unchecked by the devs it wont be long before all pvp is just widows/forts versus blasters. -
Well RTTC is needed but unfortunately it is impossible to use in pvp anymore.
SoW does have an end crash but it isnt in the same league as unstoppable. Sometimes I dont even notice the crash tbh.
Unfortunately not many sets are really viable anymore. Forget Castles broken biscuits about making all sets viable. Shotta is correct. ice/ss or fire/ss.
That is if you want a strong build for pvp rather than a challenging build. But anything else and you will really notice how far behind in performance all the other sets are compared to other fotm tankers.
A wp tanker can still compete but the amount of work needed to bring it up to the level of ice is very high. I suspect a basic IOd ice tanker will have similar survivability as a wp tanker with set IOs. -
3 Slots in sprint and grab that run speed unique. Without rooted u can run slowly but not unusably so.
TP is essential for a stone tanker.
And playing mine I tended to point blank most groups only herding where needed. As opposed to my ice tanker where herding became like an addiction. -
Regen's get by ok now. I would say take phase though.
And yes SR is now pretty uber due to the devs making defence overpowered. -

I think take some of the higher numbers with a pinch of salt until you can check in game. -
Well with the i13 kheld love, they are both great imo.
They just have diverse playstyles.
And the WS dwarf is great now. Any inferiorities to PB dwarf are long gone.
I played my WS the other week and I was laughing at how good the WS dwarf is now on a big team. -

Mog you need to calm down. I dont believe you are attempting to troll as such but you seem to be overly pedantic about every issue and very aggressive.
Surely you notice that every pvp related topic you enter or instigate descends into arguing about specific statements taken out of the wider context and forumites who are generally quite even tempered or at worst a little arrogant start to flame you.
Somebody making conflicting observations or opinions does not make their whole stance untenable. CoX as a whole and pvp in isolation have huge amounts of variables that only a handful of ppl can claim to have complete knowledge of. And while arguing over the numbers and mechanics does have value there is just as much, if not more value in first hand experience of those numbers and mechanics in action.
And there are only really a handful of us eu players who enjoy pvp left who are still active on the forums. Cant we just agree to disagree and make the best of a bad situation? I find chilli quite obnoxious tbh but I respect he is a good pvp player and has a good knowledge of pvp mechanics. And I like having grudges in the zones :P
As I said earlier I do actually agree with your sentiments about PFF. It is irritating. But I dont think it is OP as such. It is working more or less as intended. Maybe a little tweak would make it fairer but imo isnt a priority pvp problem. -
Yeh I have tried mine a couple of times.
I think its more feasible to make a fairly decent PB for pvp now.
I think there have been a few trade offs for their previous weaknesses and strengths.
The mez changes benefit them well.
But the huge nerf to resists has hurt their survivability a little. Well maybe changed their survivability would be fairer.
You can build an ok blapper attack chain and for survivability you have phase,dull pain and standard heal plus dwarf form with its heal. Light form is a shadow of its former self but still useful if only for the unsupressed movement.
I dropped nova form last respec so I havent tried that in pvp. I cant comment from experience but I imagine it could be useful now. Maybe more with a team. But with the toggle changes for form shifting and mezzes big and small clearing your queue it could be awkward for surviving.
Then again nicely slotted you could maybe use it as an opening salvo then drop to human for mitigation and another attack chain in quick succession.
Could possibly be quite devastating.
As it stands now widows/forts will tear a PB apart just like usual. Pretty much the only thing to do is phase and get away from them as your shields/dwarf/light are completely useless against them.
Also all the -def can be very useful in todays defence dominated pvp too.
I havent got the inf or the inclination atm to respec mine but I would be interested seeing a heavily slotted pvpb in action.
As for warshades I just dont think they are viable. Not worth the effort. -
Must admit PFF can be pretty annoying.
Doesnt seem to work with i13's tru warrior revamp.
Basically just bob around. Pop out when u see someone on low health and ignoring you after being in PFF for 5 minutes. Start attacking, then as soon as you take any damage pop PFF back on.
And the worst culprits are bots/ff mm's who just stay in pff practically all the time clustered up with their heavies.
I dont see that it is a problem as such more just irritating that phase got hammer nerfed while PFF just carries on as normal.
Just one more out of kilter aspect of the mess they made of pvp in i13.
