General- Monsters are now allowed to taunt players. Taunts from monsters will affect players in the same ways that taunts from players do.
The number you're seeing should be the number of stacks each power has been applied to you. (Given the large number, it's probably the result of an enemy aura.)
EDIT: Ah, yes, what DarkGob said. It's been a while since I fought any Ghouls, I forgot the Painted Ones could do that. -

You can usually delete those the temp powers (thus closing the tray) by going into your Powers menu and finding it listed under the Temp Powers section.

I got this message on my level 28 character by talking to her just after finishing the first mission of the Vanessa DeVore arc and accepting the second. She introduced herself, said she was tasked with the fate of Katie Douglas. I clicked "Ask about this contact" and then "Talk about what else is going on." Poof.
I continue seeing it after closing the window and then clicking on her again. -
Heh, looked over that completely. Makes me wonder if that's the bug, because I recall hearing that only pseudopets were supposed to inherit Hybrid powers.
Phantom Army also wouldn't benefit from Support due to that whole unable to affect them thing... Maybe they made a special case for PA with the Assault power? *scratches head* -
None of the Hybrid powers (aside from Support) benefit pets, by intended design.
And Doublehit does show up in the combat text log. I don't think there's really a need for it (or the other notifications) to pop up over your target's head after an attack, but that's a matter of preference more than anything. -

His regeneration is only a function of his current HP. How many Lights are on have nothing to do with it.
If that's the case, then I think the player buff for taking out the lights should last a bit longer (or debuff for leaving them up should be shorter). Something like... you lose one of the 6 bonus level shifts for every two seconds the lights are up, then gain them back each time a light is taken down. That way, instead of a sudden plummet of 6 level shifts, you have a few seconds to prevent their loss.
(And it should go without saying that they need to fix the bug that limits the shifts each light gives to less than the size of a full league.) -

Kill those and that stage is no different than killing Black swans portals.
I've also noticed that his lightning attacks continue to do damage for a second or two after the visual effects dissipate. And when he's surrounded by lightning, all I can do is fire off Energy Torrent every 8 seconds, with the occasional blast of my Judgement power whenever that manages to recharge.
My two cents on how to improve this encounter:
1) Make the Quills temp power animate faster.
2) Give about 5 seconds between when the Lights of the Well spawn and when they actually buff Tyrant --OR-- let us stop them from spawning altogether by allowing us attack their spawn points a couple seconds prior.
3) Do something about the Lightning. Either make it so the beams can't overlap (any time I've died to them, it's been because I've gotten hit with 3 or more at once), add an additional 15 seconds to the power's recharge, lower the damage, or lower the total number he can fire at once. Or some combination thereof.
(I think that if my first and second point are taken care of, though, then the third will be less of an issue.) -
Funny, I was just thinking "this fight is like Reichsman + Battle Maiden."
I actually like fighting the latter, but putting the two together makes for an incredibly unpleasant playing experience. (Especially since every league I've been on has failed once we get Tyrant to the 40% mark.) -
