You have to do one of the patron arcs in Grandville in order to unlock the Patron Power Pools.
Start off by talking to the arbiter standing right outside the tower; he'll have you read the plaques inside by the statues of each patron, and afterwards will introduce you to one of them as a contact.
As a bonus, once you unlock your Patron Pools, you get an additional respec. -

At the very least, the rest of the Alpha Slot*, the start of the Judgement Slot, the raid on Praetoria's Behavioral Adjustment Facility, new zone loading screens and new mission maps. The target date is supposed to be Spring 2011 (my guess is early Q2).
*if it's not handed out sooner; there've been conflicting comments saying that the rare and ultra-rare boosts would be doled out over time (WarWitch, at the Meet & Greet) versus all in i20 (theOcho, in the forums). -

All of those were designed to make the game more palatable for the casual gamers to the point where the hardcore players were complaining that the game was too easy all the time. Several power gamers have threatened to quit (and possibly have... I haven't heard too much from them in the last couple months) after the promise for harder end-game content wasn't delivered with i18.
Not everyone is going to like everything that goes in the game. I like badging, but I hate PVP (... and I think Day Jobs are the worst idea ever). But I deal with the stuff I don't like to focus on what I do.
If you want to do this mission solo, then you're going to have to man up and play the hand you're dealt. Grab some temp powers, stock up on insps and take the Lady down.
If you don't care whether you do it solo or not, then what's the big friggin deal? Grab a Blaster friend and assist them for a change. -
They can't remove XP from the AE due to having printed on the City of Heroes: Architect Edition boxes that you can level from 1 to 50 doing nothing but AE missions. It would be inviting a lawsuit.
That doesn't mean that it has to be as fast (or as the case often is these days, faster) as the dev-created content, though. They could reduce XP in architect missions, as long as it's still feasible to get to level 50 by doing missions there.
Yours also isn't a new idea, as Wrong_Number implied. Use the search function next time, and post in one of the dozen or so threads that already exist. -

Like I said, mathematically there's no reason not to do this. If you don't want another month's worth of subscription because you're not going to play, that's another story. -

This is certainly one of the more interesting ideas for a new MM primary that I've heard. I can't say that I'm all that keen to play the set, but, as others have said, it sounds a helluvalot better than Clown Summoning.
It's probably my #3 pick, for what that's worth, behind Animals and Illusions. -
If you use PayPal, you can buy multiple things from the NCSoft store per day. At least I can, anyway... I think I bought 5 Boosters/Packs for my secondary account in one day when my girlfriend at the time said she wanted to start playing CoH with me.
I've found that if I use my credit card for a single purchase on the NCSoft store, though, I'm locked out any further purchases for 24 hours. -
It's usually pretty straight-forward; just pop in the CD and follow the prompts (as long as you know how to set your system to boot to a CD, anyway).
The biggest piece of advice I can give you is that, if you don't have the original driver CD anymore, make sure you download at least your network adapter's driver from the manufacturer's website, test it before reformatting, and save it to your external drive. It's a helluvalot easier to find drivers for everything else when you've at least got your network connection up and running.
(Personally, I keep a copy of all the drivers handy on a secondary internal drive, just in case a reinstallation becomes necessary due to a virus or failed primary drive.)
You also probably want to take inventory of every piece of software that you use regularly and have installed on your system currently.
And if you copy your entire CoH install directory to your external drive, the program can be quickly reinstalled by a) running the CoHupdater.exe application from the external drive and giving it an install location (usually C:\Program Files\City of Heroes\), b) cancelling the download, c) deleting the info from the install folder on the C: drive, and d) copying everything from your existing CoH installation on your external drive to that location on the C: drive.
Edit:
An afterthought... If your current hard drive is over 3 years old, and you've got the budget for it, I'd suggest replacing it. You can find 500GB drives for under $50 these days.
Pulling the old hard drive out guarantees that you don't accidentally lose any of the files on it, as you can open up the system, plug it in and transfer data directly to the new drive whenever you need to. -
