You have to do a Patron arc first.

You have to do one of the patron arcs in Grandville in order to unlock the Patron Power Pools.
Start off by talking to the arbiter standing right outside the tower; he'll have you read the plaques inside by the statues of each patron, and afterwards will introduce you to one of them as a contact.
As a bonus, once you unlock your Patron Pools, you get an additional respec. 
Main Hero: Chad Gulzow-Man (Victory) 50, 1396 Badges
Main Villain: Evil Gulzow-Man (Victory) 50, 1193 Badges
Mission Architect arcs: Doctor Brainstorm's An Experiment Gone Awry, Arc ID 2093

I did my 11 missions to switch sides and it shows that I'm a villian now. I waited for the change so i could respec and gain the villian epic pwr set. I tried my respec, but i only have the hero epics to choose from. what am i doing wrong?
