You forgot to add the 100% base everyone starts off with. That gives you 381 in total.

Unless it's a different type of rating the OP means.
Given that the ratings and results in the search box would both be populated by the one player local-side whatever ratings system they choose to use is irrelevant as they'd presumably use the same system both to rate people and to view the ratings they've previously set.

A player would never see others Star Ratings in the search box in any way, only the ones they themselves have previously set.

A non-purple proc in a toggle at level 50 averages out at 14 damage every 10 seconds. Blazing Aura does 9.79 damage ever 2 seconds, or 48.95 damage every 10 seconds.

So you're probably marginally better off slotting for damage to get it to around 90%, slotting for Acc and End as you see fit and throwing a PROC or two in if you've got the slots spare.

    It's close though.

Power Siphon is a long duration damage buff, which works very well with powersets that have damage auras: Fire, Dark, Electric, Ice.

The -dmg, I feel, is most noticeable if you stack it on heavy resist. We're down to Fire, Dark, and Elec.
Actually I think -dam works best with Regen (WP) or Heals personally (Dark has them too of course). Or more -dam (Ice or Shields).

Resist and Defense sort of have the same relationship with -dam that they have with each other, they're separate layers of mitigation but they don't really synergize together per-say (in the way say -ToHit and Defense go together). It seems logically that -dam and resist should complement each other in the same way, but they actually don't if you look at the maths behind damage calcuations (if you have 50% resists and 50% -dam you still take 25% damage)

The set has a few stun powers, and would be great if you could stack them with something. Dark Armor has Oppressive Gloom.
My own picks would be one of Dark, Willpower, Shield or Ice, whichever you fancy playing.

I'd test it myself, but I don't have a high enough level Invuln character yet.
It's -100 Endurance, ie 100 off whatever End you have at the time of the crash.

So yes it would be possible to end up with some End, if your current End was over 100 when the crash kicked in.

Exactly. The fact he'll go "Urrgh, that stormie, I want a heelor" and move on is a good thing from the Stormies point of view. Hopefully they'll get a team and leader who know how awesome stormies are.

(I know I'm being slightly unfair to idiot tanks, but it stems from the i4 days when I used to be told not to use Freezing Rain "because it makes things run away from me")

If you choose to look at the EU version of an item change the URL so the item_id parameter at the end is two less and it'll give you the US version.

There's no way I know of to get a US version of the storefront though, because the NCSoft web development team use IP based filtering to determine what you see (not the brightest idea in the world).

In general their over dependance on IP based filtering causes more harm than good. If you HAVE to use it at least give people links to other versions chaps. It ain't rocket science.

Therefore, as in the above mentioned example, if the tank is an idiot, just hates stormers (or Energy Blasters, or whatever set even though stormers and tanks can work together just fine, the idiot tank will give the stormer a bad rating.

People, aside from the purely ignorant, will give players bad ratings just to grief them.

No, this is a horrible idea. Ratings are client side and need to stay that way.
From what I'm reading the OP just wants to be able to see ratings *they've* put on characters from within the search box, not some sort of global system.

So whatever Mr Idiot Tank thinks of a Stormie is irrelevant (unless it's Mr Idiot Tank doing the searching / inviting).

  12. My Plant/Emp it is VERY obvious what her controls are doing. The buffs, not so much, that tends to be the way with defensive buffs / team buffs anyway I find. But you will get a lot of "This team is awesome" comments and buffs and debuffs are what's causing that chiefly, even if it's hard to quantify exactly why you are steamrollering +3s.

If you want a Support character where it's obvious they're doing lots of stuff I'd recommend a Plant/Storm controller or a Fire/Dark Corruptor. No-one is going to miss your powers with those combos.

Dark/Sonic defenders are superb too, but it may be harder for the scrapper to comprehend the reason the AV they are fighting appears to be melting and why exactly their orange numbers are so large (bless 'em)

I think the only thing I have noticed is that the pet AI is a bit wonky, I don't expect expendable henchmen I can re-summon pretty much at will to be the sharpest pencils in the box.
Henchmen tend to be alright. The worst effects I've found are the knock-on ones on Controller, Domi and Blaster pets. Phantasm for example is pretty badly affected because he has a cone with knockback and the ability to summon his own aggrobot illusion within his perception range.

Mind you it's made my Plant Pet a bit better since she'll use her bite attack more.

This Neuron approach to design where you start up a feature, then leave it hanging half-way through in pursuit of the next new shiny has to stop. The whole game is becoming one giant collection of half-features, bugged missions and terrible writing, to the point where even previously GOOD stories are destroyed by newer ones that contradict them and previously working mechanics no longer work.
Hee. Neuron approach, I like that a lot Sam

I totally agree too, our development team simply seem to lose focus far to easily chasing the next new shiny before they've even resolved / finished off the current one.

As for bug fixes they should be done between issues. And there should be some indication from the development team as to what they have on their radar in terms of known bugs. As-is reporting bugs seems like firing mails at a black hole sometimes. I'm not asking for a dedicated ETA of when they'll be resolved, or statuses of each bug, but simple acknowledging the fact that, for example, Pet AI has been borked for nearly a year now (since City of De-moos) and they're aware of the impact it is having on ranged pets would be something.

    Quake and Freezing Rain IMO.

In all cases the Proc will check every 10 seconds against everyone within the AOE of the effect. In Quakes case that's a 25 foot radius, and in FRs case that's a 20 foot radius, both from where you placed them. In Tornado's case it's a 7 foot radius from the things center, and it has a habit of knocking people away from itself.

Of course, of all my defenders, only one is emp/psi. The rest are debuffers (with the exclusion of one bubble defender I take out once in a blue moon)...I think a lot of it is that quite a few people see the emp defenders and equate that with the healing class or buffing class, then think ALL defenders should be like that.

And rad emission can be deadly! Don't believe me, ask the mobs I helped steamroll with my friend's emp/dark defender last night!
This is about Rad Blast though, not Rad emission.

I don't anyone sane would try and claim Rad Emission isn't a debuff set

Not for me anyway. But I don't play melee builds.

I tend to go for "interesting but marginal powers from my sets I formerly couldn't squeeze in", swapping Super Speed for a travel power I like more or Leadership.

Nope, Burn has been changed. Nowdays there's an initial burst of damage which does 2/3s to 3/4s of the damage (I think) and then the ticks.

So since the initial burst is limited to 5 targets too the damage doesn't spread out as well as it used to. On the upside the new version is better at working with Fury as the old version used to lose its Fury damage boost 2 seconds in due to the way Pseudopets inherit buffs.
  21. I'd have a chance to finish other games and use the PS3 I got for Xmas more, there's a small pile of games 'stacking' up on that (ahem)

It again depends on how you define "revamp". A Hollows style revamp which just focused on sprinkling these new mission doors in a sensible way would certainly be needed, but nothing more really.

No, the store is all in one. The difference in what items to show is based on the IP Address you use to access the store pages, because NCSofts web team aren't the brightest when it comes to web development, bless.

They don't even provide links in Item Description pages to easily allow you to jump to the other regions version. The rule of thumb for items is that a US Item has an item_id 2 less than it's European counter-part in the URL.
