Your suggestion to make res/def caps equal between the two would solve a big part of the problem, but you'd still have the health disparity and additional aggro control. If overall, dmg dealing is on par between the two at's, why do brutes still enjoy a clear superiority in health, def/res caps and team benefits?

You state that brutes get better aggro management. True. This means they end up having more incoming damage than scrappers. More incoming damage means a need for more mitigation. Balance.
It takes X time to reach the fury value needed to match scrapper damage output. As more buffs are added to the scrapper, the amount of fury needed rises higher, thus increasing the time it takes the brute to catch up. Balance.
The only imbalance that exists is the one you are perceiving, and your perceptions are clouded due to ignoring pertinent data.

See I just don't see it if I'm at 5 end and use it I'm not going to be full by the time it crashes, and yes this as happen to me at a lot. It doesn't take you down to 50 end it takes 50 end so if your at 49 your dead. Your better trying to fix your build then to use it as a end power and use it more when it is need, like when you need the hitpoints.
Edit: Also when it does crash your in the same problem as before you hit it, your running low on end and you using too much. -

For me it I took it and put the +3% defense IO in it so it got my scrapper up to the soft capped. It as saved me a lot too so it is a good tool to use. -

If you don't like dying and you think /Fire is weak take burn it is a great tool. It will help you stay alive and help you do some damage. I have used burn so much and it keeps me alive I ask why do people think /Fire is weak, I mean it is no /SR but it is good if you use all of your tool that /Fire gives you. -

Here is why I don't believe you. Elude Only last 2 min if you hit elude and charged in it would take you more then 2 mins to get LR down the that point were he would summoned his bane, if he was a AV. If he was a EB yes you could get him down that fast. EB and AV or not the same thing. If you look at Powerforge video LR is not even close to being dead at 2 min when your Elude would crash. You will also see that he summoned his Bane 12:23 mins into the fight, again 10 +min after your elude would crash.
Also I can make a soft capped /SR scrapper with just 1 IO and it will only cost me 10 mil. If I would to use more then I could make a soft capped /SR scrapper of under 30 mill. You don't need to get the best IO to have a good build. -

And yes I've team with many of Tanks on a ITF that were squishiers then my Scrappers so your point is? As others have said it is the player not the AT. I have seen a lot of Tank just suck and I have seen a lot of good Tanks. But if I'm assuming that both are good and well build that I will pick the Brute every time to play with. -
Slice is ok but it is more of a mule then anything. The Set Bounes for Obliteration is just too nice
I run the Attack chain of HS>Hack>Disembowel>small gap>Hack it is the best DPS your going to get beside HS>Disembowel>Hack. Also the Empty slot in HS is a PvP IO that -Res just like the Achilles's Heel.

Parry kills your DPS so it is just going to take longer to kill the AV -

I don't like Weaken, and Empower is (imho) weak at low levels because you don't have enough recharge to run it well. I ignored combos until 26, and then I used Blinding Feint, Attack Vitals, Power Slice, until I got enough recharge to get rid of Power Slice.

I did the combo at early lvls but wasn't doing a lot of damage. So I stop doing them and looked to see what was good and Blinding Feint>Attack Vitals is what I got. I run Blinding Feint, Attack Vitals with Hasten up when it is down I run Blinding Feint> Attack Vitals> Power Slice. Sometime when SS hit like 4+ and they are not dead I will use the Sweep combo right after. -

It took me about 9 months to get my first 50. I didn't play much then maybe 5-10 hours a week.

Well I don't know best Blaster is but I have try a lot and the only one I love is my Archery/Mental Manipulation.
I have try a lot of Blaster like Ice/Ice, Fire/fire, Fire/Mental Manipulation, Ice/Fire, Fire/Ice and more just never did like them as much as I like my Archery/Mental Manipulation. -
Brute all the way. I solo a lot and it is just no fun soloing a Tank, safe yes but not fun at all.
On a team with it is a Brute again, because on a team a Brute can be just as good as a Tank but can do a lot more damage. Also with Brute having Fury they like to move fast so they go mob to mob, I don't know how many times I had to wait for a Tank to take the aggro. -

After pulling up the build yes Mids is giving him 100% recharge that he doesn't have. BF as a recharge of 7.17 so you need to get better recharge if you want to pull that chain off.

You could go with 5 Crushing Impact (all but the Dam/End) and 1 common rech in BF. That would give you 97% recharge from slotting and an additional 5% set bonus, making it enough with your additional 27.5% global recharge.

Well for AV soloing and Farming I would say FM is the Way to go. FM gives you a great ST attack chain with Incinerate>Greater Fire Sword>Cremate>Fire Sword. This attack chain doesn't take much to get and is very good. For farming you have Fire Sword Circle which is a great AoE and kills fast.
