Your build over all looks good. Some things I would do is try and slot the Achilles' Heel: Chance for Res Debuff into Gambler's Cut. It would help a lot against those with high Lethal resistance. One more thing I would do is drop the Def/end in combat jumping , you don't really need the hit points with dull pain, and add the Kismet: Accuracy.
One more thing I saw, In Divine Avalanche I would Replace the Dam/Rech with the Dam/End/Rech. Divine Avalanche as a fast rech so you don't need a lot of rech in it. the Dam is way in to ED as is so you won't lose much dam. So with this the End of the attack will go down which is always good. I might do the same for Soaring Dargon too but I didn't look at the attack chain to see if you need more Rech in it. -

Now the AVs it's not bad at all, now I have not try Positron in a while. The others don't always hit a lot with the -Def and it doesn't last that long. There are sometimes when I see my defense numbers at like 40ish in a AV fight but I don't die from it. -
That is in the results are in 2 where he had most attacks slotted with 1acc/1end-red/1rec-red/3dam. That is not a lot of rechagre so MA is better but when you start to put recharge in, Dual Blades and Katana blow pass MA and never looks back.

It hit most of the time with 95% Acc(well that is what my Last chance to hit says) against +4. I don't play at +4 a lot so It is not that big of a deal to me. Most of the time I do play at +4 I have over 10 ppl around me so I end up hitting getting 10. I was worry about it too but playing it and seeing how it performs I really happy with it.

Well my badger is a BS/SR. One of the things I don't like about him is the lack of AoE and why I don't play him as much as I use too. BS doesn't really have that good AoE and I don't really see a build making it better. You could get Whirling Sword and Slice to help but it is still not that good. Whirling Sword is a weak PBAoE, IMO, and Slice is not that great either. If you wanted to you could had Fireball in too, but that will make you have a lot of redraw and two powers that you most likely never use so it would be a waste. So really with a build to try and get better at AoE would be to get Whirling Sword and Slice up as much as you can.
What I do is try and line up as many as I can with Head Splitter and just go after the bosses or EBs in the groups. That is what Scrappers do best is take out the big guy don't feel bad about not killing all the minions anyone can kill them -
How much are you going to spend on it? Because that can make a differents on the builds.
One of the reason to get Tough and Weave is to help Soft capped. Soft capped defense is really nice but it not needed for most of the game.
Here is a cheap build nothing really great about it. It has Soft capped defense and Aid Self that is really it. end is not great so you will want to have some blues on you.

Here is my new build for I17. I had to change a lot of it because I had 3 sets of BoTZ. I was thinking I was going to lose a lot of DPS because of this but when I solo a Pylon I did it in 4:02 which is 286DPS which was 3 DPS better than my last build

I don't have this combo but my brother does and I made his build. So some things about your build.
Gambler's Cut is a better DPS attack than Sting of the Wasp. Sting of the Wasp is not a bad attack just Gambler's Cut is better.
I would slot Soaring Dragon better. You do have some +Accuracy but I would still want more in my attacks. Other then that it looks fine.
With my brother build I went for Ranged and AoE defense because it is so easy to stack Divine Avalanche, but that was before the Botz nerf so I had +30 to range and AoE. Now is Range Defense is down to 23 ish but it is still good and with Healing Flames it makes him real tough. I would look into that but your build is a way I never look into much. -

Same but I did notice that you can't delete an email that has stuff attached to it. You can foward, return or claim it. Then after you claim it you can delete it. So I would assume that it would work the same way with a Delete All, but who knows.

The only toon for me that has a temp power is my WP/WM Tank. He is a baseball player so he will always have the St. Louis Slammer on him. The others I don't go out of my way to get them. If I get them I get them and with how many temp powers recipes I have been getting I just been deleting most of them.

Umm, so, you are advocating going without the combos until level 26? You started 'leveling up' at level 26 and didn't have to bother with levels 1 through 25? I'm interested in learning how you managed that.

Until or unless you develop high levels of recharge and/or lots of slots, there's not really anything you can skip (except the Taunt). **FYI, this is also true of Willpower, so a very tight build.

As for the combos you don't really need to get them all. You can try them but after playing Dual blades for some time I found that the only two combos you need are Attack Vitals and Sweep. If you click the link you can see what attack make them up. So you can skip Nimble Slash, but if you like to have that fast attack you might want it.
For my attack chain while lvling up I just did Blinding Feint>Attack Vitals while hasten was up and while it was down I did Blinding Feint>Attack Vitals>Power slice.
