The Story of a Petless MM with a dream
I have a 50 in every AT, but Scrappers and Dominators are my favorites.
I do think that's the first of that combo ive ever seen. Grats.
I don't have this combo but my brother does and I made his build. So some things about your build.
Gambler's Cut is a better DPS attack than Sting of the Wasp. Sting of the Wasp is not a bad attack just Gambler's Cut is better.
I would slot Soaring Dragon better. You do have some +Accuracy but I would still want more in my attacks. Other then that it looks fine.
With my brother build I went for Ranged and AoE defense because it is so easy to stack Divine Avalanche, but that was before the Botz nerf so I had +30 to range and AoE. Now is Range Defense is down to 23 ish but it is still good and with Healing Flames it makes him real tough. I would look into that but your build is a way I never look into much.
I have a Kat/FA scrapper but it has stalled out at a very low level. I like the toon though, it's just that I've got other projects in CoX.
For my .02 inf, I preferred to go with positional defense so as not to leave a non-melee smashing hole, but honestly my Kat/WP has such a hole and I hardly ever notice it.
Also I'm not a fan of Melt Armor. The debuff is ridiculously weak for the timer that it's on. It's barely worth the animation time it takes to cast it IMO.
EDIT: Also, I notice your build has only 4 points of knockback protection. I personally wouldn't be satisfied with this; certain things will be able to pong you around. I designed my Kat/FA to have 12 points, but that was a design choice on my part--I hate being knocked back. Curious as to why you'd use the Zephyr -KB in CJ instead of a Karma which is much cheaper, too.
But other than that your build looks good.
In my build plan, I went with positional defense, reaching about 34% to ranged and aoe and softcapped melee with stacked DA. IIRC I estimated single-target damage at a little over 160dps with infinite sustainability.
Anyway it isn't a build that I was 100% satisfied with (hence the toon stalling out at a low level--hard to focus on it when I have other build plans which I'm more excited to implement), but anyway here it is, just in case it might give you any ideas.

Not sure if you mean he's level 50 yet, and the 12% finished merely refers to buying IOs, but if he's still leveling, I'd put Lotus Drops much earlier.
What I would do to save cash:
Karma -kb. No point in BotZ -kb unless you're getting the def bonuses, since CJ can slot both.
Does it really need the healing uniques? Maybe, but Consume and Healing Flames are up lots. (Unless you grab Fireball...)
Are the Absolute Amazements worth it? (They weren't too expensive last I checked, but that 4% recovery is costly.)
Powers I would switch:
Drop Temp Protection. You can find a slot for the res/def by taking the recharge out of Healing Flames, which will cost you half a second when Hasten is down. If you're going to take Tough, you might as well oughten grab Weave as well.
The biggest issue:
You're building at cross purposes with the Lethal & Melee attempt, consuming lots of slots for less payoff. A single Touch of Death (requiring one more slot) will equal the melee defense of two Kinetic Combats. Blazing Aura and Consume could be slotted to claim more AoE and/or Ranged defense (potentially saving a slot if you go the Scirocco route). Moving one slot from Tough to Fire Shield and slotting both with Aegis gains you 6.26 AoE defense at the loss of 1.26 melee and ranged. (Edit: Bah, Chaos String laid this out better already!)
I ran this build on a set team that went 1-50 in a double XP weekend. I was the tank but then I knew what buffing I was getting.
It's fun to play, but can be a touch squishy.
I think I'd be inclined to go with melee defence rather than S/L because parry works against all melee attacks but only lethal not smashing.
One idea:
I like to slot gambler's cut in slightly eccentric fashion - purple damage and proc, HO acc/dam, achilles heel proc, touch of lady grey proc, mako's proc as I use this attack effectively every other attack, I bump its DPS as high as I can, and the mako's proc adds more DPS than slotting damage up to the softcap.

I'm going to have to rework my build a tad - Chaos String, your build looks superb, but it sacrifices a few powers I really wanted. I'm banging my head against the wall now trying to decide what exactly needs to stay and go to make it work. I'll update by the weekend.

After reading over the considerations, I found that while Chaos String's push for survivability was admirable, it removed too many things I liked. I decided to stay focused on melee (with a stealth IO in sprint I'm getting into melee range pretty easily anyway) and I'm crutching less on the constant application of DA to keep myself alive.
I found I was doing almost exclusive single target damage actively, and left the AoE to Blazing Aura and Consume, and ultimately dropped Lotus Drops to that end.

I also have a kat/fire and its fun as hell. I went about the same route. He isn't fully IO'd, but he has 5 oblit sets, the healing uniques, and a few other sets. He has all the acc temp powers, so healin flames gets better. I think you do need the extra end, cause oblit, while being a great set for damage and set bonuses, doesn't help much on end reduction. I went conserve power and physical perfection for some more end against avs and some help with regen.
Its a really fun build tho

six came to me asking for tips on his build for FA and I saw I really could frankenslot a lot better when I looked at his ideas. I lobotomized his proposed build for his own Kat/FA and decided to go a slightly different direction with my own, keeping to theme at least.
Feasibly, I couldn't output a lot of damage like I really wanted to. I put in NewBurn(tm) and Lotus Drops and decided to call it a day on the S/L softcap. I can still get within the city limits of the melee softcap, and the lethal softcap, with one application of Divine Avalanche. But with the Eradications in play, I prefer to think that boosted E/N defense would be optimal, as would the +HP and +MaxEnd.
So, revised build is in the OP. I'd love to hear feedback from other builders, even if you're not an FA fan.
