Hmmm...looking over the covers...
Magneto wins against Iron Man. Magneto has worked his powers on non-magnetic objects to many times. Even if he couldn't effect IM's suit, there's just to much around him. Magneto is also a major villain that's taken on superteams solo (because all good villains need to be able to do so, to make them a worthwhile villain to the SG).
Psylock wins against Black Widow if she's still a telepath with the psychic dagger.
Spider-Man vs Iceman. Spidey. Though really I cant imagine Spidey fighting this fight at all anyways. :/
Storm vs Thor. I'd give it to Thor. Unless he still has to use his hammer to fly, then Storm may win in an aerial battle.
Hulk vs Emma. Depends on how they play them up. Hulk is usually beaten back by powerful telepaths. Emma is a powerful telepath. But I think they'll give this one to Hulk.
Beast vs Cage. Oooo. Now this seems like an interresting fight. But it does feel like they're forgetting Beast used to be an Avenger. :/ I think this will go down to Beast winning.
Rogue vs Ms Marvel. Let's remember something. Rogue beat her before.
Also, Ms Marvel has a lot of exposed skin, which is just a bad thing when going up against Rogue. While I think Rogue would win this fight, I think they'll give it to Ms Marvel.
Also I want to note I love the cover, and the artists rendition of Rogue. Also, it makes me want to put my main/namesake into a skirt/tights hero outfit (if we had better skirts >_>)
Last I knew of Angel was he could shoot out those metal feathers, and had his own healing factor now. I can't help but think that will make short work of Dare Devil.
Collosus vs Thing? Collosus.
They were evenly matched before. Now Peter has the juggernaunt abilities.
Gambit vs Spider-Woman. I'd give it to Gambit myself, but I think they'll give the win to Spider-Woman.
Cyclops vs Hawkeye. If Cyclops played it serious...Cyclops. Cyclops is suppossed to be a tactical genius. Not to mention, Hawkeye with a bow isn't likely pulling any punches. So why should Cyclops. Remove the visor annialate Hawkeye and moutain behind him.
Not to mention Cyke is suppossed to beable to bounce his energy beam off objects, which should beable to catch Hawkeye off guard.
Wolverine vs Cap? Wolverine. Adamantium skeleton vs someone with top human level physical strength? Cap will be lucky if he just keeps deflecting the adamantium claws with his shield.
Now Cap vs Cyke. That would be an interresting fight. -

I never deleted the ones that made it to 50, but I'll rename them (usually a variant of BrandX or her civvie name) or move the character to a different server.
I've done it out of boredom with a powerset (Scrapper version of WP), or thinking maybe I should go a different route with her abilities. Also done it because a change to the set just annoyed the hell out of me, or a set didn't play as well as I hoped (and that's pretty sad when I don't hope for that much) -
Time Manipulation: Increased -Regen in Time Crawl and Time Stop to -250% Each.
Dual Pistols:
Slight increase in damage but treat the end costs and recharge rates as reduced (basically like claws).
Change up Swap Ammo! Fire rounds would do more damage. Lethal Rounds would all do -Defense in addition to the KD/KB it does. Cryo Rounds would give a chance to small chance to hold with every blast and the effects stack in addition to it's slows/-rch. Toxic Rounds would do -Regen in addition to -DMG that stacks.
Pistols would now be effected by Ammo type.
PR would do -30% Resist with Lethal Rounds with -15% Resist in it's Elemental Ammo states.
Elemental to Lethal Damage would be 50/50 instead of the current 30/70. -

This! As long as they make some decent TV Movie events of Chuck, I will be happy! Or maybe even a big screen movie, make it decent, don't make it look like a TV Movie on the big screen, and see if it can lead to a franchise or just be a one time movie the fans pick up.

Most flight packs automatically kick in when the user is flying. See also: Goldbrickers / Sky Raiders Halloween costume.
Now, it's possible that she has a special flight power with a unique effect for it, but it's probably just decorative. -

No idea what I is in the Resists, but if I may suggest based on what you gave...
1) Unbreakable (Auto) S/L/T Resist Knockback Protection
2) Old Soul (Toggle) S/L/C/E/N/T Resist
3) Life Steal (Toggle) Percentage of life done returned as self-heal (percentage would have to be determined)
4) Heightened Reflexes(Toggle) +Defense All Positions
5) Mental Awareness (Toggle) Psi/Confuse/Fear/Stun/Hold/Immobile/Sleep Resist/Protection, +Perception
6) Drain (Click) Moderate-High Damage ST +Health/+END
7) Impervious Skin (Auto) C/E/N/T/End Drain/-Regen Resist
8) Healthy Fear (Auto) +Defense All Positions/+HP
9) Feeding Frenzy (Click - Cone) +Defense (Duration = Length of Animation + 3-5 Seconds), +Health/+Regen/+End/+Dmg (minor END Crash on the level of SoW or OWtS). Uses the same tech as Vorpal Judgement.
Not sure if I'd call this list any better or OPed or what...but I did think it could be done a bit differently than what you proposed, especially considering you put in 2 S/L Resist Auto powers.
I also, went with a general vampire feel (because of the suggested name of course), which is why there's no Fire Resist (it's hole!), and if you put KB Resist in the Auto Power, it's likely to be weaker than other sets with KB Resist in a toggle, or have some catch to it like Grounded.
Also, I moved Life Steal to Tier 3, as it seems more like a Taunt/Damage Aura. -

Why, for instance, is it two pieces connected by belts, semi-permanently? In the back, the straps are sewn onto each belt and reinforced. The various belts and buckles are not purely decorative. While the whalebone under her breasts seems a little gratuitous, the rest of it is all functional, even if the way it follows her body contours is a little unrealistic. (They could be sewn onto the uniform rather than lying loose on it.)
The belts on her arms, shoulders, and chest support that backpack doohickey and the "exhaust pipes" that extend from it. It's a little interesting trying to imagine the joints where those pipes interface to the backpack, given that she needs to be able to move her arms freely and stretch or hunch her back or basically rotate her body beyond a two-dimensional plane. Those pipes must be very flexible for a design like that to have a prayer of working at all, let alone being comfortable enough to wear for an extended period of time.
It's hard to imagine it as a jetpack of the conventional sort, because the presumed heat of the jet would cook her bare backside. I suppose it could be a thrust device of some sort where the thrust is supplied via the "exhaust tubes". She'd have an interesting time controlling it by positioning her arms, and heaven help her if it accidentally ignited...
Well, I suppose we'll find out in due time. Whatever it is, it seems that it's operation would be the most likely explanation for both the long sleeves on the jacket and the requirement that the pants and the jacket be tethered together to avoid their embarrassing separation.
The bare midriff may be more than a fashion statement. It may be that it makes dressing and undressing a lot easier, when you can put on the pants first, with the jacket lying on the floor or a chair, and then don the jacket and strap in, so to speak with the front straps.
The facial junk would even make some sense if it was a flight device and those weird facial attachments turned out to be some kind of retractable flight goggles.
An interesting note - the HUD combat aura would fit perfectly into the space inside of her "mask".
Or it's a hammerspace backpack! -

Keep in mind that tights means also skin tights, not only full body tights and patterns.
Add new plus versions (more basic, just a border seem and detailed cleavage like Witch top) of the more basic tights with skins.

Personally, I just find it a really...weird fashion statement. It's one thing to go for a "sexy" costume. I make fun of Desdemona because she doesn't wear pants, but at least that's, y'know, a distinct style. She's supposed to look all sexed up. In actual comics, you have gals like Psylocke, striding into combat with her ninja-thong. Fair enough. I find it more comical than sexy most of the time, but at least y'know, it's a package deal.
Penny's outfit looks far more practical here, but just sort of randomly doesn't cover her belly button. Why? Because Noble Savage has a skin quota to meet in his assignments, or something? It's just kind of...there. Not to mention those straps look awfully chafey against bare skin. The posted-and-reposted picture that extends the red part of her shirt to her waist, I think, just looks more natural.
You mentioned characters like Jean Grey or Spider-man, who don't expect their costumes to protect them, and it's true. I'm not expecting heroes to go dancing out in full body armor. However, last I recall, both those examples still covered the full body, more or less. We don't have Spectacular Spider-abs beefcake, nor does Jean share Psylocke's aforementioned penchant for wedgies.
And that was just two examples. Storm, Psylock (as you mentioned), Jubilee (originally ran around in shorts and a trenchcoat), Ms Marvel, Power Girl, Super Girl, lots of examples of showing skin.
But eh, I actually like Penny's outfit. *shrug* Better with the red with black leggings imo. -

A golden-age heroine's costume would never look like "underwear on the outside". It would have been inspired by a one-piece swimsuit or an evening gown and more likely to have a skirt than to have any piece that was obviously meant to look like panties.
Penny's outfit looks just fine when drawn that way, as some of the photoshopped examples in this thread show.
Is she risque? No, not really. Is she gratuitous? Yes, most definitely. The question is, "Why?". What's the point of drawing that attention, to the point that they even paint her panties on her trousers?
I say "they" because Penny is a fictional character and ultimately some designer at Paragon Studios is the one who made this decision.
She wears a uniform made of some shiny, apparently rubber-like material that one assumes is intended to be protection of some sort. Why then have an exposed, unprotected midriff? That seems downright silly. I assume the weird belt holds up her pants in much the way a garter belt holds up stockings. Seems like a clumsy arrangement,really.
However, teen Penny also wears a short jacket. Maybe she just likes the feel of air on her belly. *shrug*
"Underwear on the outside" serves a purpose, however antiquated, on the Superman-inspired styles and it was never intended sexually, nor would it have been perceived that way by the people who were initially exposed to it. The circus strong man style would have been well-known and recognized for what it was.
I don't think you can find any examples of a woman wearing a lingerie-style of clothing that doesn't involve at least a deliberate display of her assets, when it doesn't involve outright intent to pander to male sexual desire. If you can name any, I'll be interested to hear of them.
A character like Swan has her place in the pantheon. She's a Victoria's Secret hero. That's fine and dandy because she doesn't make any bones about it. In fact, there's a certain intimidation factor from dressing like that - a criminal who is accosted by a hero in nothing but lingerie has to ask himself what defenses this hero has that he's not seeing.
Penny's outfit is basically pandering. She's wearing a protective uniform that covers her up and that could have had thousands of different patterns imposed onto it that would have been cool and unique. Instead, the pattern that was chosen was to literally paint her underwear onto her uniform since we couldn't see it under the uniform.
If anything, the one thing that actually offends me about the design is not the sexuality of it. It's the idea in some graphic designer's head that the only way that I, the player, can recognize this character as female and appreciate her as female is to spell it out and clobber me over the head with it, as if I'm too stupid or loutish to appreciate anything other than lingerie on a woman.
The exposed belly aspect of her costume can just be simple to explain as just her own personal style.
One thing most characters like Penny have in common is their reliance on their natural abilities rather than armor.
This goes for all characters, not just Penny, when it comes to the superhero world.
Jean Grey, no armor, she relies on her abilities.
Storm, no armor, she relies on her abilities.
This is just how it goes in this genre when it comes to the ideas of wearing armor.
Spider-Man would be served well by wearing a bit of kevlar, he doesnt. He relies on his agility (which wouldn't really be hampered by a kevlar vest), spider-sense, and general toughness (which doesnt include being bullet proof).
Basically, Penny's outfit is about looking good.
The problem with that, isn't that it doesn't give protection, the problem with that, is it comes down to personal style on what looks good or not.
And in the case of the dev artist team, sadly they have to put up with people who obviously don't get that fact of the comic book genre and need their realistic outfits, because they don't have the imagination it requires to remember this is exactly what comic books have been about since the beginning. Visuals.
In comics, a character has armor only when it works for that character's history (like Iron making a suit as his power source). -

For me, I really think Claws looks terrible. I keep wanting to make a Claws character, but the animations just really turn me away from the set. Does anyone else think they look...I dunno, halfhearted and lazy? Like the character really isn't putting too much effort into their swipes. I always thought a set like Claws would be great for a 'berserker' type concept, someone who just goes into a fury and is spinning and swiping at anything that moves. But what we have now, it feels more like "OK, stay still, going to give you a light scratch in a few seconds here." There's no OOMPH in any of the attacks. I would love some different animations for this set.
Anyways, any other sets you think could benefit from alternate animations?
To be expected. And sadly, I understand why they don't go about revamping them. It's just not as cost effective, and even if they did make new animations and charging for them, there's chance of negative feedback or only getting half as much from the endeavor.
Figure if people get charged 800 for new animations, it'll have people upset. Some could easily just say, "I have the set for free, I can live with these animations at that price"
Next, if they went the cheaper route of 400, it can still easily have people saying "I get the set free."
Plus with power custimixation, lots of players would likely expect to just have the animations for free. Under the new model, this just isn't as likey.
Then of course there's the "I just want actual new stuff instead of revamped old powersets" players.
Me, I'd pay for new animations for AR, BR, Archery, where I didn't just stand there and shoot! Give me a duck down and fire. A roll and fire. Some movement in there! And I would buy BR, play a AR past lvl 35 and get an Archer to 50!

Don't mind the fix myself, though, I will miss being able to get people into Cim when I was forming for an ITF and they realized they hadnt done the arc yet.

Yup. I'd change the white part of leggings to black, and the outfit would look much better (imo). Don't go the one solid color route

Against certain enemies, yes, and S/L are about equal on being resisted more/more often than other damage types.
Against AVs, yes, they'll usually have good S/L Resist then okay resists to everything else, with a possible exception to an exotic damage type inwhich they may have equal or greater resists.
So it comes down to tagrets. Same goes with enemy groups, but one worries less about resistances there (or should anyways) as with high damage classes, at least in my experience, that resist usually means just 1-2 extra hits. -

The attack chain of 3s, 6s and 8s CONE attack is very nice and then you throw in Assassin Strike when 3 stacks is on.
With 9' reach, Guarded's cone attack can easily hit 2 targets. It is a really nice attack at lvl 4. Its base damage is like a real 8s attack which is higher than 2nd tier attack Piercing. The great thing about Guarded is that it's a good cone attack with only 8s recharge. I use it all the time when its on. I don't feel like I am wasting my dps by using Parry. The bonus +defense really feels like a bonus rather than something that I need to sacrifice for to get. I get that feeling when I use Parry because its base damage is low and activation time is kinda slow too. Guarded even without any +defense slotting is a decent attack.
I really don't know how well an attack chain of 3s, 6s and 17s eye of storm. That is strangely long wait before Single Origins, don't you think?

For a strictly PvE build, the Stealth proc adds nothing to a Stalker build. Doesn't even help against enemies that see through hide.
And for a PvP build, you'll want to add in Stealth/Invis and possible Phase Shift.
