I admit, I am sometimes short fused. So if I am on a team and liberally applying SB to my team and it happens to drop for a moment, and one member finds the time to complain about not getting SB, I will probably snap back.
Even more effective is just discontinuing SB altogether for that person. There are a number of powers that a kin has that are fun and powerful, so if you just happen to spend some time using your other powers, I don't think you should be held to the fire for questioning.
Teammates that I will continually SB without them asking- buffers or stone armor users. Buffers get it because buffs up more often is helpful for the whole team. Stone armor users get it because most haven't overcome the runspeed curse they inherit, and it is just pitiful watching them try to get around without it.
All others get it when I am in the mood and area. I do my best to build all of my toons to be efficient with endurance, so don't get angry at me because your toon has ED (endurance dysfunction). If I see you low on gas, I will probably try to shoot you a boost or even fill you up with a transference. But just because you are having endurance problems doesn't mean you are entitled to a SB. SB is optional, not mandatory. Get over it.
Now, I'm not saying, every KIN should take SB. I have never kicked a KIN for not having SB. And never told the KIN with SB to keep everyone SBed 24/7.
In fact, I've told KINs that if they didnt want to SB so many they could skip over my toon for the most part. Why? Because I usually have the END REC to not need it, in my build, and the +RCH isn't helping my DPS anyways.
It would allow my RAD to AM everyone more often, or my Dark Miasma to use Howling Twilight & Tar Patch more often. But usually my attack strings are pretty solid (though not always) without it.
Now after all that is said. If you have no END Problems, on any of your toons in a long drawn out fight, you're either IOed out or so OVER SLOTTED in ENDRED, your damage is crippled or your accuracy.
Unless you just mean your KIN has no end issues, which then...DUH!
Or you only make characters with EXTRA +END powers. And then again, DUH! Not all combos have that ability.

Now I don't promise the Mo will happen, but I've run them with PuGs, most might not make the Mo part, but a handful do...not to mention...eh...if you dont get the Mo badge, you see get merits or a Hami-O! -

Or they could let you at least start popping the inspirations while still rezzing so you can rez in place and not die (or at least less likely).

I'm not looking for the obvious answer, "The Devs haven't gotten around to it yet," or for bullies who answer me with thinly-disguised put-downs - I want to know if there's supposed to be any good reason for these particular absences.
Well, for one, they wanted to make it so people who wanted to play a set would have to go to one perticular AT to play for some of it.
Perhaps they knew Power Proliferation would be good Issue material so left it out on purpose to have something to proliferate.
Truth is, some of what you're asking is really that simple. Just hasn't been proliferated yet.
Ice Armor and Ice Melee had problems in beta at the time of CoV. Though I find it funny, you ask why Brutes don't get it, but don't mention it for the other melee ATs that lack it.
Thermal Radiation was just recently ported over. So it's not like they started with it. So, that's likely why they don't have Cold Domination yet. It's not like they said "Let's give them one elemental set and not the other" when Masterminds were introduced. -
Because TeleKINETIC Thrust, in Mental Manipulation, is Smashing/Psi damage, perhaps?

To the OP:
Fire/Rad, Emp/Psy, Earth/Thermal, and, to a lesser extent, Kin/Elec can all be viable PvP toons. If you want severe disruption and annoyance, go with Earth/Thermal but know you won't be able to kill much. If you want to be a support player, go with your Emp/Psy (which is actually a top-end Defender PvP build). The two most important things for you will be movement (you want AT LEAST Super Speed but having both SS and SJ is highly useful) and KB protection. I'd just buy some temporary KB protection if I were you.
Or you can create a 2nd build and dedicate it to PvP; that's what I've done on my Mind/Psi, Fire/EM, and Fire/Regen characters.
My point was, I had a PvP toon who was fine one on one, but went into zone and could be taken down when teamed up again. I still had fun PvPing...win or lose.
I could of easily have just said...
"I had a pvp toon that no one managed to take out one on one (not saying it couldn't be done...as I'm sure it could of been), but go into a zone and I was wrecked by teams."
The fact that I said Before i13 PvP was a timeline of when, mostly as a "I don't have a toon like that now".

My point was, pick a combo that you have fun in, and go in looking to smash some buttons versus other players, instead of MUST WIN OR MUST SOMETIMES WIN, and it'll be more fun.
I have more fun PvPing with a build combo I enjoy playing than a PvP FOTY build. -

Don't worry about being good. More so imo for zone play.
Before i13 I had a pvp toon that no one managed to take out one on one (not saying it couldn't be done...as I'm sure it could of been), but go into a zone and I was wrecked by teams.
Still had fun.
Go into PvP looking for anything other than the fun of just attacking (win or lose) other players is what I tend to draws other players away. It's also what allows them to get all upset if the opponent tries to trash talk.
Dying in PvP really means nothing. No debt. No nothing.
Besides that, it's a bit borked as is.
But again. I just go into the PvP zones for fun button smashing against other players. If I win, or if I lose, YAY! As long as I have fun.
I've had some PvPers tell me I'd do better if I picked up super speed for instance. And I just smile and say "Concept doesn't allow it" and go on having fun.
The need to always win is part of the reason people don't get into it, I think. PvE makes you look tough, even when up against AVs. PvP makes alot of builds look like wet tissue paper.

Hmmm...I thought the rep bars where more a novelty than anything. But I do love the comments section of them.
And I've given + amd - rep to the same poster before (obviously not right after the other of course).
But seeing as how there's a +REP me thread and a -REP me thread, and recently seeing GG's rep meter going from 11 green bars slowly working it's way down to 1 red bar, back up to green, down to 3 red bars, and back up to 11 green bars within an hour.
Though that could just be a GG thing.
As she's the only one I've ever seen that happen with. Or a forum game that's going. *shrug*
But I do like the comments, even if I don't always understand the comment myself.

in the past it use too take planning on what contacts you wanted to get certain badges for accolades and most of the times multiple deaths getting exp loss so you didn't miss a certain contact .
the way contacts where set up you would miss some missions unless a friend had them ...which was a good thing.

issue 11 ruined that .
it made things easy
it made the content worthless because you could hit 50 and go threw all the arcs and get rewarded with "oreo badges".
no longer was there any planing on what contacts you would hit up ,or discussions with missions or challenge in any way it made badgering worthless ...now getting badges are just a number back then it was "oh wow how did they get that".
and this is just with "issue 11" i have had gripes all the other issues all the way up till issue 17 but with the other i don't have a deep a gripe because in all actually not much has been really added to the game far as content the one good thing though with issue 17 is they have excellent mission arcs .
"edit: i know task force's have been added ,but i don't consider that content same goes with AE i don't consider that content either the on going game lore didn't progress fan fiction doesn't count"

i'm just saying the quality of life couldn't be better ,in fact it maybe too good !
now if development would work issue's that revolve around something that resembles a comic book and do that for atleast 10-12 issues i would be happy.

In fact, only once have I ever planned out a characters path to get all the badge missions on the way up to lvl 50, and that was my stalker.
I deleted that stalker.
And that was after Oro's introduction. I wanted the badges BEFORE I got into Oro. I got up to lvl 22 before deleting the stalker. But I hadn't missed a badge mission...which took some work trying to figure it out using vidiotmaps.com. -

I just can't decide. They are good in their own right; and certainly go with Demon as a primary.
If you're not going to shield you team, then /Dark.
If you plan on shielding your team. Pick one, go to town, you can't go wrong

As I've seen stated before, in a game like this DPS is really insignificant considering how quickly most everything drops in a group.
So I'm up for any suggestions, just give a brief explanation as to why you recommend what you do!
And for reference, this is what I like in terms of powersets:
Fun > Damage > Control > Support/Healing
My suggestions...
Dual Pistols ANYTHING...this is a blast set I love for the fact that I don't feel like I'm repeating the same animation over and over again to get a different effect. I love the flashiness of Fire Blasting, but I feel like my toon is just standing there. Dual Pistols puts in the animations
You may want to go Corruptor or Defender, as they feel like they get the better survival. Blaster however feels like it's laying waste to everyone more often. 
Fire/Earth Assault. This has been alot of fun
Probably feels alot like that Dom you're cuttently playing. I just find Earth Assault to be the most fun Dom set to play. 
VEATS! It's playing a melee toon with more range! They are the RANGE/DEFENSE AT (now only if the devs will give Soldiers and/or Widows DUAL PISTOLS as a weapon option). -
It fit my toons concept. What else would you name creatures you summon from nightmares? Hyper active and playful when she doesn't need to be serious (and when you have a horde of nightmare creatures doing things for you, sometimes you can get away from even that).

I did however help friends come up with more demon/not so cute names for their demons though. But then, they were actually summoning demons. -

I am planning to name the next Fester and I haven't quite decided what to call my Demon Prince yet (How does BOB sound? No? Okay I'll work on it more ) LOL :-D

...all proper names for creatures from the land of nightmares.

If I have to choose from a select list of deities, I'd hope Inari is in there for my main and her sisters, just because well, they're daughters of Inari.

Though I think it'll be a little more generic, for the players. -

i'll break down ...both issue faults
issue 11
added absolutely nothing to the game in fact it took alot from the game itself previously you had to take certain routes to visit certain contacts if you wanted certain badges or you would miss out i remember visiting red tomax's site trying to do the best course of action to receive certain missions.
which made not all contacts available on one play threw on the path to 50 ...you needed either to shout in zones or talk too friends if they had certain missions which added some challenge to the game .
also note you didn't have access to all the contacts or missions you had actual variety plus hidden contacts..
when issue 11 dropped all that went away missions and contacts could easily be re done what made it worse is they actually gave you badges for doing the flashback missions
inadvertently doing all the content available in the game ...nothing was new anymore .
issue 16
adds nothing either far as content being able to change the colors too powers ....and that's it .
and the Enhanced Difficulty Options which itself just alienates teams more and is basically only good really for someone that's farming .
for real go back and check the issue's and you can see a trend in the quality of issue's

issue 10 was awesome ..then it progressively got into the realms of more detail went into costume packs than actual issues.
but like i said i expect going rouge to pull people back into the game.
That's what it reads like you're saying. And if that's the case you can still do that.
Or, you can go through and then go back on any mission badges you passed up alongthe way.
Not only that, but Oro gives new content as well. So, it's win win!
