Something to think about, while not much truthfully, NERVE while useless for everything else, does add 3% More defense to help on those iTrials which have a higher softcap. Maybe it's not worth it *Shrug* but I'd think it's something to consider.
As to which two purple sets. Depends! Hecatomb (Melee) for sure and I'd put it in Storm Kick to get more use out of the proc.
The other would be the PBAOE UNLESS I had a range attack, then I might just choose the Range attack for the +RCH, +HP and +Regen (the +DMG is a nice little benny too).
There is also always using the +RCH Destiny, though I think with MA/SH I'd go with Rebirth for the Heal.
Also if you're planning on TF/Trials with this character I don't see why you can't think about slotting Purples (and the PvP +3% Defense IO by either just Hero Merits, EMP Merits or getting enough influnece to buy it).
Set it as a goal to work towards and just make that MA/SH even sweeter!

I would actually argue the opposite. That all other Defender secondaries give up too much damage for their debuffing component.
Sonic blast provides debuffing to benefit the team, and increases it's own damage at the same time. All other sets provide debuffing to benefit the team, but are stuck dealing crap for damage. (Except sets like Archery (plus a couple others), which don't even provide any meaningful debuffing.)
Sadly the recent addition of a solo/duo/barely-there-on-a-trio damage buff to Vigilance means that it's highly unlikely this issue will ever get addressed. I can't even call it a "Small team" buff with a straight face. Small team is 3 or 4. You get nothing for 4 people. You get a whopping 10% for 3. Stop the presses.
To the OP. -Resist is just better.
As said previously by others, I get enough ACC/+To Hit in my build to make -Defense not all that important.
However, that -Def component in abilities is nice in that you can slot a -Resist Proc (except for Crippling Axe Kick which needs to be allowed to slot the Defense Debuff just for that proc imo). -

For Empathy, how about regen components added to the healing powers in exchange for some of the power. Target gets healed and increased regen for X seconds. Or maybe add a target component to the power, so it heals for X plus an additional X for each enemy in the area around the target it hits. Kind of like a healing Fulcrum Shift.
There are always ways to make a powerset better. But I guarantee that shield powersets spend much more time buffing people than empathy.
Empathy has ST buffs yes, but they're no where on the timer of other sets where it's a simple castx7 (or even more for those who want to buff their pets or stupidly enough a whole league with a ST buff power) but they're not the same outside of Clear Mind which is giving effects that dont even get the AOE benefit for KINs ID.
Empathy isn't these shield sets. It plays differently.
This QoL buff doesn't mean other sets need a buff. It means now people can SB 1 person and get the whole team, because I promise you, when I now make a KIN if they can't stay huddled into an AOE big enough for the SB buff, they get to lose it untill it wears off
Shields will be the same way.
Those Empathy buffs? They never got the whole team (okay maybe some HIGH recharge builds...but generally no). -

I understand that buff/debuff sets and melee sets are the most wide-spread power set types across all the archetypes, and therefore making a set in either of those categories allows for the greatest amount of distribution, and appeals to the greatest number of players. That is the definition of smart business strategy, and I have no problem with that, so long as the more unique archetypes (Dominators, Masterminds, Blasters) get some more variety as well.
I mean let's look at it. Make a Dual Pistol Secondary for Doms, it gives them a more tech/natural feeling Secondary, right?
But with their new game model, they may feel (and rightly so) they can't make it a simple port with a few different powers, as people will be saying "why isnt this just free, you just copied powers" so if they want to sell it, they'll need to think of a way to make it really new and unique.
Something they'll have to do imo with every new set they put out there to be sold.
If Assault Rifle was out after i21, the player in me who wants access to all powers MIGHT buy it, but the there's a larger part of me that would likely say "You think the set sucks, you'd have no fun playing it due to the animations, why pay the money? Why spend the Paragon Points, when I can save them for a new Power Set I do like" and that's one less person handing over money to them. -

Think about it, all the other powersets in the game are based off of concepts that we as people, not in game but in real life, understand. Things like Kinetics and Gravity are physics or even concepts like Empathy and being able to control thermal energy. It's all science and knowledge. However, the one things that the human race still has a lot of theories on is the ability to manipulate time. It's something that we as a race have not been able to accomplish.
So, as I said. This should be a very unique powerset that is not a bunch of copy/paste effects from other abilities in the game. I hope to see original thinking outside integrating current theories of time alterating and basic physics that are simple to understand.
I think it'll have to be good for the reasons that if it isn't free to everyone (F2P players as it seems this will be a free to VIPers but I'm not 100% sure) and it's found to be sub par, then people may just not buy it.
We know iit'll have two new effects we havent seen yet (which kinda seem like basically a PBU type of effect) which could be awesome, but won't mean much if people think the sets is lacking or lousy to play or what have you (look at Sonic, not an often seen Powerset).
Now I'm sure there will be people who say "Okay I have to reroll my already currently live Time Manipulating concept" whether the sets good or not, but they nay just say "Meh" and go back to their original.
If you have to buy it, then early reviews of the set will likely play a big factor too.
Now I'm sure many will buy it either way. But if they want everyone to buy it, it'd better be awesome.
If it's free to all no matter what, with i21, well...we could be sad kittehs.
But then people can always ditch the set and go back to their other sets they use as a Time Manip set.

Aside- This game relies very little on healing and direct heals. Even the pools with multiple healing powers devote more of their design to buffs and/or debuffs. You won't find a dedicated healing Class or Power pool in this game (even Empathy). If you team with people as a focused healer, you will accomplish more than you would trying to solo with such a build, but you will also be putting more burden on them for your progress than you would with a more balanced outlook.
2) As I said, missions are instances. Most of the game's population is in those instances at a given time, thus you don't see them. If you seek out some global chat channels on your server, you will be in touch with more people, regardless of where you are and they are, and the game will rapidly feel more alive to you.
3) As far as I know, there are no Auction Houses in Praetoria where you are. I think there are banks, but I'm not sure. I do know there are vendors (not Merit Vendors) marked on your map that you can sell to. To sell Salvage and recipes to them, use the slider on to move the left side of your window down to see them.
4) there is something you can do. Stop thinking of yourself as weak. Unfortunately there isn't any way to change your difficulty settings in Praetoria, but you can start a character as a hero or villain and get some more control over the settings in missions (and get some overall easier missions). But really, you're not weak unless you ignore parts of the character pools available to you (overfocusing on heals early on). Another good way to handle over hard missions is to kill things on the streets that are easy for you until you get a level or two above the missions you have trouble with.
My last advice to you is to find a friend. Someone who likes to do the combat thing more than you do and doesn't mind letting you focus on support as long as you do a good job supporting them.
2) This can be really true for Goldside. And right now with the Fire Farms, I can see people prefereing to rush to 50 and just do tips to get to the side they want.
3) there's an AH in Imperial City. Easy enough to get to even if your in Nova
4) This is true. Want to be a dedicated healer and not attack much, it also means having to suffer with finding teams all the time. Sometimes this is easy, sometimes difficult, and the more populated servers will just have an easier time of it. -

Tough that said, lnowing my build, depending on how you tweaked it should beable to hit Soft Cap in at least S/L. Unless...you nix perhaps the expensive IO.
Even then, you're a Brute with extra HP, so better Regen to cover it. -

I understand that some of this is because of a worry that there will be an influx of spam, but from what I've seen from other F2Ps that I have played it is normally not the case.
What I see CoX ending up with, if anything, is the non gamers, there are other games out there that allow for a lot more freedom for their F2P players, and the potential CoX customer base is just gonna stay where they're at or find another game that allows for greater freedom, and not with us. -

#1 bubble style - formerly would be kept up on everyone by recasting, but soon to be area. I don't see this as likely for several reasons. Why bother with the new mechanics if the usual person you cast it on will only be getting one set of the modifiers? If they are bothering to make two sets of effects, then they likely expect a good mix of people who do and don't have the base, enhancing effect on them.
#2 forge/fortitude style - long recharge short duration buffs. This way, you can build for recharge to get it on as many people as possible. Still, for most of the game, you have to decide who in the group is getting the enhanced effects.
#3 toggle - simple enough, pick one champion/main target, and they get the best and worst of your buffs/debuffs, everyone else gets the second best effects.
I see 2 or 3 being more likely. That even allows the other effects to tend more towards area abilities, as they can offer significant boosts to one other character without being overpowered when applied to a whole group.
One a toggle and one a clickie.

Does anyone know the math though? Like How much averaged per attack is done by Mako and how much by Touch of Death and then assuming xresistance to lethal and y resistance to negative across the enemies, one has a (presumably insignificant) advantage?
It's so much easier on a tank too, they can run 30% chance to fire psi damage procs thanks to taunt in everything. Nearly anything that resists Psi takes bonus damage from lethal so it's a perfect pairing. Heh. I think robots are the exception. buggers.
More chance of firing off, the more damage. Basing it on various resistances will have the procs having varing effects across the map, as different enemies resist different things.
Though I believe Negative Energy is one of the least resisted types, but then, figure you'll fight a lot of CoT.
