I mean, Praetoria and the Rikti - iirc - only found Primal earth because of meta human meddling in alternative dimensions. Do we really want to live in a world where irresponsible scientists and walking deities decide if we live or die on a whim while inviting their friends from other dimensions over for sunday morning brawls?
Vanguard's campaign to perpetuate fear and distrust of the Rikti is the sort of pot-stirring melodrama you're talking about starting, and that storyline is all done except for the billboards. -

Even for me, that wasn't a fix. You work for Fox News? In any case, the only reason to have a male character with a sash is if'n you wear a tux with it, SOOO... we still need pants to work with the sash. -

So you insist to check the offices, and all of a sudden the receptionist pull rifles and Arachnos soldiers come rushing out to kill you because you're obviously on to them. Turns out this was an Arachnos front.
That sort of storyline would still paint them as the brazen, callous villains that they are, conducting criminal operations in the heart of an American city, but it would also show that they DO care about not getting caught. Arachnos agents can then still rob banks and put bombs under people's doting grannies, but they do so secretly, because they don't want people to know they're doing these things. It makes Arachnos seem smart as well as powerful.
I get the feeling that Lord Recluse doesn't even care about legalities. Even if you caught him shoplifting on camera with a confession and signed statements from the Freedom Phalanx, the Arachnos Lawyer Corps would keep any legal action from progressing well into the 25th century.
Recluse just brazenly does whatever he pleases because he knows the "good guys" are restricted by their legal system and he is not.
However, I like your thinking and I agree with you that Recluse needs to expand his base of operations. Maybe the problem is that we don't see him trying to turn things to his advantage *more often.* Why doesn't he use portal tech for recruiting and resource gathering? What is he doing with all the tech we've seen Dr. Aeon using? Isn't the AE system like a way to feed an "alternate" Well of the Furies? Does he have a way to use Shivans against the Shivans? Why doesn't he use Von Grun's vials of bees? What about the "ghost research" that horrible woman in Port Oakes is doing? Recluse has so many fingers in so many pies that he rivals Nemesis in complexity. So why does he rob banks in Paragon City? Because he enjoys it. -

Truthfully, I think 'PhiloticKnight' AKA 'Westley' is quitting because corruptors are soon going to be appearing blueside at level 1 and his precious defenders will be outclassed, outgunned (as it ever was) and lose the moral superiority of being a hero AT.
I can see him crying himself to sleep at night over that last one. -

They're just moving it to the test server for a few weeks, which is the stage before going live.

Why? Because this gives NCSoft time to roll out the head-start (probably near October 1st), provide ample notice (as promised), and gives time for the free months to roll off that tons of people (likely) picked up during the Freedom sale, when CoH was only 2 bucks and came with a free month script.
Speaking as one of those incoming freebies, it makes sense for them to try and eek out at least 1 month's subscription cost out of us before they give us the option to go F2P, or continue paying.
Plus, that would put the release on a Wednesday, giving them ample time to fix any major ****-ups before the weekend. -

I can see them making their announcement about the headstart for freedom on the 12th, but not a release. Have they even put I21 on the training room yet? They usually do that for *at least* two weeks before release. That way they can see all the bugs that pop up when you put it on an already populated server.
I'd rather they did this right than rush things. Believe me, I have seen what happens when they rush things. -

Level 9 are the renewable rewards (signature character summons, dual inspirations) and higher than that are the Celestial costume pieces. -
Far from an annoyance, I think that not having your first choice of character name encourages creativity.
Of course when Freedom arrives, that creativity is going to be tested when the freebies make characters with names like ".xXxx 53PH1R07H666 XXxx."
