You are 3.5% above the SC for E/N so you might consider swapping the Eradications in Shadow Maul for Obliterations to add more Damage and Accuracy to the build.
You are 3% below the S/C for F/C attacks which can be made up by swapping the Titanium coating IOs in High Pain Tolerance for Aegis enhancements. Some people will say that F/C is the least important defense category (and it probably is) however I personally prefer to be hit as little as possible from all attacks especially the cold based ones and their recharge killing secondary effects.
Speaking of Recharge, you can squeeze a bit more into the build by changing out the IOs in Maneuvers for another LotG three set.
On that note, you can also add the Winter's Gift slow resistance unique to Super Leap to help give more protection vs. recharge reducing attacks as well.
Unless you are actually planning to die a lot, you really don't need to waste the extra recharge slot in Resurgence. Personally I'd move the extra slot over to siphon Life and add a heal IO to it. That way it will return 40% more HP to you per attack over just slotting it with the Kinetic Combat IOs (278hp vs 198hp healed based upon your current build). If you take one of the Taunt IOs from RttC and move it there as well you boost the heal per strike even higher (327 per hit) and add 12% more to your Regen base with two Numinas.
And a "free" heal of that strength every 4.5 seconds can be huge in helping to keep your tank on his feet when things hit the fan.
I also changed the IOs in Taunt to Mocking Beratement for a little more End and S/L Resistance which puts you a little over the S/C but then allows you to take a slot out of SoW to use in Heightened Senses for the 4 slot accuracy bonus to the LotG set.
Finally... The only concern that I really would have is that you skipped Midnight Grasp which is the hardest hitting attack in the DM set, and while you can live without it including it would tend to bump up the DPS of your attack chain. (Also note, Shadow Maul tends to reduce DPS in most builds due to the very long animation time and difficulty in getting an optimal number of targets inside of its very small AoE cone.) However those issues really only effect soloing so if you are building this intending to primarily act as a tanker for groups then it will not matter all that much.
Here is the build with those modifications. Overall it should be a bit more durable, a little faster and have a bit more accuracy and damage.

So if you don't mind being hit 2-3 times more often by E/N/F/C attacks then yes.
If you actually want to be able to tank well against everything though you need more than 38% in your defenses. -
Yes, actually I do although I am on more often as Speed Force or Iconic there there days.

If you are using the actual Steal power then that should be the case however the "stealth" effect from the Celerity IO only grants a reduction in visibility (agro radius) and does not impart any + to defense on its own.

Stealth isn't there for Defense, the build is basically already capped.
The only reason I would use it is for soloing missions that require you to "find the glowie" as it's usually easier to just turn off the taunt aura, turn on stealth and zip through to the object.
That being said it really is only slightly more practical than Afterburner as I would rarely ever use it. -

For some reason when I slotted Shadow Punch with MotT my resists dropped, some went into minus 2%, anyone know if that's a glitch or something else?
You also have a "10% regeneration" and three "21.08 HP" bonuses over the rule of 5 cap that are non-functional.
I tinkered with it a little and now you don't have anymore broken bonus stats..

Well I was right. The game was trying to run with Ultra settings on basically an Intel 3000 chipset and ignoring the Radeon processor and dedicated memory.
Once I figured out the issue I downloaded the latest bios from Acer (which claimed to address issues such as these) and after flashing that and wiping and reloading my video drivers...
... CoH boots up cleanly and now the game looks and runs perfectly with all the bells and whistles.
Shadows, reflections, no jaggies....
Much better now.

Well for one thing, putting the Tanker AT proc into a power that you only use once every 42 seconds is a waste.
I'd re-slot that into the attack that you will be using the most often to insure that it stays up and stacks as much as possible. losing 2.52% of continuous S/L resistance from the set bonus will be more than made up for by having the enhancement proc 6.7% resistances to all types steadily instead. Especially since it can stack fairly easily. -
After playing with the settings and the game a bit I suspect I may understand the problem better now.
The Aspire 7750g series laptops come with two graphics processors, an Intel chipset for basic usage and a higher end graphics processor (with dedicated memory) for gaming applications. In the case of my model, a Radeon 6650m.
The problem lies in that the laptop is supposed to auto-detect when a program calls for the higher end chipset to be used however in the case of CoX I suspect that is is not recognizing the older program as one that requires the Radeon and is in fact running the game using the Intel chip and the I7 processor.
This explains the rather terrible graphics I am seeing as well as the problems running any of the more advanced graphics features. CoX sees the Radeon drivers on the system and therefore gives me menu options to select features that the actual chipset driving the game cannot enable. -
Well I tinkered with it a bit.
Swapped TP: others for Maneuvers so that you can push the defenses closer to the cap all around when needed (and can run with it off when not) so that your defenses now sit at:
Defense:
S/L 45.5%
F/C 43.6%
E/NE 44.2%
Psi 30.5%
Which means that you'll be hit basically half as often vs. E/N attacks and almost 2/3rds less often vs. F/C (And nobody likes getting hit with Cold attacks). Plus adding Maneuvers lets you toss in another LotG 7.5% global recharge into the build.
Swapped the Scirocco's in Soul Drain For an Acc/Rech to shave a couple of seconds off the recharge in it,
Swapped in Thunderstrike into Laser vision to buff the E/N defense (the reduction in incoming damage more than makes up for the small HP/Regen loss).
Ultimately, if you have the 300+million inf required, you can add in the Gladiator's Armor 3% Def unique and drop Maneuvers but without that this at least gets you at or almost up to the cap on all your defenses.

Nothing major but a few thoughts.
Kin Combats in Charge Brawl are usually used for typed defense (S/L specifically) not for boosting positional defense. Probably not the set to use here.

Actually, I believe that a full bar of Fury grants a 200% bonus to the base damage of an attack.

Basically asking if there is a page up somewhere that explains all of the various values in the system like damage and defense caps per AT, pet and critter type.

Let me preface this by saying that my DM/Regen scrapper was originally created on the day CoH launched and was the first character I ever leveled to 50 in the game which unfortunately is a double edged sword. While the character holds great sentimental attachment for me, that is strongly tempered by the fact that my favorite times playing him were back in the days pre-issue 6 where he could easily run with prema-hasten and 1200%+ regen active continuously making him a nigh-invincible melee machine.
Today I look at the character and even with IOs I can't see bringing him back to anything close to what he once was. Even worse when I compare it to what a similar DM/WP build today could look like and I just don't see how my DM/Regen can compare.
After all, the /WP build has similar base regen levels, decent boosted regen when engaging multiple opponents with no time limits on the extra regen (unlike today's version of "instant" healing), and the ability to easily have much, much higher defensive levels over a /regen build.
And adding one more thing to the mix is that these days you can build a DM/Regen or DM/WP Brute blue side which potentially allows the character to access the Brute Mu ancillary pool to pick up two AoE attacks (which is the one serious hole in DM).
Which makes me question whether it would just be better to rebuild the character as DM/WP scrapper or brute and be done with it.

Have seen this on an 8800 GTS - It was caused by NVidias bugged drivers setting a cooling profile that slowed the fan down the higher the load.
Took about 3 driver releases before they got fixed. Fortunately I was able to update the fan profile before it burned out the card.
AMD haven't made that mistake but it is likely that system cooling isn't up to the task - always a risk with laptops.
The Temp monitor is ~way~ below the critical range for the chipset and since the blackscreen appears the instant that AA is turned on and goes back to normal immediately once the slider is set back to zero frankly it wouldn't have time to overheat/cool off that fast.
It's some sort of problem I think with the shader code in CoH and the AMD driver because if I set the shadows to zero then the problem goes away however at that point setting AA even up to the max does nothing to reduce the jagged appearance of everything in the game. -
This is my attempt to build a character to be used for soloing/grouping/anything but mostly for just having fun.

I was looking at the Mu set for my next brute and after playing around in Mids it looks like by slotting the set for End recovery and end reduction you can create an attack that generates a net yield on the amount needed to power it.
For example:
Slotted with three lvl 50 End enhance IOs and 2 End Reduction IOs the power claims to cost 4.68 end per attack and generate 8.49% of total end return to the attacker which with set bonuses and accolades could yield a return of 10 points of End per hit. A net gain of over 5 End.
Is this right? Does the attack return End with every successful hit or is there only a percentage chance of the End return firing each time? -

AA tends to have a bit of trouble with occlusion, or occlusion with AA, for one. Those settings also increase the load on your graphics quite a lot, which can cause a graphics driver crash and reset(black screen) if your system is already pushing graphical load very high.
This tends to happen most often when your graphics card is overheating.
Get a temperature monitor for it if you can and try to keep it below 70 degrees Celsius.
If you must have AA on, try turning off occlusion or lowering out of ultra mode, or lowering other settings even.
Turning off shadows will likely help a lot.
My video card is ~way~ below the break point for it (48-54 Celsius) so the chipset itself isn't overheating at all. -
Trying to play on my laptop now and turning on frontside AA to any degree other than zero causes the game screen to go black (however the game continues playing).
This is with an Aspire 7750-G laptop with a AMD Radeon HD 6850M graphics chip so it should be able to handle the AA request without issue. -
It would help to know what your goals are for the character.
Soloing missions? Grouping for TFs? Farming INF?
Right now you are really pushing recharge but only have one slot in Hasten which leaves it with a large chunk of downtime.
The only Defenses you are pushing up close to the SC are F/C which is really only good if the character is being designed for farming AE missions. If that is the case then you are on the right track but if not then you need some serious tweaking.
You have recharge reducers in Indomitable Will and Assault? -

On the Tanker there is a 15.33% spread between the S/L and the other defenses and on the brute the difference is only 11.46% which explains the spike in S/L on the brute that I was seeing.
