No offense since I'm sure Arcana and Castle put a TON of work into this whole system...
But the Initial Results of some Tests seems to indicate that the game was actually MORE BALANCED and less "binary" before they ever bothered with this mess.
Where you guys might be seeing a "Soft Curve".... I'm clearly seeing an abrupt Hard-Cap that is both prejudiced and discriminatory against many builds and Archetypes in general who never deserved such levels of "Nerftitude". ...atleast not in PvP anyway.
In other words...

OTH, in fairness to the Devs, a LOT of the changes for i13 all came directly from player feedback all the same. Infact I could point to 3 major changes in the PvP system alone that may have come directly from my own suggestions as well as a bunch of other things that came from similar sources...
And yeah... we get it that you Base enthusiasts are Really butthurt right now but that's no excuse to write-off all the changes that the rest of the players in other parts of the community were championing

Umm, well. It's pretty similar to the Guildwars Layout so I guess that's an improvement?
...except it doesn't have an Official Wiki ... and the Studio that's actually doing all the work(Nor-Cal N.C.) now doesn't seem to have it's Logo at the bottom so all you see is the Cryptic label still, which isn't exactly a good idea in the coming year for anyone who agrees with the "predictions" I've made for "them". (I'd get an NCNC label up there Pronto, and shrink that Cryptic one down as small as possible) -

...Many of these "naughty" things are THOROUGHLY entrenched in our American culture and come out as a reflex reaction more than a cognitive process. They're not just political rationale, they're often the first 'well' we go to when we must challenge BAD ideas. And then to solidify the problems with this approach, an almost retro-active penalty is applied through "RULE 16" to enforce this over-reaching RULE 5.
I'm not saying that You Mods are not totally in your right to enforce it. ...The only point I wish to make is that it might be a BAD BUSINESS DECISION if it's seen by enough people to be randomly Dictatorial and therefore ANTI-AMERICAN. This country was built on conscientious objections and scofflaws. Insta-Banning such people may only endear them more as Martyrs and eventually have the opposite of the desired effect if things are taken too far. (and I can almost guarantee they will be) -

They might as well at this point seeing as the only "good guys" us villains ever get to fight after 30 are Longbow... and every update since issue-7 has just been content made for Heroes that our villains get to tag along on...

So, we can finally have the VEAT helmets on our actual VEATs regardless of "Costume Slot?" ...Good idea and nice timing, but then again that should have been the case on all VEATs regardless of Veteran time clocked in. Those limited options prior to this were Unsexy, very Unsexy indeed and someone needs to tell Jay that. However now It's not going to mean so much when every AT can use them too.
Oddly enough... not all that excited about the 54 month reward since all my Characters only have room in their attack chains for 2 of the Vet powers as it is. 3 would just be overkill. -
I'm just glad to see a GOOD Car company that actually makes cars in this country is advertising or promoting or partnering or whatever-it-is with this game. That's pretty cool. I hope whatever they get out of it is intelligent or atleast Viral instead of just plain confusing or 'too LinkinPark'ish like every single "professional" car commercial I've seen on TV lately.
Toyotas... they're just like that crazy scrapper that out-lives the rest of your PuG. -
After reading these latest replies... I have to Strongly disagree and here's why:
For the minimal Investment of about 3-5 mil (yes, Redside Market... IE: the Messed up one) you can have MORE +rec on a Staminaless VEAT than the Standard Archetypes get from 3-slotted Stamina. In other words: the +REC bonus is about 27-31% (depending on level for some reason) and it applies to all forms of +REC, including Globals.
Mindful use of IO-sets including the ones with End-Reduction can eliminate the majority of Endurance issues. And Acquirement of +REC uniques can completely obliterate the need for Stamina. ...So the only thing keeping most VEATs from going Staminaless is the Effed up drop ratios(IE: unweighted pools) of IO sets in Mid-Game (20-40 range).
Now if ya wanna talk about their abysmal +Rgn rates... I'm totally on-board there since they don't have enough HP's to really see a huge increase there like the REAL melee archetypes all benefit from. But as far as Fitness and Leadership goes ... The numbers have already been crunched and there will never be any reason to try and "make a Deal" in that area. The only Branch that runs through that much END faster than it can recover it... is the Hasten+TT:Mental NightWidow with +RCH globals.
Every other Branch can get by just fine utilizing any of the following: IO sets, Skittles and INSP-combining, teaming with Corrs who have +REC buffs, Slotting END rdux, & slotting up Rest. -

...Granting a big Fury bonus per use of Taunt in PvP could work since it's the one Ranged power that ALL brutes get access to. Multiplying Fury by the duration of the Enhanced Taunt duration could be used to make it more appealing to fully slot out as well.

Previous Information necessary to this Post:
On my Old, Oldest old Villains... I cannot get ANY missions from McKnight. It's the "Too many story arcs open" bug that ONLY seems to affect my characters that were created between issue-7 and issue-8 or whatever. I've closed down all the lowest level ones to only having less than a dozen contacts still showing a little "book" icon in the active Contact tab.
But alas.... This is the ONLY contact that has refused to give me misison with [u]so few[u] Arcs open. This leads me to believe the contact has some aperture in its code that the Devs could have easily increased to the size of a Broker's or any other primary contact that practically ignores that # of open story arcs. (unlike our stupid Patrons who get all Uppity if ya got more than 20 arcs open)

Alright I exhausted every possible solution ... did McKnight's first Arc in flashback.
..got the Badge. And even Darrin Wade's too.
...but Midnight's Hand (the 2nd story arc for 30+) does not appear to be available through the Ouroborous list at any range... at All. I also closed out a half dozen other contacts "open story arcs" but it had no effect. This [censored] won't give me the necessary missions to get my "main" into this Zone.
This is a serious design flaw IMO and even runs counter to the Story line b/c I already got the "password" through Wade's arc anyway. This crap might fly for the newly minted characters created really recently but it screws over our oldest characters. There's no reason, TECHNICAL or otherwise for ANY contact to refuse to give us missions just b/c we have more arcs open than some Arbitrary number placed on the contact Allows.
EDIT: just had a Brainfart! Make McKnights SECOND arc function just like Merlino's or any of the the other Contacts that automatically get the little book icon next to them the instant you talk to them. ...thus forcing them to open up that Story arc to you nomatter how many arcs you already have open.
