If you exemplar to Level 25, then it will be just like a Level 50 IO with the exemplar scaling applied to it for Level 25.
There's a few tenths of a percentage points unaccounted for when testing this... but it's close enough.
Until the Character Copy Tool is working again, more rigorous testing is difficult to do. -

It is because the fact that they can actually down 3 levels lower than the "normal" set IOs that some people have...shall we say..."serious issues" with the store bought IOs.

That's not how they work (though, it's easy to think that's how they should work).
Attuned IOs, for the sake of their Enhanced Aspects always behave as your *natural level* or their max range, whichever is less. When you Exemplar, you apply Exemplar Scaling to their current level... the Attuned IOs do not go back down in level to match your exemplared level.
For Set Bonuses, they cut out when you go more than 3 levels lower than their minimum. *Not* 3 levels lower than when you can first slot them.

For me Special doesnt imply getting something that everyone else has.. For me it implys something unigue and or different... maybe thats just me...
Players heard: "Brand new powerset."
Devs meant: "Brand new powerset."
See the difference? No? Let me explain...
When the Devs can't do a straight proliferation, but have to change animations and powers and alter other powersets to accommodate a 'proliferated' set, well, that's as much work as creating a brand new powerset around a brand new theme (e.g., Poodle Control). For them, if it's as much work as a brand new powerset, then it's a brand new powerset, and thus, 'special.' Dark Control has new animations, new power effects, and forced a rework of Dark Miasma for Controllers. That's not a straight proliferation in their eyes. That's work.
It's not 'Poodle Control' special like players imagined. Thus, the difference in perception. -

Synapse, is there any chance you can tell us what you think Blackhole's actual PURPOSE is, as a power? Because to date, all of the purported purposes it has have been demonstrated to be not met by the power.
Just remove intangibility powers completely from the game whether used by players or critters.

They can make it short since there is most definitely code in place to prevent pet stacking. There are very few pets powers left that can stack with themselves nowadays. The only ones I can think of offhand is Snow Beast, Necro's Ghost, and Thug's Gang War (by way of Burnout).

This power is a mix of Dark Melee and Dark Blast. You've got a fun mix of powers in there. I think Dominators will enjoy the set. It offers a nice mix of damage, control and survivability. It also features a new power called Gather Shadows. This is effectively a combo of Build Up and Power Boost. You lose your +to hit and have reduced effectiveness of the +damage and +effects, but you get both. It's a trade-off to be sure. I look forward to player feedback on this.

At least the 'zeus' helmet has a backing and doesn't look like it's been hot-glued to the cheeks.
And please, don't pre-tint them. If I want them to be black black or white white or neon blue, let me do so. I don't want five indistinguishable shades of silver. -

I was recently on a all-Defender PuG ITF. We steamrolled it faster than most groups can do the speed version.

Fortunately, there's a way to continue to use FF3, name, the portable version.
For those that don't know: a 'portable' version of a program doesn't mess with a computer's registry files... everything that's needed is kept in its own directories. Thus, you can install it on a thumbnail drive, e.g., and use it wherever you go and it will have all your settings kept right there on the thumbnail drive.
So, what I did was to install a portable version of FF3 on my computer and use that for browsing the forums so that FFvB would continue to work. It doesn't interfere with the main FF installation that I keep updated for the latest and greatest websites.
You can't run both at the same time, but you can indeed run them individually without either interfering with the other. -
Beta Patch Notes says this is fixed on Beta, so, the fix should be coming to Live, soon.

1. Maintenance is trivial.
2. Hazard zones are not linked up to the transportation hub. On speed Manticores, e.g., it's great to use the Base Transporter to leave an instance and hop to Crey's for the street sweep (can't use Mission TP for that).
3. Storage of Rare IOs and salvage.
4. Run the Cathedral of Pain trial.
5. You don't get logged out AFKing in a base.
6. Another way to use the Flashback Crystal. -
I have three Enhancement tables in my personal base. One holds HOs and Purples. One holds Special Global and Proc IOs. One holds Rare 50s that I'm likely to use (e.g., Thunderstrike). Each has about 60-70 IOs in it. And that's just my Hero Base.
So... hoarding is alive and well.
