Even if it were an exploit, and thus, bypassing the patch notes; it still goes against the stated principle that they would announce the closing of the exploit after it goes live.
If this was an intended change, then Paragon Studios dropped the ball *again* in the Patch Notes process and violated their own stated operating procedure. -

I would imagine that moving from text-based MUDS to animated avatars led to calling the animation a 'toon' because it was a cartoon... an animated character. Actually the use of "avatar" should be the word flagged as a bit too highfalutin' and strange.
And with regard to 'proc' it did *not* come from WoW. People forget that CoH came out before WoW and there were other MMOs before both CoH and WoW. It came from EverQuest. See here. -
My guess: Since they developed the four legged rig for canines, they're looking for ways to leverage it to justify development resources: Vanity pets; travel powers; eye beam projectiles...

Maceters would be an excellent primary.
A maceter is a blasting mace, like the Arachnos Mace or the Carnival of Light Staves... you blast with it and you knock people upside the head with it... no redraw issues.

Additions to the game up to I22 get lumped under I21+. So, they're Beta-ing now things that will be released before I22.
Also, Market releases really don't fall under Issues. So, there will always be a continual Beta testing of things put up on the Market.
When I22 hits Beta, they'll add I22 forums and start deprecating the I21 forums. -

Incidentally, I knew the release dates of the Winter and New Years Packs before they went live.
I know the next Tier 9 VIP rewards is the Fire and Ice Costume Sets (that's with an 's')
I know that the Spring Fling (Valentine) Event will be the same as previous years but this time they added Valentine Tips that's very story driven and a lorist's squeam (squee + dream).
I know the next Signature Story Arc has a major plot point and will come out next week.
I know that Issue 22 Beta will start within a week or two and it will have a revamped Dark Astoria as a co-op Incarnate zone geared for solo-advancement. And that it will complete all the Dark Sets for Controllers, Corruptors and Doms.
I know that Staff Melee is coming some time after Issue 22.
I know what bugs are actively being pursued (Known issues list)
I know what patches will be coming to Live weeks ahead of time.
I know that the major story arc of Praetoria is coming to a close and a new one concerning the Battalion will be beginning.
I know that there will be a Retro Sci-Fi costume set sometime in the future.
I know that future costume sets will be made more equitably with same or very similar pieces for both male and female models with appropriate exceptions to the rule.
I have access to a huge chunk of most mechanical stats and formula the game uses (try getting *that* from the devs of other games).
I know the real names of many of the Devs and can engage them in one-on-one PM conversation (which I only use in the most extreme cases... I don't want to abuse that access lest I lose it). And still many of the Devs will respond to anyone, even a name they don't recognize from the forums (try doing *that* with the devs of other games).
And judging by this thread, I now know just how much you know. No wait, I already knew that, too.

From Beta Patch Notes:

Any task that gives a big reward at its completion is an invitation to get it over with as fast as possible so as to get that big reward.
The Katie Hannon TF was the first big example of that when the reward from all TFs were equal: One random Rare Recipe. And since KHTF was the easiest to speed through (before SpeEden was discovered), it was sped through.
Now that Merits and reward tables makes the big reward at the end proportional to the average length of time to do the TF, or, makes the reward random; well then, every TF or Trial is now a candidate for speeding.
That's a step up from just one being the targeted speed object, but it's still a bad reward mechanic. And that's not opinion. Objectively, holding out a big reward until final completion is a bad reward mechanic if you don't have ways to brake speeding through *all* of the TFs and Trials. Otherwise, human nature being what it is, players will rush to the biggest reward for the least time-effort.
I've been lobbying the Powers folks, and they've said they're mulling it over, to change the reward system by lowering the final reward and raising the drop rates during the tasks. But that hasn't happened yet except in small ways, such as the mid-trial rewards recently added to some of the iTrials.
But, if you don't want a Speed ITF, look for 'steamroll' or 'kill-all' or 'shardtastic' ITFs. The ITF is a drop bonanza because of all the Bosses and EBs and, at least on Virtue, there are still plenty of kill-all ITFs which are not speed versions.
