As opposed to lazy buffers just buffing the tank and completely ignoring anyone else anyway?

Wow.... I'm speechless. This... is a mid-issue release? Seriously? Because honestly this feels like Issue 21.
The new Lore pets are nice. My Crab Spider will definitely take the Arachnos ones. For my others I might trade my Seers for the Robotic Drones, we shall see.
The team up teleporter changes look good, they pretty much reflect what I asked for before. My only possible concern is that 1 Astral Merit may not be enough of a reward but we shall see.
AoE group buffs are something I have wanted for AGES so I'm thrilled to see it happen. Of course now this means I'll need to actually roll up a few characters with those sets. Hmmm... decisions, decisions. -

I actually agree with the general sentiment. Once comment I often see in threads about altitus is that a lot of people have their characters stall out in the late 20s or early 30s and I think this is part of the reason for it.
In the early levels you get a new power every other level but past level 32 you only get a power every 3 levels. Now from a numbers/power gaming point of view this is fine, you get a lot more slots instead which are more useful to you at that point. However unless you actually spend time crunching the numbers they don't really feel like you're getting more powerful.
This is compounded by several other factors. NPC hit points at these levels increase slightly faster than your base damage so you need more attacks to kill them. You need more XP per level which stretches out new powers even more. You tend to spend more time running around the city (especially blue side).
Now, I don't feel that this is something that could reasonably be changed within the context of the game. Changing the XP for those levels doesn't really solve the key problem and changing the levels at which you get new powers would break the rest of the level progression. So overall I think this is something that can't really be changed without CoH2. -

Regarding your earlier questions I'd advise against Willpower for a first Tanker. Willpower is a very nice set that makes for a tough character but it's weak for actually holding aggro. There are plenty of ways around it but I'd recommend picking a different set first and making a Willpower Tanker once you've learned the ropes.

Ok, this has been bugging me for some time. The Wolf and Crab Spider Armor powers have those tiny 3% S/L & 2% Psionic Resistance. Have the devs ever actually stated why they set the values so low? Other than allowing the power to function as a mule for a +3% defense IO they don't really seem to serve any purpose (especially the Psionic Resistance, since they lack any other Psionic Resistance to stack it with).
This is then compounded by Fortification. It has a lower value for S/L resistance than the other resistances which seems really odd when compared to the armor sets on melee characters. If you look at the other sets they generally have four resistances at the same level and then for the last pair either both are slightly higher (i.e. S/L in Invulnerability) or one is much higher and the other is lower (i.e. Fire/Cold in Fire Armor). Having four the same and the other two lower just seems odd, especially since I would expect S/L Resistance to be the best for a Crab Spider (most NPCs with physical armor have S/L resistance). -
I haven't played my Blaster since the patch but I will definitely try and test this.

It's primary advantage is that it matures quickly. The key powers (Targeting Drone and Caltrops) come quickly and make a low level Devices blaster surprisingly survivable. However after that it tails off, the key problem (IMHO) being the long, interruptable, cast times on the later powers.
In many ways the problem Devices suffers from is similar to the problem with Stalkers. It's giving up something but what it's getting in return is not particularly useful within the current iteration of the meta-game.
The main argument I use to show why Devices isn't that great is to ask what can it do for a team that a /Ice Blaster cannot do better with the inclusion of Stealth and Tactics. Devices is a good solo set but it really suffers on teams due mostly to the long cast times of the later powers.
If I were to put together a wish list for Devices it would actually be:
1. Give Trip Mine a 2 second, non-interruptable cast time, maybe increase recharge to balance if necessary (it's hard to say the recharge increase would be needed or not).
2. Turn Time Bomb into something similar to Omega Maneuver. I know Omega Maneuver isn't particularly popular either but unlike Time Bomb it does work reasonably well both solo and teamed and already has similar Damage and Recharge numbers (accounting for base damage scaling)
3. Give Gun Drone a 2 second, non-interruptable cast time.
Those three powers are essentially Device's answer to the melee attacks and Build Up present in other sets. The problem is that all three are almost impossible to use on a fast moving team and annoying to use solo. Making them easier to use allows them to fulfill their role in the set. -
I haven't been soloing a lot but I when I have been soloing on my Blaster I generally run at +0/x8 against most groups or a little higher against easy groups.

No it wouldn't be perfect either but it would at least eliminate most of the selection bias you get on message boards. -
I think it depends a lot on your personal preferences and play style. As Biowraith said jumping into the middle of the spawn and using it can be a very effective offensive tool.
Now my personal style does not use it, my main concern with personal attacks is holding Aggro and I find Trip Mine to be counterproductive for that and instead use Pulse Rifle Burst, Photon Grenade and Electrifying Fences. While Trip Mine offers better damage the long casting time is not conducive to quickly building aggro. -
I prefer the single mission map style trials. I'll admit it would be nice to have some trials that aren't timed but overall I find the single map setup to be more appealing.

If you see something with a bunch in stock and no one bidding and a last 5 at or near the vendor price, well chances are it's not regarded as a good IO. Something with a similar number of buy and sell orders is probably regarded as a good set. Something with a lot more buy orders than sell orders means the set is in high demand (often due to a low supply).
Now this isn't perfect, some sets are good but aren't in high demand since most characters can't slot them in significant quantities. The best option here is to compare sets to other sets of the same type. i.e. Lockdown is a decent set but is generally cheaper than Positron's Blast because people have less need for Hold sets than Damage sets. However, Lockdown is more expensive than Ghost Widow's Embrace because it has about the same supply but better set bonuses.
