No, he meant before all the additions that have been added to Pocket D throughout the years, like he said.
Pretty much just blank warehouse-style walls were there where everything currently is, just like generic, typical buildings were where things like the University/Market/etc are. -

The Rikti are cool. They are a unique group, with distinct looks, their own aesthetics and are perhaps one of the biggest columns in the CoH lore. Without them, there would be no Paragon or Rogue Isles as we know them today.
The Rikti also have a huge scope for story, on both Hero AND Villain side;
Hero:
You are a member of the Traditionalists, whether through birth on the Rikti homeworld and either staying true to the Old Ways or defecting at a later date from the Lineage of War, or as a former Primal Human who, through various means, has evolved to new heights.
You value the Old Ways, discussion and thought over the rashness of the Restructurists. Your allegiance is to the Rikti Way, and to the Treaty with mankind, a unity for the greater good. That is not to say you are afraid of getting your hands dirty; sometimes sacrifices must be made.
Villain:
You are a member of the Restructurists, or maybe even a now-Rogue free-agent. Whether a Rikti born or a Lost convert, you threw in your lot with the Lineage of War.
What you do now, though, is up to you. Either follow Hro'Dtohz and his visions for a new Rikti Dominion, where the strong survive and rule, or strike out fully on your own, with your new dreams and vision that are grander than any of them can imagine.

And that's not even getting started on the branching ATs. I would suggest Warrior and Mentalist, two distinct ATs with their own unique, and perhaps a common pool, of powers. -

There are similar "Hunt down various small items" type quests in other games, and I won't name any due to forum rules but in each of them that I can remember the item in question is a little more noticeable and stands out far more than a tiny piece of pale light brown, stuck to the ground, in a city environment.
And in those games, players are far more apt to actually go find the item in question if they see it in the distance than if it blended into the environment and is only findable via stumbling upon it. Right now, as others have stated, the only folks that find these badges are people that use some third party software to locate 'em all. Not how a game should work.
If they ever got upgraded should they be large and obnoxious with an arrow pointing at them visible from miles away? No. But a slight glow that makes it visible from farther than five feet would be nice. -
Folks ask for backpack items. Devs give us a literal backpack.

The game shouldn't depend on third party software.
Right now the markers are so small and blend in at times so well, I'm sure the new influx of players won't even know that these markers exist. I know when I first started out I had no idea how I got the badges I did, and thought it was for uncovering a certain percentage of the map.
I'm all for doing something to make them stand out a little more. Maybe make them glow, or produce a small amount of light so that they stand out but aren't incredibly obnoxious. -

He's talking about when you take your Praetorian into Primal Earth they're Praetorian background is pretty much completely gone, and they're treated by everyone like they've been in Primal Earth their whole lives. OP just wants at least some reference to your past career as a Praetorian after you cross over. -
Doesn't require you to run the story. You just need to hit level 24, then go train. You'll then be allowed to respec into the build you want.

Pretty sure it's just an issue of no one wanting to post in here that the last response was from 8am. To those the hurricane applies to, I think they're boarding up. To everyone else, hurricane doesn't apply so they probably won't post about it.
I can say a lot of the people I called at work said they were busy getting ready for the hurricane. And since they had time to spare on the phone, I'd say they're pretty safe. -

Paragon City is barely a handicap accessible place. I don't even think City Hall has a ramp. -

You can use AE to make any sort of mission possible pre-GR. You can write the text for enemies, the dialog bosses say as you fight them, set up multiple objectives that provide clues that tell your story, and introduce allies that can even betray you within the same mission. These are really only some of the examples of what the AE is capable of.
For instance, to remedy your problem of no interactive dialog mid-mission, you could set up a mission that's entirely empty save for a few glowies. You place them throughout the map, have them provide clues/tell your story that way. If you wanted, you could even tie any other type of objective to any of the clues, in case you wanted to introduce action alongside story without simply filling a map full of enemies by default.
You can do much more with it than "Defeat Boss and all his minions." -
The devs don't need to follow standard rules. It's their game.
As to the nuclear warhead bit, not every super/meta/hero is so insanely powerful as to survive an atomic explosion. In fact, unless you're a level 50, completely IO'd and Incarnate'd out tanker or brute, I'd wager you'd have no chance of survival.
My opinion on the subject? This adds something unique and gives it a little bit of challenge that folks will just have to adapt to. Keep 'em on their toes and make them think up new strategies that aren't "Well, how much money can I throw at this challenge until I can overpower it?" -
Considering a massive figurehead was just knocked down, and all of the cultures will have to change their ways and get along, I imagine there will still be quite a few people hostile towards the Fire Nation, and a lot of Fire Nation soldiers wanting to continue the war.
They've still got a lot of cleaning to do. Ozai wasn't the only bad guy in his Nation, he was just the one in charge. -
There is an Empty enemy group you can set, actually. Use that enemy group and you'll solve problems 3 and 4. As to the rest, I'm sure it's just a matter of not wanting to dedicate the time to a system that exists almost purely as a farming tool.
I love the AE, and love making fun stories with it. But you have to admit, the AE community is small, with most people only seeing it as a way to get fast xp/drops. Just like PvP and Bases, it's a niche community that I'm sure the devs just don't feel they should put all their resources into, instead focusing on other, more popular things.
