Reading though your details again I am seeing 2 gigs of ram? It looks like the dimms are in separate banks too. Putting them in the same bank will give a slight increase to your system speed due to better memory interleaving.
Just to check on a clean slate I unleaded steam, folding at home, everything that might eat ram and started up the game. I played though 1 tip and I am at 3.41 gigs of ram in use, not counting what windows has stuffed in virtual memory. You would gain a lot by adding two gigs of ram or even more would help you quite a bit.
As long as you put the slowest dimm in slot 0 mixing brands/speeds shouldn't be a hassle.

Do you have Seti, folding at home or any other items like that installed?
Check your startup folder and msconfig. Something may be running in the background and once you go to AE it thinks there are spare clock cycles.
You may have some other utility or background process that is ramping up even if you dont have any of the shared computing packages installed.
Have you tried checking the task manager and seeing what is using up the most % of your CPU?
It could also be thermal problems, modern CPU's and GPU's will slow down their clock speeds or start injecting blank instructions (in the case of some cpu's) to try and cool down if they overheat. You can try running with the side off your case and a small fan blowing right at the insides and see if that makes a difference.
How many monitors do you have? -

That dude has made Freakshows so much more annoying to deal with. I hate him but I am glad the dev made it harder as freakshows were farmed so much.
That auto-rez's radius is so large that it's almost impossible to get away and the worst is when he casts static field. He doesn't do a whole lot of damage but he just keeps draining and puts people to sleep.
I hate him but I enjoy him. Nice challenge to the freakshow mob.

I take a look at the character information pain and have END recovery and use on screen with a few other numbers. I do a fair bit of Max/Min thinking but do go all out, break the bank doing it, my character concept comes first and all.
Right now I have two (really two and a half I guess) characters I am putting some work into increasing their recovery.
At 50
Fire/Storm controller. Fire and Storm both like blue candy and together they eat it like crazy.
Leadership + Hot Feet + Epic Armor + Steam Mist + (sometimes) Fly or others
Bots/FF. Bots is spiky, either using no End or Needing lots for resummon/Rebuff. Wanting to work with my pets, I have leadership + Dis Bubble + (Force Bubble and/or Repel)
I have few up and coming characters like a storm defender at 41 and a fire/fire blaster at 40 who also could use an end boost.
Besides the blinding obvious: the unique IO's to stick in health (at the price of two a-merits for one and a kidney for the other) What are the general sugestions for maxing out endurance recovery.
Cardiac is a wonderful Alpha and for the fire/storm controller it has helped. Alone it was nice it has taken a fair bit of slotting +max end and +recovery to get him to be able to do say a Riechman fight and only need four blues.
The Bots/FF I can get my pets out and put up toggles, then do a little from time to time. I do give a lot of passive bonuses out in a radii, if I try and bubble my bots or a team regularly I will end crash. For him I want to go Nerve.
I guess another way to get the answer I am working for, just how how on a good build, not needing uber purple sets, can the typical character get their end/sec to recover?
This would be with no external buffs, (Rad types excluding AM), just what is good, better, best and OMG you can do that?!? This is to give myself some realistic goals.
Any thoughts? Ohter then just blanket "I spend lots of cash for the very best IO's" what strategies to people use to manage end hungry character classes? -

A whole lot could be done to improve the look. I look forward to seeing the new series, I have enjoyed most of the super her stuff put on in the last 20-30 years even if it dint last long. The flash they did a while back was pretty good and had good rating was canceled anyways. -

Since the last patch I have had repeated lock ups pf the client.
I have uninstalled am in the progress of downloading the client as I type (and for some time after I am done typing).
The lock-up always triggers as I open a dialog box, eg, if I hit menu -> costume it probly will work, sometimes it locks up. I have had it happen hitting info on a pet, using about this contact, all situations where the client has to request information from the back end.
Any suggestions on a fix as it is happening more and more often?
I guess I'll post some dxdiag stuff as COH helper is giving an unhandled exception error.

At least new for me.
Since the last patch I have multiple occurrences of the command to open the costume change window locking up my client.
I use the menu, select costume change and the boxes show up on screen empty while the client locks.
Edit - Hitting "Info" on one of my pets seems to do the same thing. Like the server query is not being responded to and the client is just waiting. -
I finally got a red side to 50.
I wont talk so much about how long it took me, as he has been my 'focus' character off and on. I like to think he was spending time in his lab developing new technologies and weapons and only came out to do mayhem and rob banks when funds were getting short.
I can kinda see the point for all of the Alpha options. Each would help.
Cardiac - I run 5-6 toggles. With those going it is difficult to bubble my bots or team members and not end crash. There is still much I could do with unique IO's and sets to fix End however.
Musculature - More damage is always good. But really, this would only increase five powers and that is counting force bolt. Run speed, Immob and defense debuff do nothing for me. End mod is t4 only.
Nerve - More acc would mean more damage. The level shift acc mods for lower ranked pets would be less of a problem. Fly speed and Defence Buff also would be good (I use hover). Defence Buff would stack from both myself and my protector bots.
Spiritual - More recharge, like more damage is always a good thing. The only abilities I seem to really have to wait for are 'Surge of Power,' 'Em Pulse' and maybe during a nasty ITF 'Personal Force Field.' Moving slots around, this being my only character that seems to have slots to spare, would fix a lot of that, if I were worried as those arnt real key abilities.
Have I missed any key points for or against each Alpha specific to a Bot/FF mastermind? It seems in my best interest to go with Nerve which is funny in that when I first read about Alpha abilities and even on my blue side people who have them, I never thought Nerve would be useful except maybe on a controller - and mine needed cardiac far more desperately. -
I have read a few threads vilifying EVGA Precision (for that same reason), truly it should move to the Rogue Isles and meet with Kalinda, become one of her "Projects" while accepting it's status as a 'Destined One.'
My point: This or another thread should likely be stickied (if one has not already) because people keep having the same problem and it would save some frustration.
The somewhat archaic and incomplete "Known Issues: Live" (last updated 11/30/10) could stand to have this added as well.
Edit -If your not aware already, /Showfps 1 and /Showfps 0 in game will turn on a monitor for your FPS. I dont care for where it shows up on screen, it does however work. -
The symptoms seem to point at a Flash problem. Or perhaps a firewall blocking flash problem.
Is there any kind of port forwarding set up on your router? Do you have a non-windows OS device to try as well? Android perhaps? Do you have a friend or family member you can get to come over with a laptop, that would check if it is connectivity or specific to your two systems.
Edit - IMO the clip wasnt that great. Far to short and involving to many cuts to other scenes to quickly. -

Another thought to go with, the debuff procs work with *damaging* powers. The cap of 25% well, freezing rain only gives -30%, so ya I think 25% is significant. My point, some AT/Builds dont have much in the way of damaging powers. Blasters are stuffed full of them. So what if one Incarnate ability does less for you then some of the others, the same is true for everyone.
Points about AT homogenization and buffing for, shall we say, intense end-game type trails are what rings true for me. I have an expectation that we are going to need all these abilities and I can see arguments that other power sets besides blasters are getting a *slightly* shorter stick in the mix. -
It is pretty clear the laws of physics are not the same in the paragon multi-verse as in out world.
Perhaps the Olympics there only shoot to 50 or 60 meters due to higher atmospheric viscosity (something keeps people from falling to their deaths) or other reasons. -

To put it another way, it could still "Exterminate" and as I recall fly and power some level of shields.It was a Dalek with severe -regen applied to it, as well as a severe -recov and the vahz plague toss in for good measure. minus the flies, of course.
I know there would be all sorts of licensing problems, however, having a Dalek in game as an AV could be fun. Or not.

All the above are fun and I do enjoy lightning rod.
Using repel and force bubble to toss mobs across entire zones is however much more fun for me.
I sometimes wonder how the game deals with it, do people in Grandville see all Aracnos spawn I have flung off the webbing as I run from mission to mission? Teleporting into a group has its point as well.
Taking my /kin to atlas park and seeing how much air I can get with lvl 1's is fun too. Wonder if we could organize a mob throwing contest. Would it back up the local hostpitals to much dealing with all the broken bones? I'd think it would serve a strong deterrent to crime.
Hmmm, I need to go to Mercy and see how far I can fling some RIP. Not like my Villainous self is holding a grudge about how those buggers picked on me when all I could afford to build was one little robot with minimal armament's. Teach them. -

It certainly is a big can of worms and I dont envy NCsoft the hot seat. No matter what they do someone will go to their graves cursing them.
I do think this is a case where accounts inactive for a great deal of time, perhaps 1 year (maybe 2) or more, should be preemptively renamed the .Eu or .Na. It is well and good to reward veterans, however there in an inactive time frame after which it is very likely they wont be back.
I'd be curious to know how many accounts have been inactive over 2 years. -

Another thought, in game e-mail conflicted users in advance. It may well be that in some cases the US person isnt all that attached to their global.
Having had my global taken from me once already I can appreciate the frustrations and anger, please everyone keep in mind the best way for a solution to be found that respects everyone and comes the closest to "fair" (considering we all have differing ideals for what fair might be) is to take the emotion out of it.
IMO - I am hoping that trail accounts are already forbidden to match names on either side of the pond and in any case last priority, as per the above stated griefing issues. I am also hoping that some way to merge cross regional names owned by the same person is put in place.
Lastly, this seems like a good time to work on something else I believe the game could use. Longer names in general. Other games exist with much more variability and length of name, this creates more room for people to effectively share or have similar sounding globals. Besides, wouldnt adding the extra ascii be 1337? (leet) a concept well established in game? -
Making a Dalek beg for mercy is the ultimate, then one shotting it though the optic systems. That was a sniper blast, right?
