Returning from a break (again)
How do water and storm work out? I just started up last night and haven't made one yet, dot hey synergies well? Thematically it has to be good. Right?

The set looks nice. Defiantly some good work putting it together. I do not see the set working out however. There are social and ethical considerations with the set name and theme.
Gas warfare, nerve gas and the like have very bad reps in the real world.
Mustard gas for example has been used in a number of wars starting with WW I (1917) and as recently as 1995-97 in Sudan.
Nerve gas as well as toxic agents like mustard gas have been used for ethnic cleansing, genocide, terrorist attacks and other reprehensible activities.
Nice idea and good work, I just dont see the set, under it's currant name/theme working out to well. -
Fire/fire blaster. More AOE then anything.
Soloing can be challenging after 30 though. Teams will be generally happy to pick you up though. -
I have Undermined Defenses: Debuff,Debuff/end/recharge,debuff/end and lvl 50 IO's recharge + 2X Damage.
With the specific character the set bonus of +1.8% max end is important. Your mileage may vary.
IMO give it as many slots as you can. Recharge and damage are important. The Achilles proc is very good. So is the proc from the stun set that does immob. Stun + Immob = hold after all.
It all depends on your character and goals. What set bonuses you want and if your looking at 'Spout as a control power or a damage power. It does both well. -
Fire/Storm/Leviathan controller.
I feel like a moving category 5 weather event.
With the flash fires, fire cages, imps, added to the lighting storms, tornadoes and water spouts, I am surrounded by things going on. Spam fire cages and ever thing is stuck to the floor. Withhold the fire cages and pure chaos ensues. Bosses and mobs bouncing off walls, even changing directions several times as they fly though the air as one or more tornadoes fling them up and the lightning storms knock them around.
Now find me a room or hall I can block off with bonfire and toss in the rest of my abilities and the mobs look like popcorn bouncing up, down and everywhere.
I never think it is as good for them as it is for me though.
Ah well they should not live a life of crime and villainy. -

I am hoping this will get stickied as I have read numerous help me please posts over the last few years with the same problem.
The game client is randomly crashing, and/or crashing specifically when contacts/npc's are interacted with.
Both of these problems can happen when "Riva Tuner" and/or the "EVGA Precision" Utility are installed and run concurrently with the City Of Heroes client.
I suspect other GPU tweak utilities can also cause the same problem.
One utility I have used that DOES NOT cause crashes, at least on my system, is "Nvidia Inspector."

As a wild guess without any data to work on, if you are running anything like RivaTuner, EVGA Precision Tool or anything similar to adjust settings on the video cards, fans, etc I'd recommend turning it off. They are known to interfere with the game.
Also, the drive the game is installed on is getting extremely low on space, percentage-wise.
The most common two I know of are "Riva Tuner" and the Evga GPU overclock utility. Other such GPU tweakers may also cause the same problem.
Do you have any such items installed on your system? -
Why cant the paragon market update to show items as already purchased? This seems to be such a small simple thing.
I hate wondering did I already buy that.... After all I do sometimes play pretty late and get somewhat tired before logging off. -
Fire/Storm controllers do a good balance of damage and control if your looking to go storm. Fire Cages (AOE Immob) in the control set does have -kb for the first 15 sec or so. With some recharge and end redux it can be spammed and glue everything to the ground to enjoy those fun powers like tornado, lightning storm and bonfire without getting tossed around.
Fire/storm corrupters also do considerable damage with a vastly different play style.
If your still thinking electric control which also can be very fun and effective I'd suggest going dominator. Myself I have an elec/elec dominator closing on lvl 40 who is highly effective in both team and solo situations. -

To respond to another post: recovery is everything for a fire/storm controller. Both fire control and storm summoning eat endurance like cotton candy. I am toggle heavy though. -
Here is my build. This build is based on having a cardiac alpha.
Before the cardiac existed I didnt have hasten to lower my endurance costs.
Even with as much recovery I have slotted and built in with set bonuses I can on occasion still run myself out of energy. It is rare though.
This really fits my play style well. Your mileage may vary. There are a whole lot of ways to build a fire/storm.
Are you going for max control? max damage? A mix? Debuffs? Lots of ways to focus.

This is just one small example of in-game features being less then obvious in how to access or use.
Things like getting a cape at 20 or aura at 30. Oroborus. And well many many more items.
I have a friend who just started playing -- I have to deal with the "how was I supposed to know about that" all to frequent. When he asks how I know the only answer I can give is that I have been playing from the dawn of COH time.
Far to many game features, new stories, enchantments ro whatever you want to call them are announces once, ever, in the patch notes. After those notes are down people just have to ask around or find out from other players. Not everyone likes to do that. -

Just played my elec/elec dominator though part 1 of the vip story line and saw several "spontaneous" stuns as it were. Besides jolting chain I have the energy manipulator chance to stun in conducting aura. So nice to have hostiles walk up to me and just stand there till I have time to deal with them. Chain fences is also a good place for the IO. -

Fire/storm/leviathan has a lot of pets too with enough recharge.
Bonfire can be stacked up two or three times without much recharge to add to the 3x imps, the coralax and all the storm pets.
I did an ITF a while back that had 3 /kin -- my storm pets were very stacked up when I let loose on AV's. -
Were you only able to choose one AT, for example a team of all defenders (which is a force to be reckoned with) what one AT would you choose and why?
I would be hard pressed to choose between all controllers, defenders, dominators or all corrupters.
On a full 8 person team I am not sure there would be much difference between all defenders and all corrupters.
The delta between controllers and dominators would be a bit bigger.
I am curious though. What would each of you pick? Why? And if you feel like it what specific classes, for example 8 kinetic defenders with a mix of blast types.
I am thinking though the corrupters would be best with a wide mic of damage and debuff types. Some of the buff/debuff sets have soft control (like dark, time and storm). -

I would advise you to look into taking an endurance recovery power to help mitigate this. Consider taking Hibernate. Drop one of the leadership toggles, bonfire, the coralax, etc. This should help to substantially mitigate your endurance troubles.
Also, looking at your set bonuses they seem to be a little scattered. My general advice is that there are two approaches if you want to maximize your benefit from IOs. This first approach is to focus on recharge. More recharge means more LS, more FR, more Tornado, more of all of those high recharge heavy hitters. The second approach is to focus on defense, and reach the soft cap (45%) for either ranged or smash/lethal (because we have hurricane, I recommend ranged on a stormy if you go that route).
Since these builds are works in progress I won't provide more extensive feedback, but I'm happy to provide it if you are interested.
As for the procs in tornado. The tornado power is an AOE with a 14' diameter that can affect up to 5 simultaneous targets. With my controller the use of fire cages roots mobs and tornado can and does often sit in one place and chew on groups.
With the defender, I often hurricane mobs into corners and tornado will sit and chew on the group giving the procs plenty of chances to fire.
That said it is a matter of style and goal in the build.
I understand that the accepted cookie cutter builds ore to go for max recharge or max defense. I dont see either working well for my controller. Defense is irrelevant. I can and do lock down x8 groups. My only real weakness is to status effects and break frees, which drop regularly eating x8 groups take care of that.
Recharge is an interesting problem for the build. More recharge does bring up hard hitting powers faster, it also increases endurance usage. As it is I can fully overlap two lightning storms full time should I choose. My damage output is significant. getting more recharge would mean taking away the set bonuses you missed. That is the +recovery and +max end.
As for hibernate, I have tried it and didnt really care for it. Sitting there in a block of ice and not reacting does nothing for my damage and control output.
While I have not yet slotted it, the Coralax will be getting a pet IO to give the imps some buffs. Such as the call to arms 5% defense or others.
As things stand now with my buff pet out I get 3.94 end/sec which is enough to power all my abilities without end crashing all the time.
My character goal with the controller is about balancing damage and control.
All this said, your goals may well have differences to mine in how to make a character effective.
I do appreciate any feedback of course, just in this case our ideas are divergent. My goal was to give the OP some additional ideas on slotting options for /storm powers. As well as some ideas on how to fix endurance/recovery issues. There are many set bonuses in addition to the IO's like Miracle/Numia/Performance shifter.
The great thing about this game is that there are so many ways to build characters and have them viable and functional. -

Myself I have chance for stun, chance for hold and chance for damage. As well as some recharge so when needed I can spam it and get some really strong control out of it.

I have several /storm including a fire/storm controller @50 and a fire/storm corrupter at about 30.
Your going to have significant endurance issues.
Freezing rain is one of your best powers. You need more slots and more recharge there.
Steam mist and hurricane + leadership will eat a whole lot of end, even with a cardiac slotted. You may want to look at more end redux.
Tornado can also take the Achilles proc. It can also take a stun set proc that will imob, this is a really good thing because the tornado will then sit on the target and eat it.
Lightning storm is an AOE. This lets the energy manipulator chance for stun proc hit multiple targets, with the hold proc as well from one of the ranged damage sets you have a pretty good chance of not just burning the target for good damage but also disabling it and its friends.
Steam mist can give you some good resistances to fire/cold/energy if properly slotted and there are other special IO's you might want to consider.
Leadership: The numbers you get from leadership are low. Not really worth boosting. The end cost is also very low, given your going to need a cardiac alpha anyways just use the leadership powers as one slot mules. There are various good items, like the lotg + rechage, one of the to hit buff sets has a build up proc that can go into aim. Save the slots for other powers that need them more.
To provide some examples: Note I dont claim these are perfect, they are works in progress and fit my play style. Your mileage may vary.
Lvl 50 fire/storm controller with cardiac alpha. Before the alpha slot I could end crash this guy with speed boost on me.
You may note that many of my set bonuses are chosen specifically to address endurance problems. I expect a fire/storm corrupter to have just as bad or worse end issues.

Lvl 42 Storm/ Electric Defender Defiantly a work in progress. His core /storm powers are reasonably well slotted though.
Solo he is an unstoppable force, if not super fast. His hurricane is set to strongly interfere with anything attacking him.

In closing I have found that snow storm + freezing rain + rain of fire on my corrupter is a killing field. I can often pull multiple spawns and burn them to the ground by hitting them with that + fire breath and fire ball. Often though just the SS + Rains are enough. I have them slotted for max recharge and damage.

It isnt listed as one.
I have come to notice that all of my characters, each of them, ones I have played since 2004 included have had all of their zone maps wiped and reset.
I find this very annoying. In some cases I had even deliberately spent time filling in nooks, crannies and corners.
Has this happened toe everyone?
Why did this need to happen?
Can it be fixed? I do not consider 'reveal' a fix. -

Anyway he told me he slots for damage because he has an immob so it does lots of damage to immobed mobs and AVs just like tornado. So.. If Mid's is like the game I'd go with 5 Posis and a recharge.
I just logged on and looked. This character used to be able to end crash *with* speed boost on him. My alpha slot and a whole lot of slotting choices to buff recovery have helped that considerably. I mention this to explain why I have picked some of the sets I did.
Water Spout could still use a little work, maybe one more piece of undermine def and/or 2-3 pieces of the positron targeted AOE set.
Tornado
Allowed: End redux, Range, Disorient, Recharge, KB, Def Debuff, Damage
Sets allowed: archatype, KB, Acc Def Debuff, Recharge Int Pet, Stuns, Pet Dam, Def Debuff
My slotting: Blood Mandate Dam and Dam/End, Touch of Lady Grey Debuff/recharge, Debuff/recharge/end, Recharge/End, Dam Proc (all lvl 50)
Water Spout
Allowed: End Redux, Range, Disorient, Recharge, KB, Def Debuff, Dam
Sets: KB, Stuns, Targeted AOE, Def Debuff
My slotting: Undermine Def Debuff, Debuff/Rech/End, Debuff/End, Basic IO's Rechage, 2X Damage (all lvl 50)
My Storm/Elec Defender uses both the Achilles chance for debuff and razzle dazzle chance for immob procs. Both of which are awesome in tornado. They can also both be put in water spout. When the imob procs the poor stunned target has to just sit there and take it while the tornado/spout chews them to bits. I have watched tornado (and I assume spout can do the same) pick up a boss, toss it into a corner and hold it there unable to do anything while chewing them to dead. It always gets a cackle out of me when that happens.
