I don't want to throw a wrench into your idea, but I don't think Protector Bots have any melee attack. At least, City of Data doesn't list one (Protector Bot) and I've read elsewhere that they don't have one. Now, maybe there is a 'baked in' brawl sort of ability in them, anyway, that is suppressed, perhaps? Or something similar. Still, though, without any melee attack at all, Prot Bots still run into melee.
I've seen them do it without any other pet running into melee, too, so they aren't chasing another pet there to heal or bubble. I don't think they have a 'brawl' sort of ability to un-queue. Otherwise, what you suggest may work, I don't know.
What would work, since I didn't realize all NPCs used the same AI, is writing an actual AI for pets. Not only that, but if they actually had a 'real' AI, you could allow for customizations, like setting certain pets to only range or only melee, etc. Of course, I haven't seen the code, so I don't know what kind of complications there could be to actually implementing that. But, I'd pay for another subscription to have it. Or whatever point cost in the Paragon Market they decide something like this would be worth. -
Well, I hate to just post me too, but I'm requesting a PM on the instructions.
Is there any particular reason not to just post the instructions in this thread? The Devs certainly know that it's possible and similar texture replacements (such as the vidiotmaps map pack) exist, so it certainly seems like posting them here wouldn't be an issue. I could be wrong, I guess.

I swear I got a reward for Max's arc, but I skipped freeing anyone. I don't recall specifically, though, so I'll have to run it on another character and pay attention this time through.

I think this describes the crux of the issue. There are both melee-based pets and ranged-based pets. But, rather than try to come up with an AI for both cases, they decided to try to cram both behaviors into the same AI. (At least, that appears to be the case, since any modification of the MM pet AI affects all MM pets regardless of power set.)
I think the real solution may be to develop separate AI logic based on power sets. Or even develop a unique AI for each MM set.
It's probably more development than they're willing to invest in fixing MM pet AI, though. -
I could certainly see the LotG +Recharge, both the recipe and the enhancement, being included in an index.
Perhaps some of the key rare invention salvage, Rikti Alloy as an example, would make sense.
You're probably going to see less variation on a daily basis with items such as these. But, are you also interested in items that fluctuate fairly widely in a shorter time span? If so, maybe a few common invention salvage items, like Alchemical Silver? -
I'm quite positive that the LFG is NOT cross-server. It would be pretty nice if it were, but I don't recall that claim ever being made and, honestly, I wouldn't be surprised if a cross-server LFG resulted in some unexpected server transfers.

As much as I would love to summon three copies of myself that then summon three copies of Phantasms to back up my own Phantasm (and, of course, they each summon Decoy Phantasms) - an 'exact' copy down to power sets would probably be a bit too powerful, not to mention resource intensive.
But, glorious.
Still, it would be pretty neat to have the Phantom Army models use the doppleganger tech to each be duplicates of the character without altering their existing powers. -
Which really defines the underlying problem. If the representatives actually represented the people, legislation like this would never even be introduced. It's painfully obvious that, instead, they represent whoever pays them the most money.

I can't answer the topic title, unfortunately, I'm just not sure, but I can tell you with certainty, that regardless of how much +rng you might happen to have or your henchmen happen to have, it will not prevent them from running into melee combat very frequently.
The AI is borked in this regard and nothing short of marshalling your henchmen every time they decide to run into combat will prevent them from doing so. Even then, they may decide to ignore the follow command completely until they've executed whatever power (even if it's a ranged attack) they seem wholly determined to execute from melee range. Then they might decide to follow you again. Maybe. -
The Fire and Ice costume set is in the Tier 9 VIP rewards now. I don't have enough tokens to see if they are unlockable, but presumably so, since they are there.

The fastest way is to purchase 14 * 1200 points. If you buy the $100 lot of points twice, you will accomplish this and then some, at a total of $200. If you bought 12 months of play, in advance, and get the 2 bonus months for free, that costs just shy of $145, but you will get the Reward Tokens over the course of the 14 months, 1 per month. The former is the fastest, the latter is the cheapest. They're kind of mutually exclusive.

If you're VIP, you don't have to purchase any points to get to Tier 9, just wait the appropriate number of months, and accumulate a Reward Token every month until you're Tier 9. And, along the way, you'll be awarded Paragon Points for free.

I've seen them there very occasionally. Hacked accounts, probably, but it's happened. Not nearly as much as the non-VIP servers, of course.

Sigh. Guess I just wanted to believe so strongly that it was coming in i22 that I made the association myself. I can't find anything really saying it is in 22, though I could have sworn I read that somewhere. Soon, I guess.

Chrono Shift has a default recharge of 360 seconds. The recharge portion of Chrono Shift has a duration of 90 seconds. This means that you need to reduce the duration of Chrono Shift to 90 seconds for it to be 'perma'.
From Paragon Wiki, we get this formula:
RechargeTime = BaseRechargeTime / ( 100% + Buffs - Debuffs )
So, you want this:
90 = 360 / (1 + Buffs)
Or, more simply, 300% additional recharge. About 100% can be gained from maximizing the recharge in the power itself. Chrono Shift gives you another 50%. This means you need to make up another 150%. Hasten, while active is 70%, so you would need an additional 80% recharge after Hasten. -
