Re: The Resistance, it may have been alluded to or explicitly stated somewhere- or it may just be my reading between the lines- but I've always gotten the sense that they were allowed to exist in part because they provided a convenient scapegoat for the Praetors, and because they had some degree of influence over them- better the devil you know than the devil you don't.
(I'm still half-convinced that Calvin Scott was being manipulated by Mother Mayhem on some level.) -
Hive and Abyss Revamp:
Hamidon War Zone!
Two Hamidons dishing it out against one another for control! Two factions of Devouring Earth clashing! And only our heroes (and, probably, villains) stand between them and total destruction!!
To be accompanied by new Zone Events- Seed Infestation! The Seed of Hamidon storms the affected (or is that infected) zone, throwing out spores that need to be destroyed.
(Zone Event triggered by successful completion of the Eden Trial heroside, or an as yet to be created villainside trial- probably involving Vernon von Grun. ) -
Quite possibly, yes, but who or what is Ultimatum? Who backs them? What is their goal? And it seems clear that Ultimatum knew about Praetoria before ever sending Maelstrom in. Where did they get that info? Why would they want to attack Praetoria?
There's still a lot there that hasn't been told, particularly as we reach the aftermath of the Primal-Praetorian War. Someone should be held accountable. -

EDIT: To clarify, I didn't pull the entire groups all at once; only two to three at most, and even then not on purpose. I would snipe individually, but occasionally pull multiples, but it actually worked in my favor with my Corruptor for the reasons above, ie, AoEs. Normally, my Scrapper is much more effective against groups than my Troller, but in this case- particularly with the Cyclops'- it wasn't the case. -
Soloed it twice; once intentionally, once unintentionally (went in with the NPCs, but they all got wiped by the minotaurs and cyclopses at the bridge. Grr.)
Oddly, it was easier and quicker on my usually squishy AR/Traps Corruptor than my Dark/Regen Scrapper. Probably had at least a little to do with the +2 level shift, but even so, my Corruptor often gets his butt handed to him quicker than the Scrapper. -
Praetoria's my favorite starting zone, by far, and I mostly solo. Admittedly, the learning curve is a little steeper there, and depending on what/how you are playing you might not be able to just breeze through it as quickly as other areas, but with some smart play, for my money, it's the best place to be!
Taking it to level 40, though, solo is somewhat harder. I find First Ward pretty much tops out at around 25-27, and you've got to find some way of making it from there to 30 for Night Ward, which- the only time I've made it all the way through so far- stops around 35-37 or thereabouts. -
Hope this works well with the Huge type; my toon, Dino Pirate, could use the new garb! Yar!

Ah, should have clarified. The Rikti were previously unaware of this until that arc, but I'd still say that the vast majority of the Rikti are still unaware of it, and perhaps even the Restructurists are not aware of it, given their... disagreements... with the Traditionalists. At best, they're willfully ignorant of it, since it doesn't fit into their plans (and, I'd argue, is really the only way to justify their working with the Praetorians in the Apex TF or anywhere else, for that matter.)

How's this theory work - Positron accidentally irradiated Statesman, causing him to change gender and impregnate himself, thus giving birth to Miss Liberty, who then went on to give birth to Ms. Liberty.
That would explain both the Positron and Statesman as Liberty's grandfather, as well as Statesman's apparent lack of... ahem... packaging... down there. -
Here's one way to look at it: if there were superheroes in the real world (I mean *real* ones, with superpowers), how likely is it that they *wouldn't* copyright their super monikers so that no one else could use them? Or that existing comic companies and the like wouldn't go after every "Spider-Man" wannabe name-stealer out there operating without the legally sanctioned usage of their copyrighted name?
Then imagine that Paragon City is the same way.
(Of course, the villains should be immune to such threats, since, y'know- they're scofflaws by nature. What's a copyright infringement charge added to murder and larceny? But maybe lawyers in Paragon are superpowered, too? Maybe the Coming Storm/Battalion is really all lawyers. ) -

It specifically states that every civilian in Nova Praetoria fled when Mother Mayhem was destroyed, which is why Cole was free to use his full power against Arachnos - there were only invaders left.
