Why not just grab a bunch of level 10 IOs (folks working on Field Crafter badges have tons of them to get rid of, so they are probably pennies at WW, though I haven't checked recently).
Not your original plan, but it saves you from having to hunt up all those teams for AV hunts. -

I believe the first time the script was run, it stripped inactive accounts of character names under level 35. But we were told that it really didn't free up all that many names. I'm not all that certain that running it for everything up to level 49 would help any more than that run.
But I'm really opposed to the idea that a level 50 character is somehow "sacrosanct" and untouchable, while everything up to level 49.9 has less value than the level 50. If we are going to strip names, strip them all, with the only defining characteristic being amount of time inactive. -
My completely subjective observation is that there have been fewer "Announcements" recently, so therefore no reason to actually open up the forum to view anything.
I have my bookmark set up like most in this thread so far, and if there isn't anyting new in that top section, I speed right by it. -

Apparently not very many players. I'm on these forums a lot and I didn't see the announcement, unlike the Winter Event test that they ran on the Live Servers.
If it was a test, I hope they test some more with more announcements. If that was the extent of theur testing, then I expect their results aren't going to be very indicative of how the thing runs for real since most didn't know about it.
If it was a one-time event that won't be repeated, then I'm with Alt in feeling left out and that it wasn't "fair".
Some clarification from a Red Name might be good at this point.
And if it was meant to be some very special limited event/test, opening a thread on the forums about it (which then was the first notice many had that something had happened) was perhaps not the best idea and feedback should have been gathered in some other way, much like the Closed Beta forums. -

This is a known issue when a base has been let go for an extended period of time. You can enter it (because rent has been paid up) but there is still no power.
Sometimes the issue has been reported to be fixed by moving stuff around, but that's only hearsay. However, I know for a fact that a GM can quickly fix the issue for you.
Humility - send in a quick /petition to get a GM to turn it back on for you. -

In terms of questions on page 7/8, these are mostly, if it (i.e. animation) exists, what you like about it. If it does not, what would you like to be able to do about it in terms of customization? For example, for animations, what types of animations would you be able to customize, and why?
I agree with Sam, BTW, that choosing between CoH & CoV and choosing a "Main" was hard to do because I have 60+characters, all beloved. I chose my first level 50, as she is as much of a "main" as I have, for purposes of responding. -

On page 7/8 you ask about customizing "Gear" and then define it as weapons. CoX does not have gear per se, although it has a few powersets that use a weapon. Are you asking about customization of the animations of the various powers, including those that do not use weapons? Or is this question really not pertinant to CoX due to the lack of gear?
On the same page, you ask about Character Movement, then use examples of things the player can currently choose how to perform (dancing) mixed with things the player cannot choose how to perform (dying, crafting). Are you asking whether we want more "Emotes" or whether we want to customize actions which are currently not customizable?
Those are the high points of what I found in your survey. -

Except that after the one-time outlay of Prestige to place the Empowerment Stations, the rest of the cost of those Empowerment Buffs is in Invention Salvage (gotten thru drops or purchased at the CH for Inf). So most of the cost of those buffs should be measured is terms of Inf (either the purchase price when you bought the salvage or the foregone profit of selling that piece).

Min/maxers will always be with us, and their idea of fun seems to involve squeezing every bit of "power" out of their builds, but nothing matches the sheer fun of Flying. To me thats every bit as important as another "blast". -

Okay, to frame the perspective on this, lets make an assumption. That assumption is that putting IO's on your character is an intended part of the end-game, and that the developers intent is that all players should be in a position where they can completely IO a character with Rare sets in less than a year. My reading on the addition of purples and PvP IO's is that they were added specifically to have something in-game that was *NOT* in reach of all players without significant investment (either of time playing/"farming" or in engaging in Market transactions or PvPing in the case of PvP IO's). I am in particular recalling BaB's comment about the irony of someone calling themselves a "casual player" yet having a purple'd out WS.
Also, if a player wanted to outfit a character with rares in "less than a year", he/she would be well-advised to start that process well before reaching "end game" at level 50. I don't see most IOs as "end game". -

Base Raids are broken.
... Broken so bad that they have literally been turned off.
An argument could be made that the whole base system needs a serious overhaul... but a lot of base folks would be happy with a bone tossed their way as a "tide-me-over" kinda thing.
The bone I would like to have thrown my way is to add some of the items already in-game added to the editor, like real TVs, the wall textures used for offices redside, more lab/medical equipment - stuff like that.
Rgearding the Limbo into which Bugs seem to fall - if their Bug Fix list is so unmanageable, my suggestion would be to refine how bugs are reported, i.e., the /bug interface. Most of the categories are not intuitive. I frequently have trouble selecting which one to place something in and fear that many times my bug won't be addressed because it was sent to the wrong place rather than to someone who is supposed to fix it (let's say all the "text" bugs Westley mentioned, which drive me crazy as well). -

The funny thing is that I didn't lose any rep whatsoever from that. Whoever tried to put a whammy on me must have so little rep that I got -zero from that heh.
Guess someone sucks at forum PvP even more than in game PvP.
And I think many of the posters in this thread did get what you originally suggested, which was a mix of PvE and PvP rewards to give the temp Gladiator pet, specifically:

With Shivans (never got a Nuke, so I'm fuzzy on how they work) - you can get the reward (useful for PvE) just by going into the zone without PvPing (if you're "lucky" and can avoid any PvPers.) No interaction or actual engagement in PvP required at all. Yet even with this limited exposure to PvP (i.e., the chance you will be attacked while in zone) there has been a massive amount of moaning and groaning about the combination of a PvE reward and a PvP zone.
I understand that you are trying to make use of something you see as under-utilized - but forcing PvP to gain Rep in order to be able to summon kewl pets is pretty much going to be unpopular here. -

Two possibilities.
First Possibility: You are trying to login to a NA account with a EU version of the game or the other way around. The filenames for the NA versions are cohupdater.exe and citytofheroes.exe. The filenames for the EU versions are cohupdater.eu.exe and cityofheroes.exe.
Second Possibility: You have a password that is longer than 13 characters. When you create or change your password you are allowed to choose one that is longer than 13 characters. However the game client has a limitation of 13 characters so you will get the incorrect password message even if you type it correctly. -

I looked it up just now, and apparently the word actually means a year for rest occurring every 50 years (from the Old Testament), or a holy year when you're supposed to make a pilgrimage to Rome (Roman Catholicism).
Jubilee also accurs in some gospel songs, picking up on the Old Testament usage. It rhymes with so many other words and sounds a lot like a celebration (to me, but then I was raised hearing it used in songs all the time). In those songs (which probably influenced Fleeting's recognition of it as meaning a "southern/hick" word for a party) it is always used to speak of celebrating, often celebrating arrival in the Protestant Christian Heaven.
Jubilee is also a chain of supermarkets, BTW. -

Red & black type are nigh impossible to read on the red-skinned forums, BTW, so I didn't even try to go thru any of the builds in this thread.
Please consider your potential readers next time and use different colors - orange, yellow, wheat & lime green work well with both the read and blue skins when you are looking to emphasize with color.

I've returned to my Archery Blaster, and I am strongly considering rerolling my deleted TA/Arch Defender.
I've also come back to an AR/Dev Blaster and a Fire/Fire Tank (one of 2 surviving tanks in my character list, not a fan of the AT).
I also moved my baby Elec/Elec Blaster to a different server (one of those with one of my [ersonal SGs) so she can be played more often.
OTOH, I also moved a Plant/Rad Controller, a Dark/Regen Scrapper and a Storm/Cold Defender to servers I more rarely visit to make space for new characters when GR gets here. -
Dragging this back to on topic - Dechs & je_saist already told you about visiting the Tailor & where to find him/her.
The only other detail worth mentioning is that it will cost you Influence or Infamy to make the change, it's not free. A miniscule amount at level 1 or 2, but still.
If this is your very first character on a brand new account, you might be short of funds. In that case, re-rolling might be the better option. The Costume Creator usually defaults to the last costume (at least the peices, not the colors) when you delete a character, if you didn't save the costume file, making it easier to recreate the look with the new face. -

Of the terms in your list, PP, the term "PL" is one that I've seen in other MMOs (like WoW, for instance) - powerlevelling is powerlevelling no mater what game, it seems.
