    You pretty much answered your own question. Back when the main purpose of bases was for doing base raids limiting the ability of the defending team to rez at full health was important for balance. It's less important nowadays but I doubt that it's high on the devs list of things to fix.
  2. It's true in game. The devs did it to limit the power of Incarnate abilities (and the power differential between an IO'd Incarnate and a non-IO'd Incarnate).

    Yeah I kind of wonder what the heck the devs were thinking when they gave Dominators Sleet as the first power in an epic pool especially since they didn't even reduce its effectiveness. Oh well I guess I can't complain, I love using it .

  5. The other thing to keep in mind is that the letter is found in the past. In the various letters the Dream Doctor seems to have pretty much forgotten what order your various time travel adventures happen in terms of your personal chronology.

  7. I've got no clue how much difference it actually makes in terms of in-game capability but you are correct that a Brute will have more ability to regain HP due to the same regen translating into a higher effective HP/Sec and more effective self heals.

    Another comparatively minor advantage for the Brute is that a Scrapper with Dull Pain and the HP Boosting Accolades will be pretty close to their HP cap (they'll be 1% short with 95% slotting in DP) so they won't be able to take full advantage of any HP bonuses you might have from other sources (i.e. set bonuses) whereas the Brute has a much higher HP cap so they can use HP bonuses without going over the cap while DP is active.

    The amusing part is that there are several times when the store doesn't stop you form buying something you already own (mostly buying costume parts after buying the pack).

    Because they are currently on sale and he'd like to save some money. If you know that you will want to buy something in the future then buying something now probably makes more sense than waiting until you need to buy it and paying more.

  10. My inclination would be one of the following:

    Option 1 (Offensive):
    Fire Ball: Malice of the Corruptor full set
    Rain of Fire: Ragnarok, skipping the Damage (you'll get 90% damage enhancement, if you really want 95% get some boosters or add a Dam/Acc/End from Detonation in the 6th slot)
    Fire Breath: Positions Blast, skip the Dam/Range (but if possible add a generic Range in the sixth slot)

    Option 2 (Defensive):
    Fire Ball: Ragnarok, skipping the Damage or the Damage/Recharge (see previous comment on boosters although with Fireball you can probably just manage with lower recharge, possibly add a Positron's proc in the 6th slot for damage)
    Rain of Fire: Positions Blast, skip the Dam/Range and add a Recharge in the sixth slot
    Fire Breath: Malice of the Corruptor full set

    The BIG question is where you want procs. Offensively you want a damage proc in Fireball since You'll be spamming it a lot. If I've done my math correctly (which I don't guarantee) the MotC proc has a higher proc chance than Positron's Blast so it makes sense to go there. Rain of Fire, on the other hand, will only have a chance to proc every 10 seconds with a standard proc but the knockdown effect form Ragnarok helps keep enemies in the fire to maximize damage.

    Now if you feel you want some more protection moving the Ragnarok set to Fireball makes sense. You'll be spamming it a lot so it will help keep foes on their back. In that situation I'd go with Positron's + Recharge in Rain of Fire since the Procs Per Minute mechanic really goes against patch powers (2 x 35% procs with Positron's versus 75 x 5.1% procs with Malice).
  11. As a side note, you may have been better off not using your Radiation Infection toggle during AV fights. AVs have a very high resistance to a lot of debuffs (74% at level 29) so if you were short in End turning that off to provide more End for blasting and healing may have been a better option.

    As a premium player (i.e. a person who does not have an active subscription) you have a limited number of character slots. In your case you are allowed to have a total of four characters which can be on any server(s) that you wish.

    When you create a new character (or unlock an existing one) you will irrevocably tie one of those four slots to a specific server. However if you delete a character you will be able to create a new character on the same server.

    I can't say for sure since it depends on how much you played before but based on your comments probably not without spending money. The Mastermind archetype is locked for premium accounts and has to be unlocked either by purchasing it from the store or advancing to level 5 in the Paragon Rewards Program. VIP Subscribers get it unlocked automatically while they maintain the subscription.

    Not really. This game is pretty generous about the stuff it gives for free so you can do most things without spending any money. The store does sell various consumables but they aren't really worth using. Similarly the powersets in the store are very nice but none of them are particularly game-breaking and the standard free powersets are still fine.

    The two things you have to spend money for that are game changing power-wise are the Invention and Incarnate systems but neither are really required unless oyu want to PvP (and PvP here sucks anyway). Invention system access can be gotten for $2 a month while Incarnates require a Subscription.

    Interesting idea. My main feedback would be that in general it seems a bit weak and generic compared to other sets and that Riot Foam is extremely "meh" as a Tier 8 (compare it with Quciksand in Earth Control which does all of that AND has a huge defense debuff at a much lower level). I'd replace Bola Grenade with Web Grenade for consistency since in every other control set the two immobilizes have the same graphics. I'd also say move Riot Foam to Tier 4 (dropping either Smoke Grenade or Sleep Grenade) and make the Tier 8 something more controllery but I'm not really sure what.

    As for Dominator secondaries, I'm still holding out hope for a swahbuckling secondary where you get a Sword in one hand and a Pistol in the other .

    Oh yeah, I think giving Dominators Venom Grenade in their secondary is probably pushing it.

    That is complete and utter BS. I know how to build Blasters. I have a nearly softcapped AR/Dev Blaster and a Beam/Dev Blaster I'm planning to softcap when he hits 50. But you know something, I rarely, if ever, bother to slot Set IOs while leveling up (with the exception of a few global IOs and a few special cases where IOs make a huge difference). There's various reasons for that but a large chunk of it is that I like to see how a character truly performs without set bonuses so I can better understand the tools they have available.

    I'll also add that when playing with SOs a Blaster clearly underperforms pretty much every other AT in the game. I've leveled a good number of ATs in the game to 50 (I haven't played Widows, Brutes, Stalkers or Peacebringers and my Dominator is only level 36) and feel confident in saying that the only character who came anywhere near to my Blasters' solo performance was my Dual Pistols/Storm Corruptor and I'm pretty sure that was mostly that I really suck at using Storm effectively. Even my Defenders outperformed my Blasters and one of them was Electrical Blast (which is widely regarded as underperforming although I like it). Heck my Earth/Storm Controller had an easier time soloing than my Blasters (although I did have to frankenslot some IOs into his control powers to get a mix of damage and control).

    - NPCs with lots of mezzes (especially groups with mezzes on minions or LTs)
    - Melee characters (the closest I've gotten to an enjoyable melee character is my Time/Elec Defender who happily jumps into spawns like a melee character).

    Is Absorb Live?

    When an attack misses the game seems to use a different floating word based on why it missed. I think it's based on the type of defense you have. If Positional Defense was used then you get "Deflected", "Dodged" or "Avoided". If Typed Defense you get "Absorbed" (and maybe others, I don't have many typed defense characters).
  18. I've been leveling up my Earth Control/Fiery Assault/Ice Mastery Dominator and getting to the point that I'm starting to think about IO builds. However I had a couple of questions about powers and options that I can't decide on.

    First how important is Stone Cages on a Dominator? I skipped it while leveling up and in all honesty have not missed it in the slightest. I guess there's some value in having it to stop stunned enemies from wondering but for the most part I find Quicksand works pretty well for that anyway. So should I look at taking it later?

    Similarly for Fiery Assault how important are Incinerate and Combustion? I took both while leveling up but I've been unimpressed with them and am seriously considering speccing out of them.

    As a side note I guess I'll have to take either Stone Cages or Incinerate as my level 2 power so I suppose I'll end up taking one of them.

    For specific IOs is it worth putting a Lockdown Proc in Volcanic Gasses? It seems like it should be useful with each of the Voltaic Geyser pseudo-pets getting an extra chance to hold but I'm never entirely sure how procs will work with pseudo-pet powers.

    Finally set bonuses. I'm taking Ice Mastery for concept reasons which means I'm looking as Smashing/Lethal Defense. As far as I can see the only sets that I can easily use that offer S/L Defense are Kinetic Combat and Enfeebled Operation. Are there any other options that are easy to get with my power sets that I'm missing?

    It's been fixed now. Prior to the bug fix I found that Magi was pretty easy as long as you kept the team relatively small. Since the bug fix it's even easier. I was on a team a few nights back that got "The Hard Way" by accident. We weren't trying we just beat him in less than two cycles of the lights.

    Explosive arrow doesn't actually deal fire or energy damage so it won't light OSA.

    Speaking for myself I don't really have a problem with knockback in those the powers you mention. yes it's a bit random (which is annoying) but it's also relatively low mag and doesn't scatter enemies (the knockback is angled based on your position, not the targets so it isn't actually radial unless you run into melee range). I toyed with adding the enhancement to my Crab's Frag Grenade but I don't see it being worth the slot.

    I don't have a whole lot of sympathy either BUT that doesn't change the fact that people were upset. You've probably heard the mantra that "The Customer is Always Right", you know why businesses operate that way? It's not because they care about the customer it's because at the end of the day making the customer happy is good for business. It doesn't actually matter whether the customer is actually right or not it's just a case of determining whether accepting the customer's insanity will be more cost effective than denying it.

    The same thing applies to both the Going Rogue collection and the Super Packs. It doesn't matter whether customers got ripped off or not what matters is whether customers believe they got ripped off. In the case of Going Rogue there were a demonstrable number of paying customers who felt that they had been cheated by Paragon Studios. It doesn't matter whether they were cheated what matters is that they believe they were.

    It's exactly the same with the Super Packs, if the costume and/or wolf pet are sold independently there will be people who believe that they were cheated. That means that for Paragon Studios the question becomes at what time and at what price point will the goodwill that they gain from people like you outweigh the negative publicity they get form people who believe they were cheated. Obviously the longer they wait and the higher they set the price the fewer people will be upset but no matter what if they release it someone will be upset. It doesn't matter whether they have a right to be upset or not it's still negative publicity for Paragon Studios.
