It's true in game. The devs did it to limit the power of Incarnate abilities (and the power differential between an IO'd Incarnate and a non-IO'd Incarnate).

Just a quick question. According to mids, global recharge does not seem to effect the Incarnate clicky abilities (120 sec). Is this also true in game, or just an error with mids?
