Yup. As others have said though, it takes a lot of coordination, and players who can show up on at least semi-regular intervals are a must, as quality plots are incredibly difficult to start and finish in one night. We've had a lot of success, but also a lot of misfires for any one of a number of reasons, mainly necessary characters not showing up, and lack of planning and/or people not paying attention to plans. Players who also whine about not knowing what a SG/VG is planning to do but who also utterly refuse to take any initiative to look on forums or even read the freaking message of the day never fail to amaze me.

Anyway, a ways back, I started a teenage runaway type character, Black Anna. Wasn't really a villain per se, just on the run from police due to a bit of a misunderstanding. Anyway, at first she joins up with a vampire group, thinking they're a gothic industrial band, and hangs out with them. That group sort of faded, so I re-rolled the character. Then she joins this revolutionary type group. Then the vampires re-formed, so Anna started bouncing back and forth between both groups. Then an ebil vampire tried to bomb a vampire friendly bar. Then Anna actually turned into a vampire. Then Anna's vampire friends got blamed for the bombing (the IC logic didn't make any more sense, either). Then the vampires got meaner (Anna's been described as a court jester that doesn't know she's the jester) and I started losing interest in Anna. Then Twilight hit, aaand it was fun while it lasted.
And then there was the time my costumed supervillain VG, the Supreme Society, attacked a school for superteens, the Destine Academy, and kidnapped a few students to try to brainwash them. Long story short, the SGs involved dropped off the face of the earth, but some of their players stuck around. So in the end, the prime student we actually wanted IC, Aria Force, ended up with a hardcore case of Stockholm Syndrome for the villain who watched over her during this time, and she's beeing with the SS ever since.
And then there's the time my evil Billy Batson character, Tim Tetherson, was angry IC with other members of the Society. So Tim starts starts using his powered form to be a hero. During this time, he gets his first ever “girlfiend” who's also a superhero, but neither the Society nor the hero girl's friends liked the idea. So Tim gets caught by the SS and put to trial for being a traitor, which leads to him accidentally losing his powers. (The followup to that is my only AE arc, fwiw, meant for outside parties.) Eventually, the hero girl is killed in action, (the Society had nothing to do with that) and Tim got his memories of the girl erased by my telepath, Agonus. Turns out the aforementioned girl the Society kidnapped, Aria, was a friend of the late heroine, and she's been playing detective to find out who mindwiped Tim. She calls out Agonus on it. Agonus says he can't restore Tim's full memories, but there's another crazier telepath the SS knows who may be able to do so. Agonus leaves it to Aria that if she restores Tim's memories, she's responsible for his actions. And that's actually where we've left off. -

This has bugged me from day 1, though I don't know if it's reasonable to be able to modify NPC text to look for the "the" when applicable when they talk to you.
For example, you can call yourself "The Sapphire Specter" but NPCs will always refer to you as "Sapphire Specter." It's a minor thing, but still, it's annoying. -

Bombshell Girl. (No pics yet, sorry.)
After accidentally receiving some pieces of power armor as a gift, Michelle Tetherson decided to pursue her "lifelong" dream of competing on her favorite reality TV show, Paragon's Next: SUPERModel. However, only established superheroes can compete on the show, so Michelle adopted the codename name Bombshell Girl and made her way to Paragon City. Now she's desperately trying to get some experience as a hero, so that she can eventually become the world's greatest supermodel superhero.
'Course the character ends up collecting dust more often than not because I'd rather play a capes/tights silver age style hero, I'm just having a hell of a time coming up with a concept for that, that I'm happy with. -

The idea started simple - a female Tsoo. Based on the fact that none of the Tsoo in game have female avatars, I concluded that the Tsoo were sexist, and then developed a character based off that idea. Stacy comes from a family of Tsoo - her father is Tsoo, her brothers are Tsoo, all her male relatives are Tsoo. Surrounded by Tsoo influence and having no real female role models, Stacy always assumed that she would be Tsoo too. So when she was denied access to Tsoo teaching based on her gender, she stole what power she could and fled to the Rogue Isles to develop it on her own.
I originally created her with a Tsoo Boss-like name, "Gulf Stream", as a Fire/Cold Corruptor. But Cold didn't click with me, and neither did the name Gulf Stream. I later remade her as Fire/Dark and went with just her name for a more independent feel (plus Fire/Dark is just cool). Since Tsoo Bosses have such a wide variety of power sets (including both Fire Blast and Dark Miasma), she still works perfectly as a renegade woman with stolen Tsoo powers. -
As others have said,
Freedom, which is an all around general purpose server
or
Virtue, which is the unofficial Roleplayer server. Granted it's entirely possible you could spend a long time on Virtue and never run into any evidence of RPing. Me, every few days I run into players who don't understand the double brackets thing or don't even believe Virtue has a lot of RPers.
For what it's worth, the last major update to the game was largely cosmetic with power customization. That and the addition of the Walk ability have been great boons for us RPers, not so much for the folks looking for more gameplay additions. I haven't seen any solid numbers, but with that in mind, it's entirely possible Virtue may be a lot closer in population to Freedom than most think. -
The Supreme Society has a built in "junior division" for younger villains known as the Teen Tyrants. It's meant to be pretty close to what your talking about, but kids these days and authority, y'know? Started it as a separate VG, but that didn't work out so well and they were folded into the SS.

Just for the record, I used to be heavily against ERP, Cybersex, and anything in between. But after hearing some logical reasoning, I realized how wrong I was and switched sides.
That's probably why so many people think I'm a giant hypocrite. Oh well.
I'd say RP griefers and the broadcast "((lulz, u suk!))" spam are the biggest problems in D. -

Me, I play villains most of the time, so the most of the "under the table" business some don't like happening around their heroes doesn't bug me. Odds are -I- am there to conduct said business anyway. -

Is there any reason why this can't be done in a SG? I found an old thread where there was concern about someone going powermad, but giving the ability to promote and demote players who are offline to the superleader should be a workaround for that.

Generally,
MRP = Mature Role Play
ERP = Erotic Role Play
but the specifics of MRP and ERP vary greatly from person to person. I tag most of my characters with MRP, meaning that I tend to discuss R rated subject matter. -

I have been propositioned in bizarre ways, told to "shut up" because my character dared to RP with some friends openly - or my favorite, a tell of "I think you are the biggest jerk on the Virtue forum". Really? Not even a "hello" first?
That said, I respect the fact the D provides social-RP, party-RP and other kinds of RP for a lot of players out there. I also know it has cliques, but I think all role players eventually gravitate to people they are comfortable with and share similar styles and tastes. Cliques are human nature.
So let the D, be the D. Cyber exists in all MMOs, I think the most positive thing I can say about the D is some of those who use the D for this purpose are not ashamed of it, and I don't think they should be. I admire that. We're all entitled to enjoy the game in our own way. And has already been stated, most RPers in the D are not there for this reason, there's all kinds of other RP at the D.
The "stigma" exists for the same reason that people gossiped about Boo Radley, the same reason why Tom Waits wondered "What's he building in there?" ...

Of course, technically I've become a casual gamer in my old age and I'd never actually have the top end character.
We -do- have that, in the extent that the ATs excel in various ways. Tanks can take more damage, but don't dish it out as well as a Stalker. Blasters deal damage, but are squishy, etc, etc. -

Basically, this is a game where I feel you have a small audience - your circle of friends and the people you brush against - and a way you express things yourself. If you think of it in terms of a game that has some absolute leaderboard or standards of Things You've Done, you're going to run out of things to do quickly.
But what this game really does well, in my opinion, is creative expression. Character design, AE, and supergroup structure and creation. There's not a lot of impediment to creativity in this game these days, compared to the basic MMO structure.
Call me crazy, but for as difficult as it is to organize, I -like- having a lot of people involved in some RP plot. New people spice things up, and spread word to other people who stop by at other times, that sort of thing.
But if my RP circle wants to set up a RP plot to, say, attack Kings Row" and talk about it publicly, I want a counter to Joe Q. Hero wandering by and saying something like "Pfft. Why should I bother? The Freedom Phalanx will kick your ***." Those kinds of RP solutions annoy the hell out of me. (Why am I so concerned about something like that? I like being prepared. =-p) This thread gave me the answer I was looking for. -

There's particular aspects of me in my main characters, but the fun part is getting to play out the traits to the extreme in-game. I'm a small guy, and I am overly fascinated with both the physical power that I do -not- have, as well as focusing on what I do have, which in comic terms would be something like psionics.

For a more melee take, Fire Melee and Shield Defense, using the energy shield, can be synced up visually pretty easy.
I have toon loosely inspired by Larfleeze, an Ill/Rad Controller to play off the focus on construct pets. -
