For several ATs, Scorpion Shield is the only +Def armor they can get, with all other sets offering only +Res. With the prevalence of the boards to prefer Def over Resistance (for some good reasons), it stands that this power is good enough to choose that APP over others, especially if you're only getting one or two powers from that pool anyways.

I highly recommend getting Mid's Hero Builder. You can explore questions like this in there and see which might be best.
But in terms of straight defense value, it goes Weave -> Maneuvers -> Combat Jumping.

Also, you are correct that it is only for Tankers. No other AT gets Bruising.

You can use everything you get from the packs. You just don't want/have need of them right now.
You can use the ATOs, you just didn't get the right ones. But nothing is preventing you from using them on new characters of the right AT.
You can use the reward merits, you just don't want to, as you use influence for them. But you CAN use them.
The catalysts you can use on the ATOs if you get the right ones (and you can get them through drops), or if you make an AT to use the ones you already have. -
The OP was suggesting that secondary powersets be made to work with the guns out, thereby eliminating redraw. As such, the secondary powerset's animations would need to each be remade to work with the guns out.

To expand on why there is redraw with any weapon set:
Drawing a weapon puts you in a different combat mode than normal. To go back to the other powers, you have to go back to the normal mode, unless the other powers share the combat mode (such as Archery and Trick Arrow). To make the other powers work in Dual Pistol's combat mode, you'd need to redo each animation 6 times. Why 6 times? One for Female, one for Male, one for Huge, one for Female flying, one for Male flying, and one for Huge flying. So for EACH power, you'd need to redo 6 animations for every weapon set you'd like to do this to.
So, to make a set work with one weapon powerset would require as much work as creating a whole new powerset.
Let's look at Corruptors, who have 12 Secondary powersets and 8 Ancillary pools (plus 9 Power Pools). That is a total of [(12 * 9) + (8 * 5) + (4 * 5) + (5 * 4)] * 6 = 1128 animations. So, to make this work for JUST Dual Pistols would take as much work as making 125.3 new powersets.

The powers themselves do pretty average damage for Corruptor primaries. The first few powers do exactly the same damage as corollaries in the other powersets, for instance. It's just that the set lacks Aim, which can hurt burst damage, but gets the Ammo Swap power instead, which gives the set more theoretical flexibility.

What do you think of putting it in something like Arctic Air, which will always be on (and takes Confuse sets, so it should be able to be slotted with this)?

I wish it were as easy as replacing a primary with Ice Armor, but you never know if you're picking bad Ice Armor powers or at least skippable ones.
1) Permafrost: gives you some extra cold resistance that you don't really need and some fire resistance which is useful. However, having this power increases your resistance against slows, which comes in handy a lot in the later levels. Plus it can be useful with just the base slot with a Reactive Armor +Def IO in it.
2) Hibernate: If you're at the Defense soft-cap, then you may not need this power much. However, having an extra "oh pancake" power can come in handy. -
It is likely listed as a separate bonus, so it should be okay. But don't quote me on that. The Rule of Five is based on the actual bonus name, not the numerical amount.

The PVE game requires button pressing to succeed. That doesn't take a lot of skill. The game is filled with players who rolled FOTM builds that were PL'd from 1-50 and then kitted out with IOs and Incarnate powers. The only skill involved is knowing which buttons to press, when and in what order.
People put far too much emphasis on "skill" in this game. Its not a skills based game. The hardest thing to learn is how to leverage the IO system. Beyond that...its just copying what you've seen. Monkey see, monkey do.
PVP takes a little more of this "skill" but even the most "skilled" player will fall to the greenest stalker if they aren't built properly. This is, after all, why the devs so heavily nerfed the PVP game that leveraged (exploited some would say) certain skills like kiting and jousting. -

The second part is mainly semantics. If you target an enemy in a group, throw down the cone, and you miss any of them, they'll aggro onto you. If you kill or mez them, they're still aggro'd onto you, they just won't shoot because they're mezzed, or if they're dead due to damage. But you were still on their aggro list, regardless. Whether it's due to the AI or due to the cone doesn't really matter in terms of playing the game, since their behavior is the same. -

How many targets a cone hits depends on the cone. For a Dark/Dark Defender, Tentacles and Nightfall have a max of 10 while Fearsome Stare is 16.
Damage based cones are balanced around hitting 5 targets usually with regard to damage v. endurance v. recharge+casting time.
Since most foes are on the same plane as the caster one can figure out the planar area of effect with simple geometry. The area of a 360 degree circle is pi * r^2. A 45 degree segment is just a ratio of 45/360 of the circle which equals 1/8. So, the area of a 45 'cone' (just on your plane) is 1/8(pi*r^2).
So, if Nightfall has a range of 60' and 45 degrees, then it covers an area of 1,414 square feet.
If you put 3 Range IOs in it, the range goes from 60 feet to 95 feet (a post-ED increase of 58.5% on Schedule B). And the new area of effect is 3,544 square feet, a 150% increase in AoE.
Of course, that's just on your plane. If the foes are on stairs or flying, then you can to the math with the area segment of a sphere. I'll leave that as an exercise for the dear reader.
