I don't understand why they allow spammers to create new accounts. Seems like if you ban someone's account you don't let them create a new one.
They are creating new accounts with new "identities" (which are most likely fake) each time. New fake email address, new fake contact information, and likely new (most likely stolen!) credit card info. -
I doubt it, but the only ones who can say for sure are the devs. If you want a definitive stance, PM a dev, or PM a community folk to ask a dev for you.

/bindsave doesn't save to c:\keybinds.txt, it saves to the installation directory (default c:\program files\city of heroes\keybinds.txt).
/bindsave only saves binds, it doesn't save options. -

Make sure you don't have the game running.
Right click and rename your pluck.ogg into SonicSmallBlast3.ogg
Cut (CTRL+X) and paste (CTRL+V) that file into the folder
<installation folder>\data\Powers\
so that the entire "URL" to the file on your harddrive is
C:\Program Files\City of Heroes\data\Powers\SonicSmallBlast3.ogg
(assuming you installed City to its default folder)
Start the game up and voila, Shriek sounds different. -

$19.99 (or whatever they charge in WoW) per transfer with all the normal provisios. Sure some people will attempt to sell characters but they do that now anyway because it isn't exactly hard to sell the whole account. But in the mean time find an AE farm team you can have most of your characters back up to whatever level they are now in a couple of hours.
You can't transfer characters in WoW from one account to another that doesn't have matching contact information. I think, but I'm not sure, that there is some unalterable contact information, so that limits the ability to match accounts in order to transfer "illegally" (against EULA).
They used to charge fifty ($50.00, FIFTY). I did it once (a server-to-server transfer, not account-to-account) when they charged fifty, and I was crying. -

There's a guide in Player Guides that lets you silence game sounds. Using that guide, you can already change the game sounds to anything you want.

Live and learn. From now on, make sure you are saving with a unique filename. Further autosaves will then update the unique filename.

If you set it to regular drops, yes you can get purples in dev choice. If you're set to tickets, no.

I'm still amazed sometimes at how awesome our game looks.

Some channels are automatically silenced on join, and global has dropped a few times in the last several years, which means re-joining old channels. If you are a part of a silence-on-join channel and had to re-join, that may be the reason.
Or a mod could have gone on a silence spree.
Or you ticked off a mod, who knows. -
