Custom sounds coming?
I'm not sure about this, but recently, there was an effort to add sound words into the game, such as FFWWAAAPPP!! BLAM! BIFF! and other sounds such as these....I think the code is still being worked on for this feature.
There's a guide in Player Guides that lets you silence game sounds. Using that guide, you can already change the game sounds to anything you want.

Mind you, that's 100% client side, meaning everyone else would still have the same thing (so no, you can't rick roll people with Shout using that).

I use custom sounds for a lot of things in the game, from new sonic blast sounds (frickin' sweet) to new assault rifle sounds, to even cartoony sound effects that make me smile now and then. For instance, I barely ever play with people that have the energy blast set. I actually have a couple characters with the set myself, but rarely ever play them. Just seems like an under-played set nowadays. Anyway, I recorded myself saying "Wapow!" and other goofy sound effects and put them in place of the those sounds. It is fun, but would get VERY annoying over time.
I appreciate the link, folks, but I don't get it. I can't find the data for the Frost Breath "hush" sound, nor the names or the Sonic Blast sounds nor anything at all besides the CoH Updater and Uninstaller. I think the odds are high that anything I tried to do would mess up the game. I'll just have to wait until Issue 20 or whenever custom sounds come out to make a sonic/.

See, what you're supposed to do is locate your CoH game folder - which should be in Program Files or something. If you've never messed with your local files before, you shouldn't actually see any visible sound files in the paths provided. The trick works by creating folders and files of the specified names - they then override the game sounds. Rolling back your changes is as simple as deleting those files you created. There is really zero risk here.
You can 'replace' game textures in the same way. You are not actually altering the game files in any way. You're simply making folders that mimic the game paths, putting something else there, which then tells the game - 'hey, use this file instead.

Edit: After bothing to actually LOOK at the guide, it should be placed in data\Powers\SonicSmallBlast3.ogg (like Psychoti said)

I still haven't got it. Can someone post EXACTLY what I do to silence a sonic blast sound? Explain it to me like I'm a small child...
Make sure you don't have the game running.
Right click and rename your pluck.ogg into SonicSmallBlast3.ogg
Cut (CTRL+X) and paste (CTRL+V) that file into the folder
<installation folder>\data\Powers\
so that the entire "URL" to the file on your harddrive is
C:\Program Files\City of Heroes\data\Powers\SonicSmallBlast3.ogg
(assuming you installed City to its default folder)
Start the game up and voila, Shriek sounds different.

I think it should be:

Gah, I always forget the sound\ogg\ for some reason. When I was tinkering with sound stuff last year I kept doing that, too.

There is no indication that anything I've done has affected anything so far. I have completely closed out the game and restarted it many times. Everything is named and capitalized as I have quoted.

It looks like some of my files were in Program Files x86 instead of Program Files. I think I have them all together now.
There is a folder called "doublefusion" with a folder called "cache" with a folder called "data" in it. Shall I move the sound stuff into that folder?
Doublefusion should only be for the rotating billboard ads (provided by, surprise surprise, Double Fusion)

The files "SonicScream1.ogg" and "SonicSmallBlast3.ogg" should be in:
C:\Program Files\City of Heroes\data\sound\ogg\Powers\

Oops. Yeah. Actually I do have that "ogg" folder in there I just mispoke. It's in there in the right place. Still can't make it work, though.
HeroJunkie, Where is City actually installed on your computer?
Is it in Program files or Program Files (x86)?
Has there been any talk of customizing sounds now that we can customized power colors? I've tried to make sonic/ blasters and sonic/ corruptors but I can't take the sounds. I would love to replace the sonic sounds with the "hush" sound of frost breath. And yes I do play with sound on.
