If the power is available in a story arc or a badge mission, that is true, because you can repeat those.
If the power is available only in a one-off mission, it is not true, because Ouroboros does not offer one-off missions. -

I really want to vote for Shia, because it's a really awesome piece, well done in a technical sense, and is very grand in scale. However, as the epitome of "save the world/destroy the world", it is not. They're in the process of beginning to do one or the other, but there's no winning or losing doing yet. They're standing in lines with disco lasers melting through the buildings behind them.
Therefore, I vote for Foo, because there is a definite turning of the tides, and the desperation of villains teaming up with heroes.. down to the last wire.. only a few people still standing and the enemies are still there in large numbers... That is an epic depiction of the last stand, futile though it may be, before the destruction of the world. Also, I will admit bias toward using a lesser-used enemy group and a pretty-much-never-used enemy in Rularuu himself.
Well done, the both of you. I am seriously impressed with both of your works. Congratulations on getting this far, and congratulations to everyone else who has been in the contest as well. And congratulations to a large number of forum-goers who got free arts (hmm, the most common depiction was TA.... *ponder* ) -
If we're going off the OP's suggestion, they said to implement a calendar similar to WoW's. Which has the ability to add personal, restricted by invitation, and guild-wide events. Honestly, it's pretty frikken amazing.

A lot less than I was expecting, actually. Huh, that was a surprise. I am terrible at 'guesstimation math', so I was expecting ~$300 more than I have actually spent.

If it's signature (explained in links), it spawns at the level maximum.
If it's not, it spawns at the highest level character.
Currently, TFs/Trials ignore difficulty. Once they've got that figured out, TFs/Trials will add difficulty on top of the level.
edit: Moonfire is a nonsignature task force. It will spawn at the highest level character, not at level 28 (it's maximum level). -

The person sending the tells may have the best intentions and be very polite, but that doesn't change the fact they're interrupting someone who is clearly engaged. (grayed out in the search window).
Personally I rely on my global channels, or my friendlist and don't indiscriminately send messages to everyone who shows on search.
There is a note in my search comment on every character ("No team unless I know you") - this weeds out a great number of folks, as most people are learning to respect search comments (it used to be basically worthless to make a search comment), although there are the idiots that PM me with "Are you sure you don't want to team even though you don't know me?" (No, I am not going to change my mind for your random-schmoe butt. Your momma may think you're special, but I don't know you from the next guy on the street.)
However, this happens very infrequently since I basically live on /hidesearch. -
Because the devs have a very heavy leaning toward heroic content, even on the villain side story arcs.

I would rather the villains attempt to take over a hazard zone or two (or three... or...), and turn it into a contested area. Wrest control back and forth for good/profit! But no actual PVP, just PVE stuff that gives bonuses/penalties based on who's winning at the time.
I'm OK with one more co-op zone (low-level, please!), but just not interested in turning EVERY hazard zone into more cooperation. I want my villains to be villains, not forced to do heroic/semi-heroic stuff in a hero zone (RWZ, I'm looking at you, you have NOTHING for my villainous villains.... only for my wannabe redemptioners). -
I think someone on the team of "Chuck" plays City. You see retail boxes fairly frequently in the background, and even saw the Statesman Star t-shirt. Doesn't hurt that it's a decent show.

Because it hasn't... not sure where he got that from. The only thing the devs have said in regards to GR and Issues, is that GR would not be Issue 16. Going by past precedence (CoV and Issue 6), GR will probably coincide with an Issue release. But that's not guaranteed, it might just coincide with a standard patch (to update non-GR folks with non-GR-exclusive bits).
No one knows either way.

Actually, I didn't clear the "C" button, as it allows me to open the chat window while in Base Edit mode. If you are hitting it accidentally, I recommend re-binding it to something like Shift-C or some other key you are unlikely to press by accident, but something you can remember so you can also open the chat window while in SG base edit mode... or if the window accidentally gets closed for some other reason.

At least, that's my take on it as I don't think the devs are THAT cruel to lock people out of a powersets for not buying a product.
PS; you admitted CoV limited its Archetypes to purchasing CoV. Why is it that the powersets of the poster children for Going Rogue (Desdemona, the Demon Summoner, and Maelstrom, the Dual Pistol wielder) cannot be limited to purchasing GR? -

My teleport bind for Warshades is really simple:

Since you can't use one while in form, and you can only use the other while in form, it doesn't interfere.
