There aren't any notes for today so it was presumably it was either a minor patch to fix some back end stuff or a pre-patch for dual pistols in either case I wouldn't expect to see patch notes. -
That's a fair point on OG. I left it out of the build I gave mostly due to my inexperience with Dark Blast so it didn't occur to me, but it's probably not a bad option. The one potential issue I can see is that it is draining your hit points so if you have to toss off an Absorb Pain there is some risk there. That being said most of the times when you'd really need AB you probably wouldn't be using OG.
The place where it would really excel I think is on a Traps/Dark Defender. Traps tends to encourage you to operate in melee range anyway so the extra mitigation wouldn't hurt. I'm almost tempted to try and work it into my Traps/Ar but honestly I like Elec Mastery for concept reasons (and I didn't take Beanbag). -
On the plus side as long as he only sits on it and doesn't spend it then the inf is effectively being destroyed.

Definitely no on the Global name thing for the same reasons others have stated.
However I would have no problem with re-introducing the program of freeing up names from inactive accounts. Personally I would say names on a Trial account that lapsed more than a few months ago should be freed up regardless of level (since they are extremely unlikely to come back). For non-Trial accounts make it scale with the length of time inactive, maybe for every 6 months increase it by 10 levels (so 6-months inactive level 10 or lower, 1 year level 20 or lower, 2.5years and all of your characters are at risk). -

Ok, first off standard disclaimer since you may or may not know. That is a VERY expensive build. Most of those Purples will run between 150million and 300million per IO.
I don't have Mid's available right now but a few comments:
1. You don't need all 6 Apoc IOs in Snap Shot. Personally I'd drop the Dam/Rech given the 2 second recharge but YMMV. Actually I'd stick the Apoc set in Blazing Arrow (and drop the Dam/End maybe?) since the primary advantage of Purples is that they have high recharge and work better in more powerful abilities.
2. It's not really worth enhancing the defense of Hover and Cloaking Device. The LotG 7.5% is worth having but the others are really only giving you the regen and health set bonuses. That's not bad but I'll bet you can find a better use for them
3. I dislike the GSFC set in Targeting Drone but that's a personal preference, it's got some nice set bonuses so if it works for you then go for it. I'm also of the opinion that the Build Up Proc is horribly over-rated in targeting Drone, but I acknowledge that it's a minority opinion.
4. Personally I wouldn't bother with the Hold proc in Web 'Nade. The main place I use it is against Bosses and AVs and the Hold doesn't work against them. Consider more immob duration (to make it easier to stack) or Endurance reduction (it's a real end hog).
5. The procs in Caltrops are of limited utility. Caltrops has an "afraid" effect so enemies don't spend a whole lot of time in the patch. The Ragnarok proc in particulr is much better of in either RoA (replace the Dam/End) of Fistful of Arrows (adds a nice bit of mitigation). Personally I like a bit of slow reduction in Caltrops to increase the effect against higher level enemies.
6. For Stunning Shot I would consider Stupefy superior to Absolute Amazement. The Recharge bonus is only a little lower and you get more ranged defense. Remember, Purples are not always the best thing to slot.
7. In Fistful of Arrows you should probably put the Acc/Dam/End back in. I'd drop the Dam/Range since 6ft doesn't make a lot of difference in my experience. If you want to keep it then drop the Acc/Dam instead.
8. Personally I'd slot up Explosive Arrow before Repulsion Bomb. In either power the Dam/Range is the best IO to leave out of Positron's. Range helps a lot more for cones than other powers.
Just a few thoughts to get you started . -
Personally when I do Field Crafter I keep all of the useful IOs (Damage, Accuracy, Recharge, Endurance, Defense, Resistance) in my base and use them for leveling up new characters. It doesn't supply all fo my needs but it means I have soem mid-level ones on hand.

I use a mix. My first character leveled almost entirely on common IOs. I was a newb and kept replacing them every 5 levels so I didn't actually save any money but I did get a lot of credit for Field Crafter.
My characters since then have used a mix of SOs and IOs. I sometimes craft common IOs and slot them, particuarly if I have the salvage available but I take the lazy man's route and pay worktable prices for my recipes. A lot of the time I just use SOs anyway since I rarely bother to buy salvage for common IOs unless I'm working on Field Crafter.
With the addition of the non-mission related stores (Midnighter, Vanguard and Cimerora) and the removal of the limits on the RWZ it's very easy to get 35+ SOs and I don't even bother with the regular store contacts. -
I suspect StarGeek has the truth of it but also make sure that you have all of your toggles on in Mids'. Anyway double check and if you are certain it's wrong then you should let the Mids' team know:

2. AE caused a drop in the supply of Purples and common/uncommon salvage. But it stabalized the costs of rare salvage and increased the supply of non-purple recipes (probably for Pool As more than the others though).
3. Double Inf for level 50s caused a lot of inflation overall for the market
4. Allowing players to play at higher difficulty also caused inflation since higher con enemies reward more inf but have the same recipe drop chance (not sure about tickets). -

Previously I would take it at level 14. Raptor Packs are ok but I find Fly in general annoying (most of my characters are SJ). Nowadays I use Ninja Run for the lower levels so I'm more comfortable without a travel power at low levels but I still tend to pick one up in the mid-20s.

Even though you could just as easily merge markets and use the excuse that the Black Market and Wentworth's were always the same market. Wentworth simply denies any connection it has with the Rogue isles black market.
hell, the devs could create some pretty cool missions based off this premise.

Hero buying from Villain:
1. Blue Steel raids the Black Market warehouse and recovers some stolen goods
2. Since the original owners claimed against insurance the insurance companies recieve the stolen goods
3. The insurance companies either sell the goods to make up for the payout they made or donate them to heroes for the PR benefits
4. Black Market lies to the villain and says the items sold paying him from their own profits in order to save face
Villain buying from Hero:
1. A group of small time villains raid the Wentworth warehouse and steal a bunch of items selling them on the Black Market
2. Wentworth's claims the value against their insurance and use that to reimburse the Hero
3. Wentworth's insurance premiums go up
4. Again. -
Actually I17 is undoing some of the previous nerfs to AE. In any case AE isn't the problem. The problem is that the redside population is to small (additionally there may be differences in the population composition which enhance the problem). The simplest way to fix it is to merge the markets.

I would say it's worth taking on Traps and Cold as well. They both provide pretty high Defense to teammates and the extra is useful even if they can't softcap.

It is worth setting your LFT flag since team leaders will often use them as the first set of invites. However a lot of people don't bother setting them for pretty much the reason Necro said.

It will still proc once every 10 seconds. Procs in a click power have a chance to go off every time the power is used but procs in Passive, Toggle and "Patch" style powers only go off once every 10seconds.
