1)Regenerative Tissue: +25% regen for 120 seconds would be effectively on all the time if slotted in a passive?

2)Perfect zinger: Chance for Psionic Damage, would this work if slotted in a Tanker's taunt aura?

yes though if slotted in the aura it only has a chance to go off once every 10 seconds

Yes to the first one. Health is a perfect place for it.

As to the second it seems to me they changed it so you can no longer put Procs in Taunt Auras.

so if Perfect Zinger procs every 10 seconds in a taunt aura, will it have the same interval in a damage aura or will it proc for every damage tic?

It will still proc once every 10 seconds. Procs in a click power have a chance to go off every time the power is used but procs in Passive, Toggle and "Patch" style powers only go off once every 10seconds.

Best place to put the PZ proc is in Taunt itself, since Taunt requires no accuracy slotting. The default slot can hold the proc.

Oh, and even though you did not ask about this, I will preemptively advise avoiding Triumphant Insult: Chance to Disorient. Reason for this is because it is really Chance to Do Nothing (like a 100% chance of that to be exact).

I have to completely agree with what Willowpaw said about Perfect zinger.

There is something strangely soothing about walking up to a medium sized group of grey minions, yelling at them a few times and having a pile of bodies left.

It hits often enough on even and higher lvl NPCs to make it more than worth the slot in taunt.

IMO

Although it works great in Taunt, I'll put my recommendation in that you slot the Zinger proc into your attack powers.

It's a (relatively) cheap proc, does psionic damage, and (in a tank) can be slotted into every attack power (due to gauntlet). . .

I like it for Brutes, too. Especially in your tier 1 power - all the more reason to keep throwing attacks out there.

1) All the 120's and procs trigger every 10 seconds in a passive, so yes.

2) Due to issues with auras like Rise to the Challenge (although it wasn't out yet) and Invincibility, no taunt aura can slot set IOs (you are targeted by the power as well as the mobs...)

There is also no reason why you can't do both. Put one in Taunt, and put one in your attacks.

My DM/Elec Brute has one in most attacks and taunt.
