Wait until Going Rogue is out. He's hemming and hawing now, he'll hem and haw until forever if you let him. When GR comes out, remind him City's still here for him, and if he buys the Going Rogue Complete Edition, he'll have City of Heroes, City of Villains, Praetoria/Going Rogue, Dual Pistols (and Demon Summoning, Kinetic Melee, and Electric Control), and side switching, among a whole ton of other features and goodies, and a free month of gameplay, for $40 USD.

Open your friends list, in the drop down select the global channel name, then select the "Leave" button at the bottom of the list.

You should be posting in teh Closed Beta forums if you are in Closed Beta. Since you say you can get to the character select screen, that means you're posting in the wrong place. There are closed beta forums located at the top of this page:

Assuming Windows, obviously.

Make a second shortcut to City. Do this by right-clicking your desktop and create a new shortcut (different Windows versions do this differently... usually it's under something like "New..." with a submenu). Point it to your City installation folder, and select the "CityOfHeroes.exe" file. Congrats! You have a new shortcut. WAIT! You're not done yet.

Right-click the shortcut, and find the text box where it says "Target". At the end of that text box, add the words " -project coh" to the end (space is important, hyphen is important, remove the quote marks). So, using my installation information (yours will probably be different), my Target box looks like this:

"E:\Games\City\CityOfHeroes.exe" -project coh

The water reflection thing is an ATI graphics card issue with City. Supposedly Ultra Mode (available in I17) will fix most (if not all) of the ATI issues.

The chat lag thing, I have no idea.

edit: PS, you should update your Windows 7 installation, I think they've progressed a couple builds since 7600.

I also put forth that Global Channels are way better than a server-specific common channel, like Daemodand suggests...

I will regularly and fairly consistently server hop if something's going on in one of my global channels that I'm interested in. I have characters on 10 of the 11 servers (technically, I have characters on the 11th too, but it's a wee lowbie). I will go where the fun is being had.

If we stopped using Global Channels en masse, I would not get these notifications. I'd sit on Justice, whining into the ether where Global Channels used to be, when Triumph is having a Rikti throwdown in RWZ. I wouldn't know that because no one would be using global channels to tell other people about it.
