Not exactly. There's no way to reset it perfectly to the exact blue, but you could always try and manually get it as close as possible. Probably the best solution.

To more directly answer your question:
1) Soft-cap for defense is 45% for every AT. "Soft" meaning that, while you can go higher and eventually hit AT-specific hard-caps (ie, 200% for Scrappers), doing so gives you next to no benefit against most enemies.
2) Any defense above 45% isn't "useless" per say, just drastically less useful against common enemies. Anything with abnormal +tohit values (such as enemies in incarnate trials) will require a higher defense value to soft-cap against, equal to how much +tohit they have.
EDIT: Dechs Kaison gives another good example. DE are the bane of my existence on my /SR scrapper.
You're right about extra defense helping with defense debuffs. A lot of sets that give defense have a good amount of defense debuff resistance (DDR) in them, Super Reflexes being a good example, so that defense debuffs don't hurt as much. If they didn't, it'd lead to cascading defense failure, where your defense is lowered, and you're easier to hit, therefore making your defense easier to lower, etc. Some characters, like Arachnos Widows for instance, use the extra defense above 45% as a buffer in case they're debuffed, since they don't have quite as much DDR. And, as mentioned before, the extra defense helps with iTrials. -
I'll hop on board with Johnny's list too. I'm a sucker for grappling hooks, so the faster that gets worked in as a travel power, the happier I'll be.
Though, I wouldn't be surprised if we saw space rather soon. -
Why is anybody trying to say that any AT shouldn't get a set that falls within their primary/secondary? It's up to the players to make it fit, and that's sort of the point of the game. Give Stalkers Titan Weapons and Shields. Give Brutes and Scrappers Ice Melee/Armor. People'll figure out their own concepts for why it "fits."
Either way, TW may not seem like the best idea conceptually for a stealth-based AT (same goes for electric, but who cares), but mechanically I think it'd work pretty well, especially with the proposed changes for Stalkers. AS, get momentum, attack some, get Focus, AS again to get more momentum, repeat. -
I like powers that deliver visual "oomph." The animations don't have to be amazingly complicated, but the FX and damage really sells a power for me. The novas, Foot Stomp, Lightning Rod, etc. None of them have crazy elaborate "style" to them, but they're still showstoppers and look amazing.

From my experience, the old veteran character slots were used on a per server basis, and stay that way when you drop to premium.
At premium, all your characters are locked and need to be unlocked using the slots you have. By default, you have two global unlocks you can use, plus any ones you'd have redeemed earlier on any given server.
So, you could unlock the character using a server slot (it doesn't give you a choice between server/global if you have a server one), but when you transferred them, it would probably cost a global unlock (one of the two you get, unless you buy more) to play them on a server that didn't have any server slots.
Afterwards I'm assuming it would refund the server slot since the character was moved. -

Echoing what others have said, /elec works better for Brutes because...
- Higher resistance cap that'll get you 90% energy resist
- A fury boosted damage aura with a built-in taunt effect
Either set is fine on either AT, but Brutes pull ahead slightly with /elec. -
A huge group of enemies doing those over-the-top animations all at once just seems really silly, now that I think about it. I'll hop on-board with that idea if they collapse into physx bones after they're defeated, though!

Deities, Valkyries, insane Harley Quinn inspired characters using the rocket hammer, Trolls using the stone sledge hammer, anime style characters using the huge swords, those big Lost guys, super-human barbarian, someone in power armor, a scientist who goes all Jekyll/Hyde and turns into a street-sign wielding brute... and probably a few others I can't think of off the top of my head.
I'm still torn between a valkyrie and the scientist vibe myself. -
The attraction is hitting stuff with an enormous axe/sword/hunk of something you ripped out of the ground/rocket hammer! And it's glorious.

I'll toss my vote to adding heroic patron powers and options that aren't carbon copies. Gives a little more variety to the potential power selections and adds parity between redside and blueside. Sure, it's a little extra development time, but if it can breathe a little life into the mostly dull signature heroes we have now, I'd say it's well worth the effort.

So, am I the only one irked by the reaction of, "we're going to stop offering unique female pieces now"? I get it, you want to avoid pissing people off, so offering the same costume pieces across the three body types is the easiest way to do it, but there's something about that answer that came off as immensely childish to me. Maybe if, for some inexplicable reason, costume designers can't design female pieces that are theme appropriate and not automatically the "sexy Halloween costume version," this would be the better choice. Otherwise, I'm left scratching my head some, since the alleged fallout of that design decision means less choices overall (which humorously has been proven inaccurate earlier in this thread, where a player ported the male pieces themselves).

Art assets are expensive to rework in comparison, though. Whereas the CoT change stemmed from the fact that they were an enemy group, I doubt the Gunslinger pieces (what I was alluding to) will change in the same manner simply because they're being sold. It'd be substantial effort (and probably tough to gift new pieces based on a previous purchase, and I doubt they'll flat out remove/replace the current female pieces), and they'd have a helluva time remarketing it. That, and player feedback was essentially ignored for that aspect, aside from, "sorry if this offended anyone, we'll try and make less unique stuff for either gender - that'll teach 'em!" But that's a different conversation.
I don't mean to be negative, but I rarely if ever felt the need to post criticisms before, and I've been doing it an awful lot recently. And I don't really want too. I enjoyed the times where the decisions that were being made were awesome, when long-standing wishlist items were getting checked off. Flashback? Yup! Custom power colors? Yup! Custom weapons? Sure! It was fun, really. -

An open letter to Paragon Studios:
You have set a goal to produce enough for the market to have something "new" on it every week. However you don't seem to have allowed yourself any time to correct anything but the unmitigated disasters based on feedback.
Your customers aren't all idiots, some of them can smell a sub-standard "feature" a mile away. Some of your customers are patient and don't expect miracles (despite what you might think). However they do expect to be treated in a fair manner (problems: VIP Perks awarding in an obfuscated fashion, EU players not being able to buy year subscriptions, Central/South American customers having to deal with a less than savory company that doesn't carry a full range of products, etc).
There seems to be a "We know best." attitude pervasive at your company. Even when feedback is fairly uniform across a broad-spectrum of players, you go ahead despite the feedback and tell the players "just test it" when testing if something is "working as intended" isn't the point. When your players tell you that the intention itself is wrong, that is the point where you need to step back and open a discussion as to "why" it is wrong. It isn't a cue to push ahead and fix things 6-8 months down the road "when you have the time".
You need to allocate less time to throwing everything including the kitchen sink at us. You need to allocate some time or people to bug fixes and adjustments, something that clearly doesn't have enough time allocated to do well. If you feel the need to disregard feedback, explain why. You have had over 7 years with this live product and the times you got into the most trouble were when you didn't explain yourselves despite protests.
Again, I like the game. I've remained a steady subscriber since 2005. I've a lot of time (and money) invested in this game. I intend to continue to subscribe for the foreseeable future. Are you willing to invest your time in a manner that will make me want to continue to subscribe or will you continue to drive customers away?

But I've felt the responses we've gotten, when we've gotten them, have been... well, less the satisfactory, for one. Titan Weapons being excluded from Stalkers comes to mind (let's face it, claiming a thematic reasoning when I regenerate myself into hiding is dumb logic). And now this. I don't think anyone really gave positive feedback to the Gunslinger set. The male pieces may have been, "eh, alright, I can deal," but the female pieces are quite frankly, insulting. If you have this large of a disconnect with your players about something you've implemented, you have to reconsider what's being implemented. If the majority opinion is that, "Wow, this is borderline offensive and not gunslinger at all!" then do it over. Maybe remarket that set as a "Sultry Saloon-wear" pack. But don't try and pass it off. -
It may relatively "new", but as a melee enthusiast, I'm a huge fan of Street Justice. I love a set that can be so damn punchy and do it so well, and has that visceral oomf to it. I'm also pretty pumped for Titan Weapons in that same regard.
On a more classic note, anything that looks like it hits hard has always held a place of endearment for me. Super Strength, Martial Arts, and a few other select powers from various sets. In that same regard, I don't understand how people can roll a blaster and not fire off their nova the very second it's off recharge. -
I think it came up at the Pummit during a Q&A session, and that they're, "aware people don't like it" now. Given the trend of rarely "fixing" costume pieces once they're out the door, I sort of doubt it'll change. That or the prostitute set for females in the Gunslinger pack.

Some of the things mentioned:
More of the magical origins of Praetoria, along with the Carnival of Light, will be addressed in Issue 21.
They "absolutely" plan on reusing old zones (such as Boomtown) for the new storylines.
New lore pet trees are coming before Issue 21 (presumably with the new trials), and include:
- Arachnos
- Carnival of Shadows
- Nemesis
Powerset proliferation for Issue 21 isn't official, but they are trying to get something in there.
Those were most of the major points I can remember. Might be glossing over some stuff, though. -

Probably not my all time favorite, but Howling Twilight is one of those crazy situational powers that is just awesome if the stars align.
