Going by an objective standard, I notice that Union is at 2 yellow dots around 7-10PM GMT(London) time.
Otherwise I would say that from 1AM-6AM is likely not-so busy.
In between these times, especially with summer now here, it should be reasonable. Make sure you join the channels!

Until the character is at Ouroboros-level at which point the tutorial session is most likely not going to be beneficial.

There was mention of a new "enhancement-unslotter" or basically a revamped, a la carte (shudders at expression) version of the current respec going in I21. Therefore I suspect an interesting range of market effects to the game, after all look at the local effects freespecs do - or even Powerset changes/Power changes.

As per the quotation of RedLynne unfortunately the majority of Strike/Task Forces/ Trials have specific tactics that are efficient and tend to allocate the highest reward with the lowest risk. I run Lambda/BAF once dailly - if I can - and I do incorporate the same tactics but that is because in constrast to grinding I wish to give myself the best chance of reward without the need to repeat the system - i.e Grind.

I have had a lot of deliberation over my SM/WP and I still am, what with Incarnates, my first few pointers are you need to build more on survivability. Unless I am mistaken you only have 50% RES to S/L for alpha-hits before your regen can get a boost from the PBAoE.
I'd try building some DEF up, I've seen S/L/E/F/C SM/WP softcapped builds here before, but there is a lot of sacrifice as well as +HP. I can foresee you losing recharge and Regen but try that and come back for more advice.
Therefore my advice:- Build for DEF.
- Build for HP and/or Regen.
- Reduce your End/Consumption.
EDIT: I should point out you are along the correct lines but imo you need DEF on a SM/WP and maintain a high HP/Regen; then whatever is left you build what you want - for example I see you want +Recharge, so consider the effect of Spiritual Core Paragon.

I haven't been farming recently for purples, now old school in my opinion, but I believe the drops are still the same.
I stuck to the bosses rule because I was pretty sure a lot of the time my purples dropped from them, after all their rate was proportionally better and I could defeat them quicker whilst my AoEs took care of the minions; lieutenants.
I can't remember the statistic either unfortunately, it was a reliable one with a 1/XXXX for minions and 1/XXXX for Lieutenants and 1/XXX for Bosses I think (terrible memory).

I believe they are called Polar Lights, a user recognised their powers as similar to PB-powers. I myself can't vouch for this but can point you to this source.

This is an awkward complaint of mine, if I were to update the Beta server would that data have to be re-downloaded for live. Basically will I have to download the data twice: Live + Beta?
Also, I can't avoid this, but 4000MB is incredibly big for me to download - It is a quarter of my monthly limit. Whilst I realise there is likely no way around this is there an alternative that may reduce this, compression for example - I have very little computer experience.

-DEF is avoided if Rage is stacked which is not too hard to achieve on any toon.
An investment of Invul tends to yield towards softcaps with a safeguard of relatively good resistance to deal with spikes.
As I invest in my toons I find they both survive very well, without investment I'd tend to Invul' for the safety.

They get beaten if they do not meet their quotas, I read that article on the paper itself and was not surprised.
I am saddened that the industry is having difficulty preventing this altogether, the market for it is ridiculous.
It is slave labour, no matter how you look at it, and should be quashed.

I don't have Mids currently and I am a little short on time but a few things: You will want to frankenslot your PBAoEs (Quills/Blazing Aura) as Obliterations have awful Endurance Reduction, secondly don't use the Obliteration procs because they are not worthwhile for what you are wishing to achieve in those PBAoEs.
For me whole sets of Oblits are horrible depending on the power.
I'd slot Numina + Miracle procs into Health, standard for me so up to you. Apologies I can't offer much else at the moment.

I see myself shelving some kinetics (SB) and Thermal (people having performance issue with the shields) characters now.
In the wider picture, outwith SB and whatever this performance issue with thermal is, I can see this as a great QoL feature. I know the pain of many buffers that can make them feel useless double buffing everyone only for the time you get to member #8, member #1 has run out.

And the nebulous "account rewards" mention worries me. The cosmetic stuff is one thing but this implies something else entirely.
Edit: The reason I'm not a fan of this sort of thing is that it makes me not want to level my lowbies. I don't like constantly having to do stuff on the same characters to unlock it. Vanguard merits at least drop during normal content play in the RWZ and you can get more then enough to get all of those costume items in a single MS raid.
Astral and Empyrean merits don't exactly flow like vanguard merits do.
In addendum, they also explicitly said that the access of said material can be account-bound so I do not see how you would have to go about this every time you have a character.
Sounds a superb sub-issue addition to me, the trial looks wonderfully tactical. I like the less bashy approach, more tactics.
EDIT: I feel that I should say a big thank you to the visual FX people, lately the game has exploded with new gear. Keep up the brilliant work!

For the glowies I'd bring a couple of purples if your not softcapped and for the AV fight I'd stick to cycling your ST powers rather than keeping your pets out and the debuff up - especially considering Marauders panic button and the rabbit hopping.
I haven't brought my bane to the trials yet but I'd think during the latter stages he would be much more helpful yet lacking in the earlier stages of clearing - the opposite of your crab.

Skipping to your point of #1/2, that is how I run my BAFs on Union - however I specifically arrange the teams so that when I nominate a player from each AV team for the adds I have provided for said player so the teams are mutually considered for having 7 men on the AV.
It is incredibly rare in a BAF that I have partaken in, including not led, within Union that we do not use the seperate AV tactic since maximum return runs on BAF are considerably without difficulty nowadays.
In my opinion there are much better ways of obtaining I-XP than relying on the BAF runs for it, especially since it is exclusive to the left tree. I simply take my threads/Astrals/Empyreans to I-XP after a few runs of Lambda that have got me to the Uncommon/Rare Tier - effectively any threads from that point on are pointless as my Tier is not yet unlocked.
EDIT: I will be out of play for a few days but I can arrange a couple of runs including yourself Brimmy.

At the moment it has simply decreased my time to go through +4/8 mobs rather than increase the ease of going through said mobs. I enjoy the "plus" feeling of being 50(+1) since it is meant to incorporate you as a more powerful hero/ villain/ etc.
I miss my Interface rains though, stupid is fun.

When I run BAFs I always ensure a nomination from the Siege+Nightstar team for the Incarnate XP - it is only fair after all. Every BAF I have been on otherwise has done so too, you must be a little unlucky in the PuGs Brimmy.

There is a monitor that appears every time you no longer gain tickets from defeated foes due to ticket cap, this is in complete response to your quandry - I do not really see 9999 ticket cap raise being a major QoL feature.
